RE: Mayor reads building inspectors report:
The ?dayor read the Building inspectors reptort for as July follows: Nevr residental build-
ings ~5g,000.00, residential alterations ',12,950.00, commercial alterations X4,000.00.
T~fahing a total in building permits issued in July of ~m74,95G.~
Claims in the amount of ij~7,097.24, general expense account and ~~15,721.00 for Sevrage
treatment plant, were presented by Laurn Ashliman who mcved same be granted and paid.
The motion :vas seconded by A. L. Klingler and passed unanimously.
The Meeting adjourned at 10:25 P.M.

MEE'PING OF REXBURG, IDAHO
August 21, 1963
Minutes of the regular city council meeting of the City of Rexburg, Idaho, held August
21st, 1963 at 7:30 P.~+f. at the City Hall.
Mayor Gilbert Larsen was present and presided. Others preseni were John C. Porter, Laurn
Ashliman ,...Alm Klingler, Charles W. Zollinger, Gordon Smith, city ~ torney 1~Iary Smith,
clerk Loretta I4. Rigby, and Gene Shumate of K. R.X.K. Councilman A. H. Brock was absent
and excused.
Minutes of the regular city council meeting held August 7, 1963 were read. Upon motion
made by Charles ;J. 2o11inger and seconded by John C. Porter, the minutes mere unanimously
approved.
RE: Mrd. Richard Bevin came in to discuss with the council a estop work° order, which the city
building inspector had placed on his home, which he is remodeling. He told the council
his home is very old and in order to provide more room and also make the place more att-
ractive, he vaould like to make an addition extending out in front and a little to the side.
His plans would not, allow the required distance between the houses, but he presented a
written agreement from Howard Pearson his neighbor, giving his consent to the proposed
plan. After some discussion i`1r. Bevin was granted permission to proceed with his build-
ing, as he had planned.
RE: Gilbert Karst presents Council with 1962 Audit:
Accountant, Gilbert Karst"from Idaho Pa11s vrho had completed the city audit for 1962, came ~
in to the meeting to present the audit to the council for their acceptance. The report
showed taht all funds received by the city were accounted for and been placed in the proper
accounts. He also made some recommendations for the councils consideration.
A motion was made by Laurn Ashliman, seconded by A. L. Klingler and carried unanimously
that the audit as presented by Mr. Karst be accepted.
RE: Reinhart Company accepted for curb & gutter:
The bid of the Reinhart Company was accepted for curb and gutter construction. This
was the low bid received.
Councilman Gordon Smith introduced and moved the adoption of the following resolution:

WHEREAS, on the 26th day of July, 1963, bids For the construction of improvements in
Local Improvement District No. lb for the construction and reconsturctioA'of curbs and
gutters in said Gity were du1,y opened, read and referred to Clayter Forsgren, City
Engineer, and
t^!HEREAS, it now appears that the lowest and best resposible bid for the construction of
siad improv=m-nts was made by C. Reinhart & Son, Inc. of Idaho Falls, Idaho.
THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Rexburg, Idaho, that

proposal, at a total contract price of X31,895.00, and that the hfayor and Glerk
be, and they hereby are authorized to execute contracts between the City and the
said C. Reinhart & Son, Inc. for construction of improvemnets in Local Improvement
District No. 16

RE: Council authorized Cecil Fullmer's overhaul on his truck:
The Council authorized having Cecil Fullmer's pick-up overhauled as he had used it
for the City use, much of the time during the summer.
Ii£: Two resign from City Planning Board:
The Piayor reported two members of the City Planning Hoard had resigned- ie. Terrel
Arnold and Vern Liljenquist. He suggested Councilmen Alma Klingler, and John Porter
suggest some names at the next meeting, to fill the vacancies, as the ttiao had. re-
,, presented their respective districts.
RE: Request for Street Lights:
A written request for a street light at the corner of 3rd East and 4th South Streets
and signed by Clayter Forsgren, Ralph McBride, R•S. McCarrey, and Lynn Neeley, was
considered.
A motion was made by Gordon Smith and seconded by John Porter and unanimously;; carried
that a 4000 lumen light be installed at 3rd East and 4th South Streets as requested.
RE: City to contract Karst and O'Brian to audit 1963 city books:
Laurn Ashliman moved the city sign a contract with Karst and O'Brian to audit the city ~
books for 1963• The motion was seconded by John Porter and passed unanimously.
RE: >rdinters due salary increase:
A motion was made by Gordon Smith, seconded by John Porter and unanimously carried
that Allen Winters salary be raised to °400.00 per month , to begin September 1, 1963.
Claims in the amount of X10,113,93 in the general expense and p38,666.20 for the Sewer ~'
pond project, vrere presented by Laurn Ashliman who moved same be granted and paid.
The motion was seconded by A. L. Klingler and passed unanimously.
