RE: DESIGNATING ELECTION CLERKS AND JUDGES
TOPIC: (23,34,RE5,99.09, ELECTIONS)
Mayor Sutherland read Resolution 99.09 P_ RESOLUTION OF THE CITY OF
REXBURG, IDAHO, DESIGNATING ELECTION CLERKS AND SETTING THE SALARY FOR
JUDGES AND CLERICS for the City General Election to be held on November
2, 1999.
A motion was made by Glen Pond and seconded by Kay Beck to approve
Resolution 99.09. A11 Aye
RE: PINE BROOK SUBDIVISION FINAL PLAT

Pine Hroolc Subdivision final plat. Boyd Cordon was at the meeting to
present the plat for Doug Smith. He had met with the Planning & Zoning
last week and they had approve the final plat with some recommendations
made by John Millar. The property is located just North of Teton Lalces
Golf Course located in the Impact Zone. Lot 1 has been designated as
Greenbelt and Park Area. He will need to designate the road as a public
road. John stated that all the recommended items have been addressed. A
motion was made by Paul Pugmire and seconded by Glen Pond to approve
the final plat of the Pine Broolc Subdivision. A11 Aye
RE: UPDATE ON CITY PROJECTS
TOPIC: (23,34,,,2ND WEST,PAVING,BIICE PATHS)
John Millar gave an update on the city projects. He explained H&IC is
doing the paving on the piece of 2nd West that has been under
construction for two or three weeks and doing a three quarter base
today and should finish up tomorrow. Theschedule is they will be
paving on that street Friday. There still is a bike path to be added on
the East side and same other sidewalks.
RE: SOUTH HIGHWAY PROJECT

The South Highway project they did some curb and gutter today and will
finish up tomorrow. The have most of the base material in and that will
be paved next week. Discussion on the piece of property abutting Karen
Haclcman's property. Right now it is public right-a-way and we will have
to landscape it or do something to make it look good.

RE: REPORT ON TRAFFIC SIGNAL

Report on the Traffic Signal on 7th South- We are still waiting for
polls for that. They should be in any day. Most of the underground work
is done so even if the weather gets bad it still can be finished up.
RE: REPORT ON FIRST WEST TRAFFIC SIGNAL

Report on the First West Signal Project Project- It was bid today with
only one bidder, Wheeler Electric. Their bid was $109,000. That did not
include the controller or the video cameras. Those were purchased under
'... a combination of an Idaho Falls bid and Pocatello bid. Total project
cost on that right now is at $160,000. It has been arranged with
Zollinger Construction to do two of the home bases on the south side
and also some of the conduit so we can get that closed up rather
quickly.
RE: TREATMENT PLANT PROJECT

Treatment Plant Project- The equipment will be mobilized next week and
work will be starting the week after for as long as weather allows.
RE: SEWER LINE PROJECT

The sewer line project on 7th South and 5th West- Edstrom Construction
has started on that however it will take about ten days to get the pipe
in then they will move ahead with that project.
RE: SKATE PARK SOD

Paul asked about cutting the sod at the treatment plant on Saturday.
John told him everything was ready. The loader will be there Saturday.
He had arranged for some pallets so as the sod is cut and put on
pallets it could be moved over to the skate board park easily. They
have been doing some final grading at the skate board park.
RE.: PAVING THE ROAD AT THE FAIR GROUNDS

The road around the Fair Grounds is out to bid right now. It will go to
bid Monday at 4:00 P. M. We are at the time of year where weather may
dictate how quick it will'be done.
Marsha asked some questions about different areas in the city.
RE: DISCUSSION OF PARKING TICKETS

Stephen discussed parking tickets. He did not have the Ordinance ready
but would like to review the tickets with the council. Because we are
about out of tickets he would like a motion to proceed with the new
fees for the new tickets prior to passing the Ordinance. He had a copy
of the ticket from Leesburg, Virginia. He had gone over it with the
Police Department and they all feel like the fees are very reasonable.
The Handicapped Parking ticket was just reset a couple of months ago
and they felt we should leave it as it is. He listed the Violation and
Penalty:
Overtime Parking $10.00
Parking on a Sidewalk 15.OD
Parking in Front of a Driveway 15.00
Parking within 20 feet of an intersection 15.00
Parking with 15 feet of a fire hydrant 25.00
Parking on a crosswalk 15.00

They are proposing that this ordinance would take it out of the
Criminal Code and put it in the Civil Code. Stephen explained if you do
not pay the penalty within the first 15 days it would double: if you do
not pay within 30 days it would triple; if you do not pay it with 45
days it would be turned over to Civil Collection which is the process
we are using right now.
Discussion on speeding in school zones. Stephen told the council that
would have to be addressed in a separate Ordinance and treated under a
Criminal Code.
A motion was made by Kay Beck that we accept the recommendation as
proposed by Stephen for violations and penalties as listed by Stephen
and direct Police Department to get the tickets made up; to also direct
Stephen to draft the ordinance. Seconded by Glen Pond. All Aye
Because of conflicts on November 3, the council will hold their meeting
in the morning.
A motion was made by Kay Heck and seconded by Paul Pugmire to approve
the bills. All Aye
A motion was made by Glen Pond and seconded by Farrell Young to go into
executive session on a personnel matter. All Aye
Council reconvened
