A motion was made by Bruce Sutherland and seconded by Marsha Bjornn to approve the minutes. All Aye RE: PETITION AGAINST THE SKATE BOARD PARK AT SMITH PARK TOPIC: (22,20,,,sMITH PARK,PUGMIRE *PAUL,SKATEHOARD PARK,PORTER PARK) Petition against the skate Park at Smith Park. The mayor reported on Skate Board Meeting that was held the other night. Paul Pugmire and his group are not willing to put the Skate Park anywhere there is real opposition. They have a couple of other ideas. As far as they are concerned Smith Park is out of the question. Kay stated that we need to complement Paul for his attitude on that. Duane Silvester- They had a request to bring the petition to this meeting, but in connection with the mayor telling him that petitions were not effective in a case like this they decided to withhold the petition. The mayor told them it was a dead issue. Nyle Fullmer stated that his only concern was if there was no other suitable site found, are we absolutely ruling out Smith Park? The mayor said there are a couple of other spots. Kay stated that there was some talk about using the pool and it was brought up that it would be too expensive. He had talked to some engineers and E.P.A. and they said there is nothing over there that has to come out. A11 you have to do is fill in the hole. RE: REQUEST FOR SPEED SIGN ON RODNEY DRIVE TOPIC: (22,20,,,RODNEY DR.,SIGN,SPEED,TRAFFIC) Request for Speed Sign on Rodney Drive. Janet Spencer 254 Rodney Drive was at the meeting to request the sign. She presented a petition requesting the sign. (on file) They would like a 15 mph speed sign with a yellow slow children sign. There is a total of 28 children on that street. They want a safe environment. The mayor told her we are in the process of putting traffic counters on different streets around the city to check the traffic and speed and they would put Randy Drive on the list to check the cars and speed. Everyone in town that has kids would like a 15 to 20 mph speed sign passed their house and we can't do all of those. Kay stated that we can't treat this street any different than other streets. The mayor told her we would get back with her. Introduction of scouts. RE: RECREATIONS REQUEST TO SELL SURPLUS EQUIPMENT TOPIC: (22,20,,,RECREATION,POLICE DEPT.,EQUIPMENT) Jack Bowman was at the meeting to get authorization to sell Recreation surplus equipment. They have 60 basketballs and during one day they only use 5 and there are 13 good basketballs. He would like authorization to sell 47. There are 55 soccer balls and would like permission to sell those we don't use. There are jerseys and shorts in that have been there for 10 years. He would like to sell them during sign ups. There are jackets and coats that have been picked up during the ball season. As the balls have gotten older we have bought new ones and just kept the old ones. (discussion) It was felt that the jackets and coats should go to the D.I. Stephen told him to sell the other equipment it would have to be advertised, but the police have an auction every year and they could be sold at the auction. A motion was made by Kay Beck to include the equipment in the next police auction and send the coats and jackets to the D.i. Seconded by Glen Pond. All Aye RE: COST OF LIVING RAISE FOR 1998 TOPIC: (22,21,,,COST OF LIVING,RAZSE) Richard discussed the Cost of Living Raise. The council needs to do that prior to budget. The national figure is 1.4~. A motion was made by Bruce Sutherland and seconded by Kay Beck to set the Cost of Living Raise as the National Average at 1.4~. All Aye RE: HEALTH INSURANCE INCREASE FOR 1998 TOPIC: (22,21,,,HEALTH INSURANCE,PERSONNEL POLICY,INSURANCE) Richard discussed Health Insurance. He had met with the employees today told them the limit the city would cover for the increase was $30,000. There is a loop hole in our Personnel Policy on reimbursement of Insurance. He and the mayor had talked and felt another line should be added to 303 INSURANCE COST REIMBURSEMENT (in manual) to read. "The City shall provide health insurance to all full-time employees including the Mayor and City Council, of which the City shall, at the option of the Council pay all or part of the premium to cover the employee and his or her eligible dependents. In lieu of and up to the maximum Aortion of the above premium that would otherwise be paid by the City for the employee, the City will reimburse the employee for the cost of of insurance he or she provides on their own. To maintain the integrity of the plan sponsored by the City, the employee must have been covered by this reimbursable insurance before the employee was hired by the Citv unless the employee is an elected official or has special permission by the City Council. The City shall reimburse the employee in their regular monthly pay check at the end of the month covered. Reimbursement will begin