RE: NEW POLICE CARS
TOPIC: (21,102,,, POLICE DEPT.,POLICE CARS,BUDGET)
Approval of financing for the the 2 new police cars the total was
$45317.00 and $30,000 of that would be on a lease. The interest at Key
Bank came in at 5.4% with 0 fee, U.S. Bank was 5.5% with a $100.00 fee,
and First Security was 6% with 0 fee. So the low bid was at Key Bank.
(discussion) Kay moved and Bruce Seconded to approve the lease from Key
Bank. All Aye.
RE: NEW BUILDING FOR POLICE DEPARTMENT

Stephen reported on the discussion going on between the City and Utah
Power and Light. All of the terms on the lease have been agreed to by
both parties. UP&L will still have some offices in that building. The
City of Rexburg will then lease the rest of the building from UP&L. The
City Engineers are working in the remodeling plans, which include an
evidence room in the basement. Then the project will go to bid, until
then the cost of remodeling is unknown.
RE: COMMERCIAL USE OF THE TABERNACLE

Commercial use of the Tabernacle, Farrell reported that the Tabernacle
board has not met since the city council last talked. He had mentioned
to the board members on the phone about a percentage of the gate fee,
they agreed that would be fair. The next meeting for the Tabernacle
Board will be on November 4, 1997, at that time they will make a
decision on this issue.
RE: NEW BUILDING FOR POLICE DEPARTMENT

Chuck Mickelson asked about the appraised price of the present police
building. It was appraised about a year ago and the price was
$200,000. He then asked why the city was leasing rather than buying?
The Mayor told him that there were not any other buildings available
that didn't require a lot of remodeling. Which this building didn't
require a lot of work. The lease time on the building is a 2 year
with a 1 year renewal option and a first right of refusal, so if they
decide to sell the building then the city would have first option to
buy the building.
RE: BEAUTIFICATION COMMITTEE

Glade Merrill is willing to head the Beautification Committee on the
city entrances if the Mayor would ask him to work on it. Walmart has
donated a small amount of money for the beautification project. Pres.
Bennion approved the college to help with this.
RE. URBAN RENEWAL COMMITTEE ON NORTH HIGHWAY PROJECT

Urban renewal committee met and discussed the redevelopment of
Washington School. They have starting dispersing the money. They
suggested that the North Highway project re -opens. At one time there
was talks of doing water line, roads widening etc., in that area.

RE: THOMPSON PAVING AIRPORT RUNWAY

The bidding for seal coating the airport runway the low bid was
Thompson Paving at $30,212.
RE: PRELIMINARY PLANS FOR INTERSECTION AT 1500 SOUTH & YELLOWSTONE HYW

John Millar showed some of the plans that have been made for the
intersection at 1500 S and the Yellowstone Hwy. There was discussion
on increasing the number of lanes at that intersection, the only
problem would be the utilities. There was still some question on the
traffic exiting from Wilcox's to be a right turn only entrance. Also
on the widening of the intersection. There will be a traffic light at
that intersection, and there is 66 feet of easement on the old
highway. (discussion) The council felt that there should be an
informational hearing at the next City council Meeting. The Mayor felt
that we should inform all of the people from the last hearing that was
concerned to invite them to the informational hearing. John Millar is
going to try to revise the plans on the highway.
RE: PUBLIC HEARING FOR ANNEXATION OF PROPERTY NORTH WALMART,PASSED

HASTING*BRETT)
Public Hearing for the Annexation of certain property north of Rexburg
on the North Highway. Brett Basting, 479 Harvard Rexburg, Idaho
Representing Platinum Development. Land North Of Walmart from Grease
Monkey to 1000 North will be used for commercial use. Marsha asked
about the road at 1000 North, Stephen explained that this annexation
was for land only, it does not include the road.
Steve Scrogal of the Post Register asked how it would affect the
local businesses and would there be a tax increase? Also what is the
cost of the annexation? The Mayor said the cost would be about $400.
Glen made the motion and Kay seconded, to approve the annexation and to
close the hearing. All Aye.
Glen moved and Kay second to pay the bills. All Aye.
RE: REQUEST FOR CITY TO PAY RICHARDS TRAVEL EXPENSES TO ISU
TOPIC: (21,104,,, HORNER*RICBARD,EDUCATION)
Richard gave a written letter to the council to request the city to pay
for his trips to ISU once a week. The council felt that he could get
to the classes on his own.
Move to go into executive session for a personnel matter.
