A group of citizens from South First '~'Iest Street came in to voice their protests on the curb and gutter project in front of their property. They stated the curb was so high that it not only looked unsightly but decreased the value of their property. Engineer Benton answered their questions and exnla.ined the over all grade had been made to take care o£ the drainage problem and therefore the grade was high in some places and lover in others. A general discussion followed. ','lildiug moved the City do everything possible to co-operate vrith the property ovmers on a 50-50 basis to raise and replace the sidev.~aLc on First ;lest from First to Second South Street. RE: Retiring of policemen; hiring of nevr officers. 1Sr, Blorrell stated the lativ says a police officer should be retired at 65 years of age. He moved that Chief of Police J. H. Clark and ;rm. hSuir both be retired as of August 1, 1955, and that vre take the applications for vacancies on the police force on file to date and. any more that might come in vrithin the next day or tyro, that we ask these men t o give us tiro references to check vrith, that vre asit them to take aptitude tests, and then in light of the results, that the City hire tyro officers from these applicants as soon as possible. The motion eras seconded by gilding and unanimously carried. RE: Council voices protest against Hellrs Canyon Dam. The Mayor requested I:ary Smith to read a letter from Fremont-i.adison Irrigation District asking for a Council resolution opposing Helps Canyon Dam. She eras instructed to vrrite the resolution on the grounds that the Council feels upstream reservoirs should be built first to protect water users in Idaho. The resolution was to be mailed to Icir. Bill Holden of Holden and Holden Law Firm, Idaho Falls, Idaho. RE: Resolution concerning sale of cit^y property. Councilman D.