after the employee has submitted a written request along with documentation of premium amounts they have or will be paying. A motion was made by Bruce Sutherland and seconded by Nyle Fullmer to add this addendum to the Personnel Policy. All Aye RE: UPDATE ON THE NATURE PARK ANb BIKE PATH TOPIC: (22,21,,,NATURE PARK,BIKE PATH,7TH S.,STH W.,SIDEWALK, TAYLOR CHEVROLET,WILCOX PROJECT) Mayor Boyle gave an update on the Nature Park and Bike Path. The mayor reported this week the employees are going to put together a picnic shelter. As the shelters and restrooms goes in we will asphalt the bike paths on the south and hydro-seed the grass. The Nature Park is coming along good. Marsha stated she had a comment that we need to stripe down the middle of the bike path on the cement so people would know it was the bike path. Kay suggested that we put up signs. The mayor stated that they could not drive in the Nature Park to take their stuff to the shelters. Glen stated that there a lot of people that drive in Smith Park. He did not think we were restricting anyone in Smith Park from driving where they want and when the want. The mayor said they were not suppose to drive in unless Ron or someone from the parks tell them where to drive because of the sprinklers. Glen stated he was nervous about it especially when the grass is wet. There are signs in the park. The mayor stated that we need to finish the bike path from the railroad tracks on up to the college arboretum. The bike path has a date on it that ends June 30 eo we have to have the work done. Joe reported on the progress. The mayor stated that as you come along 7th South there is two ditches and one does nothing more than run ,~ down to 5th West and over to fill Hal Hunter's pond. We would like to get rid of that ditch and make the bike path and the road safer. We have permission from all the farmers except one. As part of the Wilcox project they will have a stop signal by the dome. We are going to widen the road on into Taylors. The mayor is going to meet with the School Board. The city already has permission from Taylor Chevrolet and Bell Builders. If the school board will go along with that and pay $37,250 they would put in another lane of traffic all the way into 7th South and that would really alleviate the traffic problem on that road. We would put curb, gutter and sidewalk. RE: PROFESSIONAL PLAZA RENOVATION PLANS TOPIC: (22,22,,,PROFESSIONAL PLAZA,SIDEWALK,WATSON*JOHN,L.I.D.) John Watson was at the meeting to discuss a Professional Plaza Renovation Plan. (passing out copies of plan) He is representing the physicians on that road. He wanted to discuss the city's participation in replacing curb, gutter, and sidewalk. The physicians are ready to move ahead with replacing curb, gutter and sidewalk in front of the businesses. Where Dr. Lofgren and Dr Lovell office is the objective is to narrow the street a little bit and bring the sidewalk and curb out. The motive in doing that is when people park there in the winter time they park down hill. There is about three foot of fall from the center line to the gutter section. They are not really motivated to replace damaged sidewalk, curb and gutter. A lot of it is in good shape. The only solution was to pull it out 15 feet from where it exists, thereby giving a little more room to transition the landscaping area and everything would be raised. He had a meeting with all the physicians and Joe to discuss the city's involvement in an L.I.D. In the meeting it was brought out by Joe the city does participate in the replacement of sidewalks. The physicians went away feeling that was the case. He then got a call from Farrell Davidson saying he went over and measured and there is only portions of it that is damaged and it was not the policy for the city to participate if it was not damaged and he would have to come to city council and see what they say. Glen stated he questioned that because someone did a poor design to start with but you have a good sidewalk that possibly would not need to be replaced, why the residents of the community should pay for the re-design. John Watson explained the plan. Kay agreed with Glen. Richard said we have never replaced sidewalk unless it ie damaged. The policy is to pay part of the coat if it is damaged. John asked about getting on the L.I.D that the city is doing now. Richard told him the property owners will have to sign a waiver of hearing to get on this L.I.D. He then explained the process. RE: BEAUTIFICATION OF ENTRANCES TO THE CITY TOPIC: (22,22,,,BEAUTIFICATION) Beautification of Entrances to City- The mayor explained he got the plans from Reed Wyatt and the city will be obligated to get water to the area but the problem is the cost of $15,000 to $20,000 for pipe for the sprinkler system. Joe said we need to get an estimate from Landscape Architects. Kay stated it bothered him because they came in and discussed it and all they wanted was our blessing and now they want us to do it. It was suggested that we get a committee together and see if they can raise the money. They have checked with the Department of Transportation and they have no money for it. Glen suggested that we talk to Steve with R.C.