for sewer extension and service along 3rd and 5th 'r?est streets. The Council tentatively
approved the plan but asked that an additional check be made to see ii sevrer service could
be given to homes south of Lath So. Street.
RE: Dog Problems:
Tom i~Jebster suggested tire police officers take care of the dog complaints that come
in1;o the City hall a.nd that Melvin i~'Iuir spend one full day every two weeks to work on the
dog problems.
RE: A Hot Mix Plant:
~'Ir. 1'lebster recommended the City have a demonstration of a. hot mix plant to put on
on the truck to patch holes in the streets. f•1r. Webster •%ras asked 'to investigate it.
RE: Incinerator Problem:
;`Ir. Furrington brought up the need i'or definite action on the incinerators. He stated
they should either be repaired or removed. He was asked to contact t'dm. dheelwright about
the cost of repairs.

I~Ir. 1'urrington reported that Lester Garner, City Garbage man, had. gulf tirnich neces-
sitates hiring a. new man. Ace Garner had quit a month previous. Applicahior'rs fur the job
were opened a.nd read. After a brief discussion R. rrl. Purri.ngton moved that A11en ~rdinters
and Franlc Fikstad be hired to work. on the City garbage truck at. a beginning salary of
,jj,250.00 par month vrith a. raise in sala.r^; after 6 months if their t~rork is satisfactory-.

RE: Proposed Plans io Hire a. Ditch Man:
G. Alton Anderson stai;ed it is time to arrange for a man to take care of the ditch
work, he said there is a possiblili.t~•,% tizat Reginald Gillespie ma.y be able to take i.,he'ditch
jot again this year. If Gillespie can't do it he would 1i1•:e authorizaaion to hire Cecil
Fullmer to do it. This rras granted.

G. Alton Anderson moved the i`4arkharn Advertising Co. be permitted to put up a bill
board just :-4est of the Sa.m Haronis Shoe Shop ti~rith the reservation that no liquor or tobacco
of any kind be advertised on the bill board.

A request rras reported from Ina Fikstad, Dave 'slithers and. Marlin 'Muir tha the city
participate in rel;la.cing their sidewalk. The Council refused the reo,uest as there are many
sidewalks in the City in worse condition that need: replacing.

The Mayor requested M. D. Morrell to order the 50 parking meters authorized in the
last Council meeting.

Rs350LVED, That it is with profound sorrow and reF;ret that the City Couneil of the
City of Rexburg learned of the passing of Mayor J. Fred Smith. For more than fift;% ,years
Idayor Srnith has served city, state and nation in many capacities, and always with de-
votion and 1oya.lty. He eras motivated by fundamental ideals in his service to his fellow
men. [le eras zealous in his championship of those principles vrhich have elevated our
American way of life, Mayor Smith's life exemplified irhat can be achieved by an American
under our form of government.
RESOi1JED, That as }'Iayor of the City of Rexburg he gained distinction and the 7.ove
and respect of those who worked with him. The members of the City Council were proud to
be associated with him and. held great respect and admiration for his unfailing energy
and ability in dealinJ= vrith the ;nany problems confronting= the City.
RESOLVED, That we are proud.. of this"outstanding American and ~.aill cherish the
splendid contributions he has made to the development of our City. We regret very deeply
his passing and extend our sympathy to his devoted wife and family.
