HomeMy WebLinkAbout1998.12.28 CITY COUNCIL MINUTES~, ,., DATE: (122898) City Council 12/28/98 7:30 a.m. Those Present: Mayor: Bruce Sutherland Glen Pond Nyle Fullmer Farrell Young Marsha Bjornn Paul Pugmire Finance Officer: Richard Horner City Attorney: Stephen Zollinger Minutes: DaNiel Jose RE: PUBLIC HEARNG AMENDING URBAN RENEWAL PLAN TOPIC: (22,94,,,PUBLIC HEARING, UREAN RENEWAL PLAN,E.C.I.P.D.A., SEARS,GROVER*DEAN,GRAND AUTO,TRAFFIC LIGHTS,HIGHWAY) Public Hearing regarding the amending and restated urban renewal plan. Mayor Sutherland opened the public hearing. Jeff Summers explained the the handouts and the ordinance no. 815 (on file) he explained the reason for doing this at this time was to capture the 98 taxes from the business and property that is in this expanded area. Dean and Louis Grover - 192 E 1000 N Were concerned about the changes to their property and why they were not notified. Stephen and the Mayor explained that the reason that they do this is to capture a portion of the taxes paid on this property and reuse it on improvements in that area. This would not have any physical affect on their property. Mrs. Grover, said that it concerns her when the city starts to do things around their property it usually cost them extra money. When the city put in the water main across their property they didn't repair their ditch correctly and they had to pay to have it fixed. Nyle felt that the city should compensate them for any damages done tc their property. The county commissioners and the school district have both given full support on the this transaction. The Mayor Closed the public hearing Marsha asked if these were set urban renewal stipualtions? Stephen indicated that it was. Brian Armbruster attorney for the Urban renewal committee, explained some of the uses for the Urban Renewal Act. The increases of the taxes determined by the accessor is the portion that goes to pay off the bonds. RE: URBAN RENEWAL PLAN AMENDED TOPIC: (22,94,ORD,815,URBAN RENEWAL PLAN, TAXES,BONDS,HIGHWAY, SEARS,TRAFFIC LIGHTS) Approval of Ordinance number 815 the amending and restated boundries for the Urban Renewal Plan. -- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REXBURG, IDAHO, APPROVING THE NORTH HIGHWAY AMENDED AND RESTATED URBAN RENEWAL PLAN, WHICH PLAN INCLUDES REVENUE ALLOCTION FINACING PROVISIONS; AUTHORIZING THE CITY CLERK TO TRANSMIT A COPY OF THIS ORDINANCE AND OTHER REQUIRED INFORMATION TO COUNTY,STATE OFFICIALS AND OTHER TAXING ENTITIES; APPROVING THE SUMMARY OF THE ORDINANCE; AND PROVIDING AN EFFECTIVE DATE. A motion was made by councilman Nyle Fullmer and seconded by Glen Pond that the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 615. Those voting aye: Paul Pugmire Marsha Bjornn Farrell Young Nyle Fullmer Glen Pond Those voting nay: None Ordinance B15 was then placed before the council. The mayor then called for the voting for final passage of the ordinance, and the motion was may by Nyle Fullmer and seconded by Farrell Young that ordinance 815 be passed. Those voting aye: Paul Pugmire Marsha Hjornn Farrell Young Nyle Fullmer Glen Pond Those voting nay: None The roll showed all councilmen present voting "Aye" carried, the mayor declared that the majority of all the members of the city council had voted for the passage of said ordiance was duly and regularly passed.
