All Aye RE: SKATE AND MUSIC FESTIVAL AT NATURE PARK TOPIC: (23,13... MUSIC FESTIVAL,SKATE PARK,NATURE PARK,KIWANIS CLUB, RICKS COLLEGE,WASTEWATER TREATMENT PLANT) Request for Skate & Music Festival at Nature Park- Matt Pugmire - 230 Harvard- He reported on the Skate Board Park. Yesterday the Kiwanis Club agreed to give them $2500 and one day service toward the construction. Ricks College is going to have a concert and will give us $1 for every ticket they sell and they expect 2000 to 3000 people. They will still need to get landscaping, the parking lot paved, restrooms and a drinking fountain. They are planning a Grand Opening for the Skate Park on September 18 at 11:00 A.M. with a Ribbon Cutting and honoring people and companies that have supported them and helped them. After the Ribbon Cutting they want to have permission to have a Skate and Music Festival at the Nature Park. There will be a Rock Concert with many local bands and at the skate park there will be a pro demonstration and a contest of local skaters. It will be free but we will ask for donations for the park. There will be no charge to use the Skate Park after September 18, the donation would he just for the opening. The Music Festival and Skate Festival will last from noon until 5:00 P.M. or 6:00 P.M. and he asked for the council's permission to hold the festival. Marsha asked if they would need any police officers to be there? He said it would be a good idea. Glen stated there was a Band Concert at Smith Park last Saturday and he suggested that they shut the music off after about four hours because the neighbors will be tired of hearing the heat of the music after four hours. Marsha asked if they would have concessions and if they need a license. Rose said they need to get a permit. A motion was made by Glen Pond and seconded by Farrell Young that we give them permission to have the festival. All aye. Matt said they would clean up after the festival. John Millar told them they are going to be removing sod from the Treatment Plant in about two weeks and they could use that sod at the Skate Park. Paul discussed with the council that we need to name the Skate Park and his recommendation is to name it after Clair Boyle. They will have two nice signs one acknowledging the benefactors and one with the name of the park and rules. The council felt that the council needs to review it and discuss it and then give the park a name. RE: APPROVAL OF TENTATIVE BUDGET TOPIC: (23,13... BDDGET,PUBLIC HEARING) Approval of Tentative Budget- Richard gave handouts and explained. Two things we need to look at. One is the Notice of Public Hearing which we need to set for 9/1/99 at 8:00 P. M. for the year 2000. We previously reviewed the the budget and balanced it in June. This is a summary. A motion was made by Glen Pond to approve the tentative budget and set it for Public Hearing. Seconded by Farrell Young. Paul questioned if they had increased the Police Budget to include more officers. Richard explained that it was increased. All aye to the motion. Richard explained we need to post a Notice of Public Hearing for the Fee Increase for garbage rates. It will be held the same time as the hearing for the budget. It has not been increased for five years. He gave a hand out and explained that for the total utility bill it would be a 2% to 3% increase depending on what the utility bill is. Glen said he hoped we were not just increasing it because it has been 5 years since we have raised the rate. Richard said we have raised it to balance it and because of inflation. Glen stated that we want to sell the raise correct as he figures it would be a 20% increase if you figure the increase for garbage. (discussion) A motion was made by Glen Pond to set this increase for public hearing. Seconded by Paul Pugmire. All Aye We also need to set a Public Hearing to amend the current budget because of the grants we have received, the L.I.D., Street Construction, the water slide, and bike & jogging path carry over. A motion was made by Glen Pond and seconded by Paul Pugmire to set a Public Hearing to amend the current budget. All Aye RE: EMAIL AND INTERNET ACCESS POLICY TOPIC: (23,14... INTERNET,EMAIL,POLICIES) Richard gave a handout regarding E Mail and Internet Access Policy. He explained the purpose is to put guidelines for employees to regulate what they should and should not do with Internet and E Mail Access. We are going to increase that in the next month or two. After this is approved it will need to be put in the Employee Manual. This will be tabled until the next meeting to give the council a chance to review it. A.M.E.T. Open House will be 8/23/99 at 9:00 A.M. The mayor told the council he felt the City, Chamber, Employees of the Hospital, and Mortuary performed exemplary service during the time of the accident, injury and death of the Taiwan Students. He attended the funeral of the students and the Taiwan people that came expressed deep gratitude. We have made some good friends. There will be another funeral for one of the girls tomorrow. RE: REPAIRS NEEDED AT WATER SLIDE TOPIC: (23,14... WATER SLIDE,GENERATORS,PORTER PARK,PARK, VOLLEY BALL COURT) John Millar explained to the council the trouble with the two hot water generators for the Water Slide. We are having trouble keeping them operable and one of them is to the point that it is beyond repair. We can purchase one of those now