A motion was made by Bruce Sutherland and seconded by Nyle Fullmer to
approve the minutes. All Aye
RE: EMPLOYEE COMMITTEE SERVICE PROJECT
TOPIC: (21,48,,, EMPLOYEE COMMITTEE,SERVICE PROJECTS)
Employee Committee Service Project: Corey Foster, President of the
Committee, acted as spokesman. They want to find an elderly person, or
a widow in the community, someone that needs their house painted and
the committee will provide the service to paint the house. They have
contacted Anderson Lumber and they will donate any supplies that would
be needed to paint the house. They wanted to present it to the council
and ask for suggestions and invite the council to be there. The
tentative date they have set is June 21 which is a Saturday. They plan
on the week prior to get a few employees to prep the house, scrape it
and get it ready to paint. Bruce Sutherland suggested that they have
power rollers that work really good and Cal Store have them on sale.
Corey stated that they want to get all the employees out to help and
Anderson Lumber will supply what they need in rollers. He asked the
council to think of someone that needed it done and call Daniel or
Nancy.
RE: PROCLAMATION FOR MOTORCYCLE AWARENESS MONTH
TOPIC: (21,48,,, PROCLAMATIONS,MOTORCYCLES)
Next month is Motorcycle Awareness month. Kay Beck read a
proclamation, (on file). A motion was made by Nyle Fullmer and
seconded by Marsha Bjornn to approve the proclamation. All Aye
RE: POLICE BIKE PATROL APPROVED
TOPIC: (21,48,,, POLICE DEPARTMENT,POLICE BIKE PATROL)
Police Bike Patrol- Glen Pond reviewed a letter from the police chief
regarding a police bike patrol. (on file) There is some interest from
some of our police officers to participate in a bike patrol. They have
contacted Pocatello and Idaho Falls and visited Rigby who use bike
patrol. They think it would be an asset to the community to have
patrolman on bikes during the summer, spring, and fall. The cost of
the bikes would be about $1000 a piece and there will be expenses for
uniforms and helmets. The City of Rigby is happy with the success they
have had with the bike patrol. Larger cities use the bike patrol
especially Seattle likes it and their drug arrests have gone way up.
They do have to have a backup to come when they do make an arrest.
Nyle stated that the campus police have used bikes for the last several

years and feel it is a good program. Nyle felt it was a good idea.
Kay stated that it really works well in Las Vegas. Glen told the
council that Rigby claims that they can come up on a problem without
people knowing they are there. The issue is the police don't have the
money in their budget. They feel it would be good public relations and
as a public relations tool we need to find other ways to fund it other
than out of the police budget. The funding amount would be about
$3000. A motion was made by Kay Beck to look to see if we can find the
funding to help the police with this project. Seconded by Bruce
Sutherland. All Aye.
RE: URBAN RENEWAL AGENCY REPORT
TOPIC: (21,49 ... URBAN RENEWAL AGENCY,WASHINGTON SCHOOL,BROULIMS,
REDEVELOPMENT,ORDINANCES)
Jeff Sommer, E.C.I.P.D.A., was at the meeting to report on the Urban
Renewal Agency. (he gave out copies of the Urban Renewal Plan and
Project) on file. They are ready to move forward. He explained the
plan. Showing the map, we are talking about block 30 and 31 as the
Urban Renewal Area, this is the redevelopment part. Through out the
plan it stated that this has to comply with all city ordinances. This
plan will now go to Planning & Zoning. Phase 1 are those things
directly related to the Washington School block. Phase 2 & 3 are other
improvements that are identified that are around the Washington school
but not directly related to Phase 1. For those activities to take
place we will need additional development to take place. Right now the
plan is to just do Phase 1. He explained attachment 5A, 5B and 5C.
Stephen will prepare the Ordinance to be passed the first meeting in
June. There will need to be three readings on the Ordinance.
RE: DOWNTOWN REVITALIZATION
TOPIC: (21,49,,, DOWNTOWN REVITALIZATION,ECONOMIC DEVELOPMENT,
WATER PROJECT,DEPARTMENT OF COMMERCE)
Downtown Project- Diana Cluff from the Department of Commerce was here
and went over the city and looked at the buildings and the alleyways.
