RE: REQUEST FOR STREET LIGHT ON YALE AVENUE
TOPIC: (22,66,,,yALE AVE,MCFARLAND*DUFFY,4TH S,STREET LIGHTS)
Duffy Mc Farland was at the meeting to request street lights on Yale
Avenue between 4th South and 450 South. There ie only two street lights
in the whole Sherwood Hills Subdivision. They are requesting a street
light. At the cul-de-sac at 453 Yale where Tom Miller lives it is
really dark. He had a petition signed by the residents on that street
requesting a street light (on file). The police told him they don't
like to ride their bikes through there it is so dark. He felt there
would be problems with theft and other things in that area because it
is so dark. He stated the light could be placed on his lot at 450 Yale
or on Bagley~a property. Glen said he would talk to Dennis at the
power company and have him get in touch with Duffy.
RE: INCREASED PEDESTRIAN TRAFFIC ON NORTH 2ND EAST

The mayor stated there have been some people who have talked to him
who have a concern with the increase of pedestrian traffic on North 2nd
East. There are some real dark areas. -We need to have the police look
at that for the location. He wondered with the increase of business on
2nd East and how it is developing into a major business area in town,
maybe we should consider doing something similar to what we have on
Main Street, possibly we might want to L.I.D. the businesses in that
area. Glen stated if you are looking at a wood pole they will cost
about $1200. If you are looking at a steel pole you are looking at
about $2500. We had the police get a priority list and Sherwood Hills
was on the list. Kay felt we should get it into the budget and do some
each year. Bruce said he thought we should get going on it as soon as
possible.
The council commended Duffy on how nice the Golf Course looks this
year.
RE: FINAL PLAT FOR THE LYMAN SUBDIVISION APPROVED
TOPIC: (22,66,,,LYMAN SUBDIVISION,4TH W,SUBDIVIS ION,HULL*VALERIE)
Final Plat for the Lyman Subdivision. This is located on North 4th
West between 1st North and 2nd North just East of the Canal. Engineer
Kevin Thompson presented the plat. This has been reviewed by the
Planning & Zoning Commission and approved. Joe explained the sewer has
to be extended from 1st North up to this area so it does require a
sewer extension. There had been concern about the increase of traffic
on 4th West. A motion was made by Nyle Fullmer to accept the Planning
& Zoning recommendation and approve the Lyman Subdivision Plat seconded
by Glen Pond. All Aye

Stephen stated that he and Paul would get together and set up a fee
schedule for parades.
RE: DANCE HALL CABARET REGUALTIONS

Dance Hall Cabaret Regulations- Stephen stated he had reviewed it and
there are no significant issues that are not already covered. It
contains all good information but nothing that needs to be added to the
existing ordinances.
RE: REPORT FROM THE SAFETY COMMITTEE FOR A 4-WAY STOP
TOPIC: (22,67,,,4-WAY STOP,SAGETY CONIMITTEE,POLICE DEPT,2ND E)
Report from the Safety Committee for the 4-Way stop. Kay told the
council that committee has not been reorganized. They are going to call
two more members. In talking it over with the chairman, that 4-Way
stop had already been addressed last year. At that time they
recommended the the 4-Way Stop at 2nd East be moved down to Center
Street by the Poat Office, but the council did not act on it. On the
new committee they will have a police officer on the committee and Joe
volunteered for the committee. Glen explained the reason we did not
take it off 2nd East is because we had an agreement with the people on
that street. The council felt we should table it until the Safety
Committee is reorganized and they meet. We will put it on the agenda
November 4th.
RE: AREA 6 AGENCY ON AGING WITH EASTERN IDAHO SPECIAL SERVICE
TOPIC: (22,67,,,SPECIAL SERVICE, FEDERAL FUNDS)
Emily Hoyt Area 6 Agency on Aging with Eastern Idaho Special
Services. She explained they have an Aging Division and Programs.
They are primarily funded with Federal Funds. All their programs are
with the 60 plus. There are programs that a lot of people are not
aware of. She left handouts to keep at City Hall as reference. She
listed all the services they have which are outlined in the pamphlets.
RE: PARTICIPATION ON OUR ARTERIAL STREETS
TOPIC: (22,67,,,STREETS,ARTERIALS)
Participation on our Arterial streets. Joe gave a handout to the
council and explained. (on file) Some wording changes were made by the
council. Outlined in the handout were (1) Bridges or culverts. (2)
Controlled Access Streets, (3) Arterial, collector and local streets
responsibility. It was decided to postpone a decision on this until the
1st Meeting in November. They directed Stephen to get with Joe and
make any necessary changes prior to that meeting.
RE: MAIN STREET PARKING
TOPIC: (22,67,,,A.M.A.T.,JC PENNY, PARKING,MAIN ST,FENCE)
A group of businessmen on Main Street from Arc Electronic east to the
bank were at the meeting with Dr Alan Smith acting as spokesman. They
are concerned about the off street parking. They had been using the
old J.C. Penny parking lot. They are hoping they can adjust that so
they can at least get some diagonal parking. A.M.A.T are going to be
putting a fence around that parking lot. Stephen explained they hope
A.M.A.T. would set the fence back far enough so they could have
diagonal parking right off the alley to the north.
Dr Smith stated he is part owner of the Woodman Building. Their concern
is the parking along the alley. When they purchased the building they
were told they could park in the bank parking lot from 5 p.m. to 9 a.m.
in the morning and in the J.C. Penney parking lot. They had talked to
A.M.A.T. and they would not give them any parking. They are going to
put up a fence. There are some businesses that only use the back door
for customers.
One thing they were considering is putting in diagonal parking right up
to the fence on the South side. Discussion on the parking on the north
side of the Penny building, but they might lease part of the building
and need that parking. These merchants need 20 parking places. Dr

Miller proposed that alley be reinstated as a one way alley. Glen felt
it should be changed back to a one way alley. The angle parking would
accommodate about eight spaces if the dumpsters were moved. Discussion
on alternatives. The mayor told them the city acknowledged the problem
and would like to help if they can. Possibly they could strike an
agreement with A.M.E.T, and bring it back to the council with a
recommendation. They could also get with Joe to look at it to see if
angle parking is feasible.
RE: BOOM BOX ORDINANCE
TOPIC: (22,68,,,NOISE)
Stephen told the council he had reviewed the Boom Box Ordinance and
felt that we have a noise ordinance which addresses it. We just need
more manpower to have them in the right place to enforce it.
A motion was made by Nyle Fuller and seconded by Kay Beck to pay the
bills. All Aye.
A motion was made by Nyle Fullmer and seconded by Glen Pond to go into
Executive Session on a personnel matter.

RE: INEEL BUS PARKING

Paul discussed parking for the I.N.E.L. Bus. He was told there is a
parking by the theatre.
RE: ONE WAY TRAFFICE THROUGH THE ALLEY
TOPIC: (22, 68,,,ALLEY, TRAFFIC, FIRST SECURTIY BANK)
Discussion on the one way traffic through the alley. Possibly one way
from the north to First Security Bank and two way from First Security
Bank west. Kay said he and Farrell would look at it.
Discussion on Skateboard Grant proposal.
