A motion was made by Farrell Young and seconded by Glen Pond to approve the minutes. All Aye RE: REVIEW VALLEY VIEW ESTATES FINAL, PLAT TOPIC: (23,41,,,STEVENS*BART,VALLEY VIEW ESTATES, PLATS,2ND EAST) Bart Stevens was at the meeting to present his plat for Valley View Estates Division #4 for final approval. This property is on the south end of 2nd East just south of the Cresthaven Church. These lots were originally platted some years ago. They have now taken the 24 lots and and reduced them to 14 to make bigger lots. John Millar told the council the plat had a preliminary review by the departments and they are going through final approval now. They are having a little trouble tracking down the water lines. The real issue at Planning & Zoning is that the road shown on the master plan as a Minor Arterial requires a 101' right-a-way and currently there is a 100' right-a-way which was obtained through various processes but was obtained for the reconstruction of South 2nd East when that was done. The current road at that end was built with a 60' section. All of that project completed in 1989 had curb and gutter installed except for this piece of property and one lot on the south of this. That street has all been built at a 50' width. If we require Bart to build to the section on the master plan, it would require that approximately 2000 feet of street be widened an additional 13 1/2 feet. It would be constrained on both the South end with the apartments and on the north end with the narrow width. It was the consensus of Planning & Zoning that they build to the current width as per the remainder of the street at this time with a clause in the Restrictive Covenants that people not be allowed to plant trees or build anything in that city right-a-way which would preclude widening that road when the entire road needs to be widened at some period of time and Bart concurred with that. John explained where the sewer line would be located which will be in a future road to the west of these lots which would be between a row of future lots and the proposed lots. The City would require that easements be provided at this time for future sewer lines. There will be curb, gutter and sidewalk as part of this project with the sidewalk set back 7'. Hartsaid he would be responsible for the sidewalk clear through so it would all be done uniform and the sale of the lots will include the sidewalk. (discussion) A motion was made by Paul Pugmire and seconded by Nyle Fullmer to approve the final plat with the stipulations made by the Planning & Zoning. All Aye The mayor excused Glen Pond who needed to catch an airplane. .,=.`~ c~ RE: ANNEXATION OF SOUTH 5TH WEST TOPIC: (23,42,,,ANNEXATION,STH WEST, 7TH SOUTH,PUBLIC HEARINGS) Annexation for South 5th West. Sohn Millar showed a map and drawing for the future annexation. He showed the city limit line which is on the north side of 7th South, the Middle School, Taylor Chevrolet and Greg Moffat has two lots that are in the city limits. There is approximately a three block area that is almost totally closed in. Five homes along 5th West that are out of the city are on city water and sewer. Homes farther down can now get on city sewer on the line that was just constructed. Water is available to all of the lots and most people are hooked onto it. John said it was their feeling that it was time to annex the property. There are three parcels that are 5 acres or more and zoned agricultural and we will have to get their permission. He talked to Jeppesens and they have some idea they might subdivide their property so they may wish to annex. He had talked to most of the property owners along there. A motion was made by Kay Beclc and seconded by Marsha Hjornn to take the annexation to Public Hearing. A11 Aye RE: ABANDONMENT OF PORTION OF PROFESSIONAL PLAZA STREET TOPIC: (23,42,,,ABANDONMENTS,PROFESSIONAL PLAZA,STREETS, PUBLIC HEARINGS) Possible Abandonment of part of the street in Professional Plaza- John Millar explained in Professional Plaza when it was platted there is an entrance way between Dr Petersen's office and Dr Heiner's office for a parking area. The road narrows on the south end. The curb and gutters were reconstructed along the front of Professional Plaza on the west side in order to fit grade better they moved that curb about 10 feet out into the street farther. They would like to have that strip which is a little wedge of land abandoned back to the property owners so it would allow them to put a sign in that area. The right-a-way through there is about 150' wide. Basically the city owns the parking lot. The Planning & Zoning recommended that be abandoned and deeded back to the property owners. The property is about 10' by 200' long. A motion was made by Nyle Fullmer and seconded by Kay Heck to go to Public Hearing for the Abandonment of that wedge of land in the street. All Aye Discussion on pursuing the abandonment of the short streets running east and west on the east side of Millhollow. RE: REVIEW OF HEER LICENSES TOPIC: (23,42,,,BEER LICENSES,MAVERICK) The mayor read an application for a beer license for Maverick 169 Store. A motion was made by ICay Beck and seconded by Nyle Fullmer to approve the beer license. All Aye RE: PARKING ON COLLEGE AVENUE TOPIC: (23,42,,,COLLEGE AVENUE,PARKING,RICKS COLLEGE) The mayor told the council they have in their packets a letter from Rod Taylor concerning parking on College Avenue. The Police Chief has visited with him and~they are working with him. We might want to table it to another agenda. (diacussion) The mayor felt we maybe should discuss parking all around the campus. Maybe we could come up with a solution. RE: UPDATE ON PROJECTS TOPIC: (23,42,,,SOUTH HIGHWAY,7TH SOUTH, CURHS & GUTTERS,SIDEWALFCS) John Millar gave an update on the projects.'He told the council the South Highway project is near completion. There is just a little bit of clean up and landscaping