A group of citizens from South First YYest Street came in to voice their protests on the curb and gutter project in front of their property. They stated the curb was so high that it not only looked unsightly but decreased the value of their property. Engineer Benton ansevered their questions and explained the over all grade had been made to take care of the drainage problem and therefore the grade eras high in some places and lour in others. A general discussion followed. Jilding moved the Gity do everything possible to co-operate with the property otirners on a 50-50 basis to raise and replace the sidewaLlc on First ','Jest from First to Second South Street. The motion vras seconded by Genta and passed unanimously. RE: Retiring of policemen; hiring of new officers. PSr. P,?orrell stated the lava says a police officer should be retired at 65 ,years of age. He moved that Chief of Police J. R. Clark and 7m. Tduir both be retired as of August 1, 1955, and that vre take the applications £or vacancies on the police force on file to date and any more that might come in vrithin the next day or tyro, that vre aslc these men t o give us two references to check vrith, that vre ask them to take aptitude tests, and then in light of the results, that the City hire t~°ro officers from these applicants as soon as possible. The motion was seconded by 1"tilding and mianimously carried. RE: Council voices protest against He]17s Canyon Dam. The Itiayor renuested I:ary S!nith to read a letter from Fre;nont-2[adison Irrigation District asking for a Council resolution opposing Helps Canyon llam. She vras instructed to vrrite the resolution on the grounds that the Council feels upstream reservoirs should be built first to protect water users in Idaho. The resolution was to be mailed toL'r. Bill Holden of Holden and Holden Laid Firm, Idaho Falls, Idaho. RE: Resolution concerliing sale of city property. Councilman D. D. Councilman Diax tiickelsen introduced and moved the adoption of the following: RESOLUTION NIHEREAS, on the 16th day of l,tarch, 1955, the City Council of the City of Rexburg, Idaho, adopted. and the i.Iayor of said City approved OrcLnance P1o. 389 of said City, creating Local Improvement District No. L+ in said City for the purpose of constructing street improvements in said City, and 'ilIlEi'~EAS, the City proposes to issue local improvement bonds to pay the cost of such improvements, and
