Were present and presented written protest to the zoning change on 5th
West and 7th South.
Let the records show that there were no protests on the zoning change on
the Cool< property nor the Wayne Ricl<s property. Councilman Barton
Jensen moved we adjourn the zoning hearing until out next council meeting
which is January 15, 1975 at 8:00 P.M. Councilman Morgan Carner seconded.

~E: RESOLUTION FOR WORK PERIOD PER MONTH
Councilman Glenn Peterson introduced the following Resolution and moved
it's adoption, which was seconded by Councilman Barton Jensen and unanimously
carried:
BE IT RESOLVED that the Mayor and City Council of the City of Rexburg
hereby establishs, a 28 day work period per month with standard maximum
hours of 240 for such period, or a 7 day weekly work period of 60 hours for
a period of four weeks.
RE: DEPT. OF HEALTH & l^IELFARE PRESENT COPY OF PERMIT TO DUMP POLUTANTS IN RIVER
Mr. Hopson, of the Dept. of I-lealth & Welfare presented to the Council a
copy of the permit required by the City of Rexburg to dump polutants into
the river. He advised the Council and members of the Water Department
requirements that would have to be met to comply with these regulations
in Rexburg. Monthly tests of the sewage ponds must be sent in; Mayor
Porter advised the Council that that City Engineer, Clayter Forsgren,
had sent for the necessary equipment to do these tests, and that his office
will do the tests, as required of the City.
~E: P,EPORT ON MEETING WITI-I COMMISSIONERS ON COSTS OF NEW JAIL
Mayor John C. Porter reported that he had attended a meeting with 1-he
County Commissioners on the costs of the new jail. They had decided to
charge the City a rent of $550.00 per month on the new bill. After
much discussion the County agreed that the city would pay the jailors bills
on people arrested for misdemeanors only and that the County taould have
to pay all the rest. As the County and City are both very concerned about
the high bills for feeding the prisoners, the County will pui in a
refrigerator and electric range which will enable the jailor to serve
TV dinners for the prisoners.
;E: GARBAGE SEP.VICE DISCUSSED
Councilman Nile Boyle, after studying the lists of people living inside
the City limits and not paying for for garbage service, felt that the
City should pass a manditory garbage ordinance after the first of the
year.

kE: DON RYDALCI-I COMPLAINS ABOUT SEWER H001< UP ON LID 19
Mayor Porter read a letter from Don Rydalch of 648 South 5th West.
Mr. Rydalch maintains that when the sewer line was put down his street on
LID, 19, the sewer line was put in to high to carry an additional bathroom
in his basement. It would cost them an additional cost of $450.00 for
a pump unit to elevate the sewage to the City line. Mr. Rydalch feels
that as he paid '!;1,480.00 on LID 19 and is only getting half service, the
City should give him a refund of 2450.00. The Council felt they should
check into this before making a decision.
