Introduction of Scouts.
A motion was made by Paul Pugmire and seconded by Nyle Fullmer to
approve the minutes. All Aye
Michael Anthony was scheduled next on the agenda and did not attend the
meeting.
RE: COUNTY AND JUVENILE ACCOUNTABILITY GRANT
TOPIC: (22,96,,,POLICE DEPT.,COUNTY, GRANT,JUVENILE)
Jerry Riley representing the County ~ Juvenile Accountability Group was
at the meeting. The purpose of his visit is to invite the city to join
with five counties, Madison, Jefferson, Clar]c, Teton and Fremont
Counties in the Juvenile Incentive Block Grant. In August of this year
the State of Idaho Department of Juvenile Corrections notified Cities
and Counties through out the state that an additional 250 million
dollars had been granted to the states and Idaho being a recipient of a
portion of that the money was earmarked for juvenile justice programs
throughout the state. The five counties and Rexburg received various
amounts of monies from this grant that was funded in October of 1998.
Rexburg received $6742 and that money along with the five counties
comes to a total of about $48,000. One of the stipulations of the grant
is that you as a local government can join together in forming a
coalescence to use thismoney. The five counties have voted to form a
coalescence to use that money. They are inviting the city to join that
coalescence. The grant is very specific as to how the money is to be
used and there is a 10% match as well. The Juvenile Detention Center of
which he is the director for the five counties is located behind the
courthouse. He invited the council to come over and he would give them
a tour. They have about $13,000 of needed construction at the center.
If they had a non-coalescence there would be no one to fund the
construction to meet the terms of the grant without having some
coalescence of funds. The things that need to be completed are
primarily for security and safety. They are also working hard with the
Department of Juvenile Corrections to develop drug and alcohol
education programs and drug and alcohol groups. He would like the city
to join. This money specifically earmarked for either for direct
juvenile programs.
Farrell Young asked Commissioner Brooke Passey thinks about this
program? Brooke told them Madison County is part of it and their grant
funds go in on it. These are additional Grant funds cities have
received and have the option of coming on board with this program.
Mr Riley stated that cities that have received more than $5000 have to
submit a certification form with the program they are going to use the
money for. Cities who receive less than $5000 just get the money.
Chief Archibald stated he had read through it and he and Stephen had
discussed it and looked for areas they could possibly use the money.
Nyle Fullmer felt we should table the issue to give the police
department an opportunity to look at it and see if there was an area
the city could use the money as opposed to putting it in with the
coalescence. This will be tabled for the meeting in two weeks.
RE: LOREN JOSE RECEIVES CLASS III LAB TECHNICIAN

Mayor Sutherland presented a certificate to Loren Jose. He has just
received certification for Class IZI Lab Technician which requires a
lot of study and the tests are difficult. The mayor and council
congratulated him.
RE: CAROUSEL COMMITTEE RECEIVABLE

Carousel Committee Receivable- The Carousel Committee owes the city
$4000. The city borrowed the committee $16,OOD to purchase an organ.
The CarouselCommitteehave had a difficult time raising the funds.
The mayor commented that they have done an excellent job restoring the
carousel. We have the money in contingency and could just forgive that
debt. The Carousel is owned by the city. A motion was made by Nyle
Fullmer and seconded by Paul Pugmire to forgive that debt of $4000.

RE: NON DISCRIMINATION RESOLUTION

Mayor Sutherland read Resolution 99-2 a Policy Regarding
Non-Discrimination on the Basis of Disability. A motion was made by
Nyle Fullmer and seconded by Paul Pugmire to pass this resolution. All

The Mayor also read Resolution 99-1 a Fair Housing Resolution. A motion
was made by Nyle Fullmer and seconded by Marsha Bjornn. All Aye
RE: REPORT ON THE SKATE BOARD P_t1RK

Paul told the council that before Christmas the City and the County had
completed the rough excavation for the Skate Hoard Parls.
A motion was made by Nyle Fullmer and seconded by Paul Pugmire to pay
the bills. All Aye
A motion was made by Nyle Fullmer and seconded by Marsha Bjornnto go
in Executive Session on a Personnel matter.
The council reconvened after the Executive Session.
RE: SCHOOL DISTRICT CONCERNING A NEW BUILDING
TOPIC: (22,97,,,HIGH SCHOOL,SCHOOL DIST.,P&Z,UTILITIES)
The mayor reported that he had met with the School District concerning
the new building. They came up with some good ideas to present to the
-.---- Planning & Zoning. They will develop a Master Plan. They have asked
the city to wave the hookup fees and design the utilities. They need
to move on it fairly rapidly to take advantage of some donated labor
and donations.
RE: ENOUGH IS ENOUGH IN MARCH 1999
TOPIC: (22,97,,,ENOUGH IS ENOUGH,DRUGS)
The mayor discussed that he had been to a meeting on Enough is Enough.
It will be held in Rexburg on Saturday March 13 at 9:00 A.M. We need to
develop what we are going to do. We need a committee and someone to
chair the committee. (Discussion) Chief Archibald told the council
they have a growing drug problem. They are doing everything they can
but they are not ]seeping up with it. He felt the Enough is Enough
Program needed to have a procedure to follow up on a program against
drugs.
RE: COUNTY & JUVENILE ACCOUNTABLILITY

Discussion on Joining with the County & Juvenile Accountability Group.
It was felt by the council we need to come up with some programs we can
use the money for within the city. Chief Archibald and Stephen will
work on it and talk about it at the next council meeting.
It was decided that Nyle and Paul would help with the Enough is Enough
program. Marsha also said she would help if needed.
