State of Idaho) County of Madison( ss City of Rexburg) Those Present: Mayor: Nile L Boyle Council Members: Marsha Bjornn Glen Pond Farrell Young Nyle Fullmer Bruce Sutherland Excused: Kay Beck City Clerk: Rose Bagley Attorney: Stephen Zollinger Pledge to the flag. A motion was made by Farrell Young and seconded by Nyle Fullmer to approve the minutes. A11 Aye There was no unfinished business to take care of. RE: OATH OF OFFICE FOR THE ELECTED OFFICALS TOPIC: (22,1,,,ELECTI0N,COUNCIL MEMBERS,MAYOR) Stephen Zollinger, Attorney, administered the Oath of Office to the re-elected Councilmembers: G Farrell Young and Bruce Sutherland. Rose Bagley, city Clerk had administered the Oath of Office to re-elected Councilmember Kay Beck earlier in the week because he was unable to i..__.. attend this meeting because of illness. Stephen Zollinger then administered the Oath of Office to re-elected Mayor Nile L. Boyle. RE: ED BUCHTA WASTEWATER CERTIFICATE TOPIC: (22,1,,,BUCHTA*ED,WASTEWATER DEPT.,CERTIFICATION) Ed Buchta and Dave Thibault of the Wastewater Department was at the meeting. Dave told the council that Ed had passed and received a certificate for Wastewater #1. Mayor Boyle presented the certificate to Ed and congratulated him. RE: COUNCIL MEMBER DEPARTMENT CHANGES TOPIC: (22,1,,,C0UNCIL MEMBERS,DEPARTMENTS) The mayor told the council he had made changes in the Committees. Glen Pond would be Chairman of Finance, Irrigation, Personnel, Bruce Sutherland, Chairman of Police & Fire, Nyle Fullmer, Chairman of Streets, Farrell Young Chairman of Sanitation, Marsha Bjornn Chairman of Parks & Recreation, and Kay Beck Chairman of Water and Sewer. Bruce Sutherland would be over the Planning Board, Kay Beck over Safety and Sidewalk, Farrell Young over Airport, Nyle Fullmer over Golf and Marsha Bjornn over Tabernacle and Fine Arts. Copies of the committees are on file with the city clerk. Mayor Boyle re-appointed the Appointed officials: Rose Bagley - City Clerk Richard Horner - Finance Officer-Treasurer Lynn Archibald - Police Chief Spence Larsen - Fire Chief Joseph Laird - Engineer Building Official Farrell Davidson - Public Works DeLynn Edstrom - Water Superintendent Dave Thibault - Wastewater Superintendent A motion was made by Glen Pond and seconded by Bruce Sutherland to approve those appointments. All Aye ~,/ A motion was made by Farrell Young and seconded by Bruce Sutherland to re-elect Glen Pond to continue as president of the City Council. A11 Aye RE: RESIGNATION OF GOLF BOARD MEMBER TOPIC: (22,2,,,RASMUSSEN*DON,GOLF BOARD,GOLF COURSE) Nyle Fullmer reported Don Rasmussen, has requested to be released as a member of the Golf Board. The mayor stated that we would accept the resignation. He also suggested that we need to define and write down the duties of the golf board. A discussion on the number of members '. needed on the golf board. Glen suggested that we rely on Nyle Fullmer .___. who represents the golf board to give his input on the number on the board. Nyle said he would talk to the board and get back to the council. RE: SPECIAL PROSECUTOR FOR A BATTERY CASE TOPIC: (22,2,,,ZOLLINGER*STEPHEN,PROSECUTOR,COURT) Stephen Zollinger asked the council to approve his approaching the courts to appoint a special prosecutor for a Battery Case that is going to a jury trial for an individual he represented. He is in a position that he cannot be the prosecutor. On standard trials, the county has been very good to just take them for us and he has done the same for them, but on a jury trial the time is too great for the county to want to give up one of their prosecutors. He suggested that he would suggest three names to the court and let the court appoint the prosecutor. A motion was made by Nyle Fullmer and seconded by Glen Pond to allow a special prosecutor to be appointed for a Battery Case that is going to a jury trial. A11 Aye The mayor read a beer license for the Oasis Country Market. A motion was made by Nyle Fullmer and seconded by Bruce Sutherland to approve the beer license. All Aye RE: IDEAS FOR SKATE PARK TOPIC: (22,2,,,BOYLE*CLAIR,PARK, Clair Boyle was at the meeting and showed pictures for a skate park in Grand Junction, Colorado. There is also a nice one at Delta, Colorado. He has asked for plans from both cities. The one in Grand Junction is a great park. The one built at Grand Junction cost more than the one at Delta. The skate park in Grand Junction cost as much or more than a pool. Glen Suggested that we convert one of the old lagoons into a skate park. Introduction of Scout. A motion was made by Nyle Fullmer and seconded by Bruce Sutherland to pay the bills. All Aye RE: PLANS FOR THE NATURE PARK RESTROOMS AND SHELTERS TOPIC: (22,2,,,NATURE PARK,PARK,SHELTERS) Marsha showed the plans for the restroom and new shelters at the Nature Park. The restroom will be vandal proof. The shelters will be metal which are cheaper and better. Discussion about the lighting. A motion was made by Bruce Sutherland and seconded by Glen Pond to adjourn.