They are going to make some decisions on April 26 on all the projects
they have in for this year, including Rexburg's water project. At that
time they will see how much money they have left over for what they
call Economic Development projects for the next two cycles which will
include June and September. Diana told him after looking at the other
projects, Rexburg has a chance if there is no one else there or the
competition is low. The best chance is to look at jobs. There is a
possible 21 new jobs and they give $10,000 for every job.
RE: LID #29 BID AWARDED TO ZOLLINGER CONSTRUCTION
TOPIC: (21,49,,, L.I.D. #29,Z0LLINGER CONSTRUCTION,BIDS)
Val Christenson explained the Sidewalk LID #29 Bid Summary. The low
bid was Zollinger bid for $77,205.10. A motion was made by Nyle
Fullmer and seconded by Kay Beck to accept the low bid. All Aye
RE: HEALTH INSURANCE, BLUE SHIELD #2 OPTION APPROVED
TOPIC: (21,49,,, HEALTH INSURANCE)
Richard gave handout on Health Insurance renewal premiums and explained
them. Because of current health insurance claims Blue Cross does not
want to put the city on their insurance. What was on the handout is
from Blue Shield. (copy on file) Blue Shield has an increase of 18%
for health insurance and 0 increase for dental. 18% increase is about
average. From the handout sheet option 1, 2, and 3 have the same
benefits as we have now. The only difference is how much the city
would contribute. He explained. (council discussion) Richard told
the council we put in a 20% increase in the budget.
Corey Foster from the Employee Committee told the council that last
year he had done some research from other cities about their
insurance. As far as their deductible and premiums, the deductible was
as high as ours, but the city had kicked in a portion of the deductible
for each employee. It was felt last year that the deductible was good
for those with big families, but those who don't have big families
don't usually meet their deductible. (discussion) A motion was made
by Bruce Sutherland and seconded by Kay Beck to choose #2 Blue Shield
on the schedule unless the Employee Committee comes up with another
option for the same price range. All Aye
RE: CLEAN UP OF ENTRANCES & EXITS TO CITY DISCUSSED
TOPIC: (21,50,,, CITY CLEAN UP,RICKS COLLEGE,MADISON COUNTY)
Marsha reminded the council that we had talked about the man power we
would have this summer to clean up the town. Glade Merrill had talked
to her about a plan to beautify the entrance and exit to the city.
Marsha thought maybe the city and county could get together and help.
He had talked to President Bennion, to the County Commissioners, to
Wards and Stakes about it. Everyone seems to want to do something to
make the entrances more appealing by doing something to beautify these
areas. He felt we should make it low maintenance. President Bennion
is not going to be here long but he is for the project and would offer
the services of the Horticulture Landscaping Department and of the
equipment that might be needed and also the grounds department to
prepare it. The Horticulture Department could say what we could plant
that would take a minimum of water and a minimum of upkeep. The stakes
and the wards would be the best to help clean the areas all up. The
county has spraying equipment we could use to kill off the current
grasses that are there. We could look into the Ladybird Johnson
foundation for wild flower seeds. He proposed getting a committee
representing the church, city council, county commissioners, and
college. Glen Pond suggested that we include the Chamber of Commerce
and possibly Clair Boyle would be very helpful. The Service Clubs
would also help. Stephen suggested that the city water only goes to
the business park, but the city does have surface water shares for the
Business Park, they maybe could exchange with some farmers for watering
out there. The south and west have water in those areas. The property
also belongs to the state and that will need to be approved. A motion
was made by Nyle Fullmer and seconded by Bruce Sutherland to go ahead
with it and that Marsha work on the committee. We need to get some
plans from the Horticulture Department and get some costs on the
sprinkling system. All Aye to the motion.
RE: GAE GRANT APPOINTED CHAIRMAN OF TABERNACLE COMMITTEE
TOPIC: (21,50,,, TABERNACLE COMMITTEE,GRANT*GAE)
Farrell Young told the council the the Tabernacle Committee had
appointed Gas Grant as chairman. A motion was made by Bruce Sutherland
and seconded by Kay Beck to approve Mrs Grant to that position.