to do there. They are widening the area down by Anderson Lumber on 7th South and they will be putting in curb, gutter and sidewalk on the north side. 7` ~ RE: 7TH SOUTH TRAFFIC SIGNAL TOPIC: (23,42,,,7TH SOUTH, TRAFFIC SIGNAL,RAILROADS) The 7th South traffic signal- Everything is here for that and they are standing the poles up this week and we are looking at less than two weeks to have that operational. The railroad was working on their part yesterday so it is coming right along. RE: SIGNAL FOR 1ST WEST AND MAIN TOPIC: (23,43,,,TRAFFIC SIGNALS,IST WEST,MAIN STREET) The signal for 1st West and Main - The poles should be arriving shortly. The underground will be done by the end of this week so even if we do get bad weather they will be able to go ahead with the installation. That light will be activated with cameras so it will not require loops in the road. RE: 7TH SOUTH 5TH WEST SEWER PROJECT TOPIC: (23,43,,,7TH SOUTH, 5TH WEST,SEWER SYSTEM) The 7th South 5th West Sewer Project - They will be paving that today and tomorrow and that will wrap up that project. RE: PAVING ON 5TH WEST AT FAIR GROUNDS TOPIC: (23,43,,,STH WEST,PAVING,FAIR GROUNDS,PARKING LOT,BIKE PATHS) The paving on 5th West around the race track by the fair grounds was completed yesterday. They paved the parking lot area for the nature par)c. They paved the rest of the bike path. All of that project was finished up yesterday. The county is picking up most of the cost. We did add the bike path which we will have to pick up. Marsha asked if the city had any plans to move that building used by the parks? John told her that was in the future planning. Marsha told the council that Wayne Parkinson and Hyrum Conrad would like some "No Parking" signs put up next to their property going into the Nature Park. John told her we would get that done. Mr Parkinson also said he would help keep the bike path cleaned in the winter to ]ceep it open in the winter if the city could do part of it. John said he and Kelly are going over to Rock Springs today to look at a sludge mixer. If they get one it could be used to help (ceep that path open. RE: DISCUSSION OF INTERSECTION AT SHOSHONE AND MILLHOLLOW TOPIC: (23,43,,,2ND SOUTH,SHOSHONE,MILLHOLLOW) Marsha discussed where Shoshone and Millhollow meet where 2nd South comes to that point. When you are going east you can't see around the corner because the shrubs block the view. (discussion) Stephen stated that theState Statute requires them to leave the 40 foot triangle open of any growth even if it is on their property. There has to be a 6 foot area visibility. John said he would work with them. RE: PREPARATION FOR Y2IL TOPIC: (23,43,,,Y2 K, CITY HALL,WATER DEPARTMENT,UTAH POWER & LIGHT, POLICE DEPARTMENT) We have talked in our Y2K Meetings about getting this building and the water shop on a generator. We have the generator that we took out of the East Main Lift station. We are looking at putting it in the truck bay at the water shop and having this building wired into that as back up. In doing that we are probably looking at about $2800 for a new transfer switch and about $3000 for electrical wiring. He wanted to check with the council on what they wanted to do. If we are going to do it he needs to get the transfer switch ordered. That generator would handle City Hall and the water shop. We could provide some power into the police station with an extension cord or overhead wiring and an outlet box. Utah Power has a generator for that building and John talked to Glen about the police using it and Glen was going to check on it. ~~f RE: SURPLUS EQUIPMENT BIDS TOPIC: (23,44,,,SURPLUH EQUIPMENT,HIDS) We had a bid opening for some of our Surplus Equipment. With the bids coming in at: Street Sweeper $1,576 Garbage Truck $21,165 we had anticipated $25,000 A motion was made by Kay Beclc and seconded by Nyle Fullmer to approve the bid for the street sweeper. All Aye RE: WATER DEPARTMENT OFFICE TOPIC: (23,44,,,WATER DEPARTMENT,WASTEWATER TREATMENT PLANT) We had discussed in the budget the building of a water shop out at the Treatment Plant. We are looking at the building that Farrell has his office in which is heated which could be utilized as the office area for the water department and then building an equipment garage onto that. The council told him if budgeted go ahead with it. RE: UTAH POWER & LIGHT LEASE TO POLICE DEPARTMENT TOPIC: (23,44,,,UTAH POWER & LIGHT, POLICE DEPARTMENT) Stephen told the council the lease for the Police Department with Utah Power & Light ran out yesterday. We need approval to renew the lease. Utah Power are requesting a $175 a month increase in rent which is fairly reasonable with the repairs they have done. A motion was made by Nyle Fullmer to authorize the mayor to execute the contract. Seconded by Paul Pugmire. All Aye RE: POLICE DEPARTMENT FIRING RANGE TOPIC: (23,44,,,POLICE DEPARTMENT, FIRING RANGE) The mayor told the council we will schedule a work meeting with the Police Department regarding the Firing Range. RE: WORKMAN'S COMPENSATION TOPIC: (23,44,,,WORKMAN'S COMPENSATION, AUDIT) Richard explained to the council that Nation Wide Services has approached him on Workman's Compensation. He would like to use them to audit the Workman's Compensation transactions with the state to see if they can save us any money. (discussion) This will be at no cost to the city. A motion was made by Marsha Hjornn and seconded by Paul Pugmire to go ahead with it if there is no cost to the city. All Aye RE: NEW GOLF HOARD MEMBER TOPIC: (23,44,,,GOLF BOARD, GOLF, FORSGREN*PATTI) Nyle Fullmer told the council Patti Forsgren is leaving the Golf Board and the board's recommendation is to appoint Lisa Jackson to take Patti's place. A motion was made by Kay Beck and seconded by Nyle Fullmer to approve Lisa Jackson to serve on the Golf Hoard. A11 Aye A motion was made by ICay Beclc and seconded by Nyle Fullmer to pay the bills.
