A motion was made to approve the minutes by Bruce Sutherland and
seconded by Nyle Fullmer. All Aye.
RE: APPROVAL OF FIREWORK PERMITS

RE: ZURRAL NELSON WAIVED CONNECTION FEE TO CITY SEWER

Glen told the council that Zurral Nelson's family has met with the
mayor, Mr. Nelson is in the hospital in Idaho Falls and is very i11.
They need to have sewer put in to his house which is across the street
from Taco Time and they have asked the city to wave the sewer connect
fee. Glen felt that would be okay but if and when the property ever
changed ownership that they should charge them the fee. The sewer will
have to be ran to Orchard Ave. The Nelson Family will have to pay to
have it taken to the street. Stephen mentioned that if and when the
property sells the owner will have to pay a large sum to put in
sidewalks, and do we want to include a sewer connect fee to that? Glen
asked if we want to not waive the fee but, postpone the fee. Has the
city ever granted any of these situations on hardship in the past.
(discussion) Stephen suggested that we grant him a hardship waiver.
This is a health risk to the city and if we can get sewer to this
property we should take this opportunity to do it. The sister ownes
the property and she is the one that legally can deal with these kind
of improvements. Farrell made the motion and Nyle seconded to waive
the connection fee because of the health issue. All Aye.
RE: PUBLIC HEARING FOR APPROVAL OF COMPREHENSIVE PLAN
TOPIC: (22,33,,,COMPREHENSZVE PLAN,ZONING,P&Z)
7:45 P.M. Comprehensive Plan Public Hearing. Comprehensive Plan to
replace the Comprehensive Plan 2000.
John Millar, 523 Edith, Rexburg Idaho. Representing the Planning and
Zoning Commission. We have worked very hard on this and we have held
many meetings and public hearings and in our last Planning and Zoning
meeting we voted on to adopt the new comprehensive plan.
Ralph Robison, 1920 N 3000 W, Rexburg Idaho. Had a few question on how
the plan would help the growth of the community, with the airport,

railroad and the highway. He also questioned what would happen if
Ricks College was to go to a four year college. I feel like this
comprehensive plan would accommodate all of my concerns.
Ranae Magee - 360 W 15th St., Idaho Falls. The Comprehesive Plan is a
guide for future growth and development of the city. Policy statement
that provides frame work, not a zoning ord. She recommends that it be
adopted often by resolution not by Ordinance. We have set the time
line of this comprehensive plan to be 10 years. (showed the blob map &
explained)
Bruce Sutherland publicly thanked Ranae and the planning commission for
the work that went into the comprehensive plan.
Closed the public hearing.
Farrell Young made the motion, Nyle Fullmer seconded to approve the
comprehensive plan in the form of a resolution. All Aye.
Set up a time for the Council Meeting on June 17, 1998, it is
conflicting with the AIC confrence. Farrell Young moved Marsha Bjornn
seconded that we cancel the City Council Meeting on June 17, 1998. So
the next time we will meet will be on July 1, 1998.
Nyle Fullmer moved Bruce Sutherland seconded to pay the bills. All Aye.
RE: REPORT ON NATURE PARK & BIKE PATH

Marsha Bjornn reported on the bike path at the Arboretum and the Nature
Park, it is really nice. One thing is there was a complaint on keeping
the path up. The citizen complained that there are rocks on it, and it
becomes dangerous for the roller bladers. Glen suggested that we have
the police departmentuse that as a project for community service
hours. It also needs to have reflectors or signs to indicate that it is
a bike path.
RE: TABERNACLE HOARDS CONTROL OVER MUSEUM

Farrell Young reported that Tabernacle Board would like the council to
know that they have no control over the museum. It has come to the
point the museum is no longer an asset to the community. They don't
want the blame for it. If something is going to happen to the museum
the council needs to handle it. (discussion) The city awns the
building and they can do what ever they want with it.
RE: CITY COUNCIL APPROVAL TO INCREASE TABERNACLE JANITORS WAGES

The tabernacle board also recommended that a raise for the janitor from
$5.15 a hour to $5.50 a hour. Council agreed to increase the janitors
wages.
RE: REPORT ON FAMILY RENEWAL CENTER

Glen attended a meeting for the Family Renewal Center, they have
finished the construction of the building. They have 20 beds
available.
Nyle Fullmer moved and Farrell Young seconded to adjourn the meeting.
