The following councilmen vrere present; John C. Forter, L. L, AshLman, A, L. K1ingler, A. H. Brock and "harles Zellinger. In the excused absence of the City C1er1., Loretta M. Rigby-, the Mayor asked the City Attorney, Mare Smith, to take the minutes. RE: I4r Bagley reports :•rater pressure on development in hill area: 1'ir. Bagley who is constructing a residential development or, the hill in the area of the radio station, reported taht the t^rater pressure in his area eras so low he received no benefit from city taatsr and would like to drill a well. 'fhe matter was discussed and the !. . P-iayor referred the same to the ~.~rater committee for investigation and report. RE: Offer on Improvement District No. ib Hoods Interest: The 1`Iayor reported that the Continental Bank & ^Trust Company had made an offer for Improvement District No. 16 bonds at 4-3 /4¢ interst. He stated that hip=:had investi- ~ gated the matter very thoroughly and this was the lowest reate of interst that had been offered; that other offers had been 5~;, On motion of L. E. Ashliman, seconded by Charles Zollinger and unanimously carried the offer of the Continental Bank & Trust Co. for LID'd~Io. 16 bonds was accepted and the Aiayor and City Clerk authorised and directed to sign ''the acceptance, Thereupon Councilman L. E. Asa?liman introduced and moved the adoption of the following: R R, ~ ~T ~ i TTfiN rnlILREAS, on tiie 3rd day of JErly, 1963, the City Council of the City of Rexburg, Idaho, adopted and the Mayor of said City approved Ordinance No. t~33. of said City, creating Local I:nprovemert District No. 16 in said City, for the purpose of constructinginaztd reconstructing curbs and matters and the construction of drainage works incidental there- to in said city, and YJ?;EHSAS, the City proposes to issue ].oval impovement hoods to pay the cost of such improy- ementss, and '~+diERAS, it is considered necessar}~ and advisable that prozrision be made for the issueance cf intera.« t^rar~ar~ts of the City pendizzg the receipt of the proceeds of the bends so to be au'~horized; st TFh~REPOP~; B~ IT~?ZESOLVED BY TH3 idAYOR and Cit3' Council of tale City of Rexburg, Idaho, 'that pursuant to t'te authority of Section SO-?9<6, Idaho Code, for the purpose of meeting the costs and expenses of constructing improvements in said Local Improvement District No. 16., the City shall issue its interim warrants drawn against Local Improvement District Ido. 16 Fund upon estimates submitted by the City L+ngineer, approved by the City Council, such wattani;s to bear interest at the rate of four per centum (4`~) per annum, to be registered and to be retired from the proceeds o£ bands to be issued for said District,; such warrants to be in substantially the following form: RE;iBURG, ID!?HO i1dTERT;$ 'lA~RANT The Treaurer of the Cit,~ of Rexburg„ Idaho, trill pay to C. Brock Charles Zollinger Those voting Nayr None The Mayor thereupon declared that the motion, having been passed by not less that three- fourths of the Council, had beer. duly carried, Ordinance No. 439 was t!ien read and pass- ed. and adopted, RE: Rington discussion of pigs at Ken Summers: Lei-ere K.ir.gton brought up for discussion the matter of the pigs rorhich Ken Sommers had on i;he lot adjoining Kington and oti~ers in the northwest area. He reported that the odors made the situation very undesirable and unsanitary. The !Mayor referred the matter to the sanitation committee for investination and report.
