All Aye Introduction of scouts. RE: RESULTS FOR FIRE RATING FOR THE CITY TOPIC: (22, 99,,,FIRE DEPT,INSURANCE,RICKS COLLEGE,EQUIPMENT) Results for Fire Rating for the City- Spence Larson, Fire Chief, was at the meeting to give a report. (handout on file) He explained the handout. In November of 1998 the results for the City of Rexburg was completed. He explained how the rating works. They give you a number from one to ten and number one is very, very good that is what we strive for. There are not many cities in the United States that qualify for that number one. Every city and county is given a number and insurance companies use this number when they are going to decide what you are going to pay on your insurance premiums. He explained they have not changed equipment wise since 1988 and man power is about the same. The points they have gained is changes they have made in that department as far as better training; maybe using the resources they have a little bit better, better turn out at the fires, and those type of things. He explained the agreement between the fire and the ambulance to combine services is responsible for the credit of a full time fire fighter on each shift. They are only one point away to moving to a class four. In talking to the rating bureau if we change the nozzles on our pumpers and if we change the way we list the number in the phone booJc it will put us in a class four. We will have to wait until the new phone books come out and the nozzles will cost about $2000. The ladder truck would put us in the middle fours. It would be real helpful if we could talk Ricks College into participating with the ladder truck. Most of the three story buildings and up are on the campus as well as the small mall and the hospital Richard had calculated the saving to the citizens with this rating. It ranged from $25 on a $100,000 home and $50 on a $100,000 business. He ...__. hadcalculated with approximately the number of homes in Rexburg it could mean a savings of from $70,000 to $100,000 for the city. RE: AMENDED PLAT FOR ROSEWOOD APPROVED ' TOPIC: (22,99,,,I~IASTING*BRETT,ROSEWOOD,SIDEWALK, PLAT,SZLVERTREE) Troy Hastings was at the meeting to present the Amended Plat for the Rosewood Subdivision. They are proposing to add a lot in the North West corner of the subdivision Lot #17 and make lot #13 larger. They have picked up the property from neighbor. Kay suggested that on about lot 5 or 6 there is no sidewalk and asked what the plans are. Troy said they had sold that lot. Kay stated that our ordinance required a sidewalk when the property is purchased. Troy said what they have been doing is when the lots are purchased and developed they put in the i~~ sidewalk, they take on that responsibility. Joe stated when the lots are sold they have to put in the sidewalk along with the house. John Millar explained the problem we have run into to is when the sidewalk is put in before the homes usually the sidewalk gets so broken up they have to replace half or more of it after the concrete trucks drive over it. (discussion) ICay said it is a real problem up by the school and the sidewalk needs to be put in. Troy said they sold the lot and they have title to it. Kay said the school assumed they would put the sidewalk in when they put in the crosswalk. Glen asked John to work on the sidewalk issue especially this one by the school. A motion was made by Kay Heclc and seconded by Nyle Fullmer to approve the plat. All Aye. RE: DOCTORS OFFICE IN OLD BOWEN MUSIC TOPIC: (22,100,,,PARICING,HANDICAPPED,PARKZNG,POLICE DEPT,PORTERS) Request pertaining to parking for doctors office moving in old Bowen Music- Ryan Peterson, Business Manager for four physicians from Idaho Falls and also one physician in Rexburg that will join in this venture, was at the meeting to discuss the issue. It is an Early Care Center. One thing they are concerned about is there is no handicapped panting in the front or back. He wondered if they could put one spot in the front. In the back is public parking but only two hour parking. What they are worrying about is someone getting an I.V. or lab tests and going over the two hour parking. He wondered if there was someway they could work around this when happens. It would not happen vary often. The time for the patients usually runs about 25 minutes to one hour. It is usually acute care or minor emergencies but once in a while they would go over this time. Some of the council felt we should be able to work with someone that runs over a little on their time and felt we could be understanding. Marsha questioned it. Mr Peterson suggested that if they got a ticket they could bring them into them and they could write on them with the time and turn them into to the city. John told the council out in front is really too steep to meet the requirements for Handicapped Parking, we would be better off to put the '.. Handicapped Parking in the back. There is parking right behind the building for the staff. Paul asked if the two hour parking is ,.. established by Ordinance or Resolution? What we are discussing is selective enforcement and could be challenged. (discussion) Paul stated if we select who to enforce the parking on by class we could be subject to legal action. (discussion) Glen stated that we will move on the Handicapped Parking and table the other parking until the next meeting. A motion was made by Kay Heck and seconded by Farrell Young to put Handicapped Panting in the back parking lot. All Aye. Committee Reports RE: AIRPORT BOARD CONCERNED ABOUT CONTAINMENT PADS TOPIC: (22,100,„ AIRPORT,D.E.Q.,E,P.A.,SAFETY) Farrell Young reported that the Airport Board are concerned about a new Ordinance for Containment Pads. Stephen said he would write the ordinance. Rose said she thought we had something. RE: TABERNACLE BOARD NOT TO ALLOW PROFIT MAILING ORGANIZATION TOPIC: (22,100,,,TAHERNACLE BOARD) The Tabernacle Hoard have agreed among themselves to not allow profit ,.__. making organizations to use the Tabernacle. There was a Political Rally '.~ and they told them they could not use the building. We need to go over their rules and regulations without and approve them. We will review '~ this and table it for the next meeting. 'd ICay the Safety Committee has been called and if there is anything and of the council want brought before them let him know. Glen announced that John Millar had started working full time for the city and welcomed him. ~c~~ RE: WORK MEETING REGARDING PROPERTY TAXES TOPIC: (22, 101,,,TAXES) Glen told the council we need to set a work meeting to set and discuss procedures for the Property Tax Override Election. It was set for the 2nd Wednesday in February at 6:30 P. M. (February 10). A motion was made by Kay Heclc and seconded by Paul Pugmire to approve the bills. All Aye.
