Farrell Young seconded the motion. All Aye. RE: TABERNACLE BOARD TOPIC: (21,45,,, TABERNACLE BOARD,RICKS*NORMAN) Norman Ricks has some health problems and has resigned as chairman of the Tabernacle Board. The board will be submitting their recommendation for the position. RE: PARKS DEPARTMENT HIRING DELLMO YOUNG TOPIC: (21,45,,, EMPLOYEE MANUAL,POLICIES,PARKS DEPT.) Ron Young, who supervises the parks maintenance, has had Lyle Smith working for him and does a great job. His brother Delmo wanted a job and Ron told him he could have a job. The problem is he lives in Sugar City and our policy is that on all full time jobs and most part time we require living in Rexburg. Delmo had already quit his job at the potato factory before Ron was informed about the policy. They are wondering if an exception could be made in this case because of extenuating circumstances. Kay Beck moved to allow Delmo Smith to be able to work for the parks. Marsha Bjornn seconded the motion. All Aye. RE: PARKS RESTROOMS TOPIC: (21,45,,, PARKS,VANDALISM,POLICE DEPARTMENT) Clair Boyle said they received the bid on their metal restroom facility and it came to $9,000. They do not have that kind of money in the budget. They are going back to the old type and are going to ask the Police to lock them at 10:00 p.m. They have talked to Chief Archibald about this. Glen suggested putting an alarm system on them but Clair said they really haven't been broken into just damaged a lot when they are open. RE: EMPLOYEE SERVICE PROJECT TOPIC: (21,45,,, EMPLOYEE COMMITTEE) Mayor Boyle said the City Employees Committee would like to do some community service. What they would like to do is find some person --- elderly, disabled, widow or needy, and paint their house. Anderson Lumber is going to donate the paint and brushes and all the supplies. I£ anyone on the council have a suggestion of someone that would qualify let the Mayor know. RE: REPAIR ON VACANT LOT SPRINKLER SYSTEM ON 2ND EAST TOPIC: (21,46,,, 2ND EAST,VACANT LOTS,WATER DEPT.) When 2nd East went in Mayor Porter agreed to provide free water for 3 strips of property. One is Randall Porters, one is Lucille Miyasaki and one is down on let S. across from the pump house. The one in front of Miyasaki's was not drained properly and the vacuum breaker was broken and it cost about $70 to replace it. DeLynn is wondering if we want to replace the vacuum breaker. The trees there will die if we don't fix it and they are more costly the the $70 breaker. The City did pay for the original installation of those sprinkling systems. The council agreed to have the City pay for the new vacuum breaker. RE: LOAN TO REDEVELOPMENT AGENCY; 2ND EAST PROJECT TOPIC: (21,46,,, REDEVELOPMENT AGENCY,TAXES,2ND EAST,WATER FUND,LOANS) The Mayor reported on the Redevelopment Agency project out on 2nd East by Wal Mart. The taxes are not coming in quite as high as they were projected. We are going to have a short fall for a few years. What we need to do tonight is loan to the Redevelopment Agency about $35,000. When you sell those bonds you have to put 10% which is $120,000 in a reserve and we can't spend that yet. We will be guaranteed at getting this money back when that reserve can be spent. That is about 5-6 years away. We will lend them the money from the water fund and collect interest from the Redevelopment Agency and then pay it off the last year. Bruce Sutherland moved that they make the loan. Glen Pond seconded the motion. All Aye. RE: REDEVELOPMENT AGENCY -MAIN STREET PROJECT TOPIC: (21,46,,, REDEVELOPMENT AGENCY,MAIN STREET,BROULIMS,ECIPDA, TAX INCREMENT) Glen Pond reported that the Redevelopment Agency met this week. Mainly they discussed the Main Street project where the Washington School is. They are going to move right along and get the plan drawn up. They 't..__... will be meeting on the 9th again. The plan should be developed by then. They have to move rather rapidly to get everything in place if that is going to be on the tax rolls this year. They will contract with ECIPDA to help them get this done. The County Commissioners are amenable to this and the tax increment. Mayor Boyle said Superintendent Orr from the schools came in today. The School District was thinking about having a vote on May 20th to cut part of that levi that is dropping off. They are not going to do that now so at least the people in District 321 can vote the Recreation District in and still have a lowering of property tax. Glen said when they talked to the County Commissioners they talked a time frame of about 10 years. The Redevelopment Agency would like to ride it out for 20 years. If the figures come in conservatively then they could do it in 12-13 years. If you limit to 10 years then at the end you have to go back out and explain what you did and why you did it. Probably everybody here won't be here then and people will wonder what is going on. The board would like to get the Commissioners approval to go with the 20 years but with a 10-13 year pay back. It would be easier to administrate this way. He asked Brook and Reed to take this proposal back to the other Commissioner. Kay mentioned that about 4 meetings ago they talked about a payment in lue of. Richard said that was brought up in the participation agreement with the developer agreement. If they do not get the property on the rolls by the 15th of December they will make a payment in lue of. The council would like to make sure they have that condition in writing. RE: NAMES TO BE APPOINTED TO THE REDEVELOPMENT AGENCY BOARD TOPIC: (21,46,,, REDEVELOPMENT AGENCY BOARD) Mayor Boyle presented names to be reappointed to the Redevelopment Agency Board: Arland Buxton, Marilyn Fife, Jim Long, Glen Pond and Reed Summers. Kay Beck moved to appoint these people to the board. Bruce Sutherland seconded the motion. All Aye. RE: SPRING CLEAN UP TOPIC: (21,47,,, SPRING CLEAN UP) Mayor Boyle brought up setting the dates for Spring Clean Up. The Council decided to go from now (April 2nd) to May 31st. (Discussion with Commissioners about garbage problems.) RE: ECIPDA PRESENTED GRANT ADMINISTRATION CONTRACT TOPIC: (21,47,,, ECIPDA,GRANTS,CONTRACTS,WATER PROJECT) Ted Hendricks with E.C.I.P.D.A. presented the grant administration contract. It is the standard contract that the Department of Commerce requires. They have proposed to do the development and the administration of the water project for $33,000. The budget is broken out on the 5th page. This contract has to be approved by the Department of Commerce and is contingent on receiving the grant. Kay Beck stated a conflict of interest. Glen Pond moved to accept the contract as proposed. Bruce Sutherland seconded the motion. All aye except Kay Beck you had declared a conflict of interest. Ted requested a work meeting with the Council, Commissioners and Mayor to go over the projects that E.C.I.P.A. is working on and to report their progress. Mayor Boyle said the next time they have a combined meeting they will invite E.C.I.P.D.A. Glen Pond moved to pay the bills. Bruce Sutherland seconded the motion. All Aye. RE: REVIEW OF THE FUNCTIONAL CLASSIFICATION ROAD MAP TOPIC: (21,47,,, FUNCTIONAL CLASSIFICATION ROAD MAP,MADISON COUNTY, MAPS) Joe Laird, City Engineer and the Commissioners present and Dusty Cureton met around the table to review the functional classification road map the City sent to the Highway Department for approval. The Council has already approved it. Joe and Brook discussed differences with the City and County map that Brook had brought. Mainly the classification of the Hibbard and Sugar roads. In looking closely at the County map Joe felt that it was an old one and not the one he had seen the the County Planning and Zoning had approved. Brook asked to take one of Joe's maps to help in revising the County map to coincide with the City's. The County's needs to be in by April 17th and they will be meeting April 14th.