&D. The mayor said the only grants they get through them is $500 to $1000. The mayor told Marsha we need to get a committee to see what they could do. The mayor told the council when they have the Dance Festival he would be out of town. He was going to London. The council felt Glen Pond as president of the council should take over for the mayor. Hruce said he would help. r 1..' 4~: RE: ORDINANCE 802 HOUSEKEEPING AMENDMENTS PASSED TOPIC: (22,22,ORD,802,LANDSCAPING,SETBACKS,SIDEWALKS,FENCE5) The mayor read Ordinance 802. An ordinance amending the Zoning Ordinance for some housekeeping amendments. ORDINANCE 802 AN ORDINANCE AMENDING CERTAIN SECTIONS OF ORDINANCE 725 PROVIDING FOR FENCE HEIGHT, LANDSCAPING STRIPES, REDUCED SETBACKS, AND SIDEWALK LOCATION AND SIZE. A motion was made by councilman Nyle Fullmer an seconded by Kay Beck that the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 802. Those voting aye: Bruce Sutherland Marsha Bjornn Glen Pond Kay Beck Farrell Young Nyle Fullmer Those voting nay: none Ordinance 802 was then placed before the council. The mayor then called for the voting for final passage of the ordinance,and the motion was made by Bruce Sutherland and seconded by Nyle Fullmer that ordinance 802 be passed. Those voting aye: Marsha 8j ornn Glen Pond Bruce Sutherland Nyle Fullmer Kay Beck Farrell Young Those voting nay: none The roll showed all councilmembere present voting "Aye" carried, the mayor declared that the majority of all the members of the city council had voted for the passage of said ordinance was duly and regularly passed. Mayor Boyle declared the motion carried. RE: ORDINANCE 803 TO VACATE AND ABANDON 4TH SOUTH (VIKING DRIVE) PASSED TOPIC: (22,23,ORD,803,VIKING DR.,AHANDONMENT,4TH S.,CENTER ST., 1ST E.,CLOSURE) Ordinance 803 to vacate and abandon 4th South (Viking Drive) ORDINANCE 803 AN ORDINANCE ALLOWING FOR THE PERMANENT CLOSURE AND ABANDONMENT OF THE STREET KNOWN AS 4th SOUTH (VIKING DRIVE) RUNNING BETWEEN CENTER STREET AND 1st EAST. A motion was made by councilman Nyle Fullmer and seconded by Kay Beck that the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 803. The mayor told the council after this meeting we will have a personnel meeting regarding certification. RE: COMPLAINTS OF CARS DRIVING IN SMITH PARK TOPIC: (22,24,,,SMITH PARK,POLICE DEPT.,PARKS) The mayor told Chief Archibald we had some complaints of cars driving in Smith Park and asked if the police could watch it. They are not suppose to do that at all unless Ron or someone from the park is there to check it out or gives them permission. Ny1e reported on Planning & Zoning. RE: REPORT ON GOLF BOARD MEETING TOPIC: (22,24,,,BUDGET,GOLF BOARD,GOLF COURSE,ZOLLINGER*JACK) Nyle also reported on the Go 1f Board meeting. They had budgeted $10,000 for cart paths. They got two bid one from Thompsone and one from Zollinger. Thompsons came in about $6000 below Zollinger. They had Thompson do some paving for them before and it was unsatisfactory so they would like Zollinger to do it. The bid for the total project is about $30,000 but Zollinger said they would take $10,000 out of this budget and would budget the next $20,000 in next years budget. Richard told him if they do the service this year we have to pay this year. We will look at that. RE: EAGLE SCOUT PROJECT AT THE GOLF COURSE TOPIC: (22,24,,,GOLF COURSE,EAGLE PROJECTS) ..... Nyle said he had been approached by an Eagle Scout for a project to '.. strip, finish and re-string the flag pole at the Golf Course. He '', wondered if there was a liability? Stephen said there was no liability l..__.. if we are paying or retaining them to do it. Nyle reported that the new board members are doing a good job. A motion was made by Glen Pond and seconded by Marsha Bjornn to pay the bills. All Aye RE: FIRE DEPARTMENT AND AMBULANCE AGREEMENT APPROVED TOPIC: (22,24,,,FIRE DEPT.,AMBULANCE) Fire Department and Ambulance Agreement- After some discussion, Stephen reviewed with the council the agreement. Nyle Fullmer brought up some concerns. (agreement on file) A motion was made by Bruce Sutherland to approve the agreement and seconded by Glen Pond. A11 Aye except Nyle Fullmer voting nay. A motion was made by Glen Pond and seconded by Marsha Bjornn to adjourn. All Aye RE: BEER LICENSE APPROVED FOR DAVID MORRIS AT THE GOLF COURSE TOPIC: (22,24,,,MORRIS*DAVID,BEER LICENSE,GOLF COURSE) -----~ After the meeting a Beer License for David Morris at the Golf Course '.. Cafe was approved by a telephone pole of the council that were available.