for about $1700 or it can be ordered next year with a 7s to 10% increase in cost. Glen had a concern that until the season is over, do we know if the water slide has been productive this year or not and are we going to use it another year? Glen felt we need some hard figures before we spend any money and see how we are headed. Jack discussed it but did not have accurate figures yet. Richard suggested that we would have to wait until September 1 when we have all the bills in to see how the expenditures and income comes out. At this point it is a little premature. The mayor stated we need to separate out the expense of the water slide and the cost for filling in the pool and building the Volley Ball Court. (discussion) RE: REPAIRS NEEDED AT CAROUSEL TOPIC: (23,14... CAROUSEL,PORTER PARK,PARK) Jack discussed a problem with the Carousel - The new Speed Drive works well. There is a problem, the Carousel is falling. There is a bushing on the main support pole and over time it has been grinding away. Lynn Grover and Verl Bird have looked at it to decide what to do. Because this bushing is deteriorating the Carousel is coming down and will continue to come down. The mayor explained the Carousel is suspended from the central shaft and on the central shaft the bushing is wearing out so it is sliding down the shaft. Jack explained Lynn and Verl feel that in order to replace this bushing the Carousel needs to be taken apart piece by piece. The cost will be about $4000. We can run it until it falls apart. Glen stated the Rotary Club and Brick Masons around the city built the building that holds the Carousel. He suggested that we ask some of the service clubs for some help. (discussion) John said he would look at it and talk to A.M.E.T. and see if there are any other options. RE: REPAIRS AT VOLLEY BALL COURT TOPIC: (23,15... VOLLEY BALL COURT,PORTER PARK,PARK) Discussion on the sand for the Volley Ball Court. Jack suggested that it would be a good idea to asphalt a road through the park to the Volley Ball Court for the trucks to drive on as they have to bring in sand from year to year. Glen suggested that they haul the sand in the winter when the ground is frozen. Marsha told the council that corner needs to be cleaned up. It has looked unsightly all summer. The mayor said it does need to be cleaned up and we need to either put sod or asphalt in. The council stated they did not want a road put in the park. RE: REPAIRS AT ROLLER BLADE AREA AT NATURE PARK TOPIC: (23,15... ROLLER BLADERS,PARK,NATURE PARK) Jack also told the council the Roller Blade Area at the Nature Park needs some paths into it. Stephen said that was an over site and was suppose to have been done last fall and it needs to be done. He said John just needs to be authorized to do it. Marsha suggested that we go to WalMart to get a grant. The council authorized them to go ahead with the paths for the Roller Blade Area. Rose asked about the other area that is in weeds. Stephen said it was to be another Volley Ball Court and there will be sand hauled in for that. RE: SAND VS CINDERS TOPIC: (23,15... SANDING,CINDERS,SNOW REMOVAL) Sand vs Cinders- John had handed out a list of costs at the last meeting. The cost for cinders is approximately $10,000 less than sand. A lot of that will depend on the winter. He read a letter received regarding Sand & Cinders. (copy on file) John stated they were looking into getting some used blades from the Highway Department to put on some trucks for cleaning snow. Paul expressed he felt we could do a better job cleaning the snow off the streets, he felt the problem is cleaning the roads. John felt it would help if we get out sooner in the spring to clean up the sand or cinders. The mayor stated they have been working on it but need to improve. We have more traffic on our streets than we use to have. John stated that they instigated some changes on call out procedures right at the end of the season which should help. It was decided to table the decision until the next meeting. John told the council the sand does impact the underground piping system and that cost has not been factored in. When we installed the new generator at the West Main Lift Station there was about a three hour period during the change over and it tripped the circuit breaker when the pump station was down. The lines filled up and in order to get the lines pumped back down as quick as possible we turned both pumps up full speed. That created a heavier flow into the treatment plat. They washed a truck load or more of sand out of the pressure line into the treatment plant. RE: REPORT ON UNITED WAY TOPIC: (23,15... UNITED WAY) Marsha stated she had been to a meeting for the United Way and the contributions are low. Discussion. The mayor suggested that they need to organize a drive and let people know where the money goes. Farrell Young introduced and welcomed his son and daughter to the meeting. RE: DISCUSSION OF WEEDS TOPIC: (23,16... MAIN ST.,CENTER ST.,WEEDS) Farrell also questioned the eye sore with weeds on the corner of Main and Center across from City Hall. Stephen said they have talked to the owner and they have plans to build another building over there but they do need to take care of the weeds. A motion was made by Glen Pond and seconded by Paul Pugmire to pay the bills. All Aye. Marsha discussed some of the issues brought up at the last meeting. Meeting adjourned.
