Letter from President Clarke, cont.
For these reasons we would like to ask your serious consideration of the
advisability of foregoing the College payments to the City refex•red to above.
We vrould, of course, continue to pay the water and garbage disposal charges. If
the City could assent to the removal of this charge it would likely enable us to
continue to operate the units for the remaining few years of their life without
subsidy from the College. ,
I do not have the figures as to either the amount spent by the City in
placing the units on our campus or as to the amount received by the City since they
have been erected, but I believe that it is probable that the City has been largely
reimbursed for its original expenditure.

The Mayor explained that vrhen the Vets Housing units were put up there was an agreement
with the college that the City vrould pay for putting in the sevrer and water lines and the
college would pay the City back at the rate of x52.50 per month until the cost eras paid back.
The college had withheld this amount for three months, sending a notestating that in their
opinion the bill was paid.
In the discussion which followed it was brought out by the Il4ayor that the City has no
desix°e to over-charge the college for anything, but neither can the City afford to lose in
their business transactions, The college is given such liberal water rates, that he felt
the housing bill each month helped to eaualize the account. He stated further that the
individuals in charge of the water at the college were not as careful in its use as they
should be. Dr. Morrell stated he knew that to be true and that there roves unnecessary waste
especially during the season when the lavms needed sprinkling. After some discussion,
Wilding moved the Vets Housing charge be cancelled as of December 1, 1955, provided the three
months delinquency be paid up and that the college be requested to avoid unnecessary waste of
vrater. The motion was seconded by Mickelsen and unanimously approved.
RE: State Highvaay project; Resolution.
The 1',Iayor asked Mary Smith to read a letter from State Highway engineer E. V. Miller vrith
a resolution attached to be adopted by the Council.
A. E. Archibald introduced the following resolution and moved its adoption.
RESOLUTION
4V!-IEPSAS, The Department of Highways of the State of Idaho had submitted plans
for the improvement of U. S. Hiahtvays 20 and 191 within the corporate limits of
the City of Rexburg, Idaho, said improvement to consist o£ grading, draining and
sur£acin on 0.977 miles of highway to be constructed as Federal Aid Pro.iect
F~, and
1VHE.REAS, The allotment of Federal and State Funds for the improvement is
contingent on compliance with the laws governing state highways and state
highvray traffic, availability of necessary right of vray and adequate provision
for the maintenance of the completed improvement;
NOt7 THEREFORE, Be it resolved:
1. That the location, alignment, grades and cross section of the proposed
state highvray improvement including connections and approaches as shown by the
plans are hereby accepted and approved.
2® That certified copies of this resolution shall be furnished the Depart-
ment of Highways and the Bureau of Public Roads.
I hereby certify that the above resolution was passed at a regular meeting
