A motion was made by Farrell Young and seconded by Kay Beck to approve

RE: BIKE PATH
TOPIC: (21,31,,, BIKE PATHS,MADISON COUNTY,WALTERS READY MIX,GRANTS,
5TH WEST,PARKS & RECREATION)
Dave Payne, Madison County Parks, was at the meeting. He, the mayor
and the county commissioners had a meeting with Trails of Madison
County. They have been planning the bike path. Joe Laird had done
some estimates on costs. He discussed the bike path as it would go
along the river by Walters Ready Mix. We need to put up signs with
directions. The county will donate some gravel. They would like the
city to donate trucks and truck drivers to haul the gravel for the bike
path. He explained there would be two different grants available, one
from the Department of Parks and Recreation and one Engineering
Construction Grant. He explained the route of the bike path as it
would come down 5th West from the college arboretum. He wanted to
present it tonight so the council will be aware of what is happening.
Discussion on volunteer work to help on the bike path.
Introduction of the scouts.
RE: UPDATE ON GRANT PROJECT FOR 7TH SOUTH PROJECT & WATER TANK
TOPIC: (21,31,,, GRANTS,7TH SOUTH,WATER TANK,CURB AND GUTTER)
Ted Hendricks, E.C.I.P.D.A. was at the meeting to give the council an
update on the Grant Project for the 7th South project and the New Water
Tank. Our Grant has been reviewed and among those selected to go before
the Governor for the selection of those to be picked in April. We need
to get our match ready in place and ready when the Governor makes the
selection. The mayor explained that the maximum we can get is $400,000
instead of $500,000. We applied for $150,000 for the street and
$350,000 for the water project. We can change that to make the best
scenario for the city. We are going to put curb and gutter only on the
north side of 7th South. The mayor told the council we need to do
something about the run off when we put the street in.
Ted told the council to remain competitive we have to have the match
committed and we don't have much time. The final application has to be
in the first of next month. (Discussion on a city wide assessment for
the 7th South Improvement.) If we qualify to fill out a form for a low
income assessment, that will be paid out of the grant. Having the whole
city on the assessment might work better.
RE: FIRE DEPARTMENT CHICKEN BAKE MONEY
TOPIC: (21,32,,, FIRE DEPARTMENT)
Mayor Boyle read a letter for the Fire Department requesting that they
set up an account with the State Treasurer Account for money they have
earned with their chicken bake as well as other fund raisers. This
money has been used to fund training, equipment, social activities, and
other causes that benefit the department. This money has been kept in
a saving account. A motion was made by Nyle Fullmer and seconded by
Kay Beck to authorize the mayor to sign the letter allowing them to set
up this account. All Aye
RE: BRUCE BLANCHARD APPOINTED TO THE GOLF BOARD
TOPIC: (21,32,,, BLANCHARD*BRUCE,GOLF BOARD)
With the agreement the city and county have to run the golf course, the
county have appointed Bruce Blanchard to the Golf Board. A motion was
made by Kay Beck and seconded by Nyle Fullmer to accept the appointment
of Bruce Blanchard to the Golf Board. All Aye
RE: CROSS CONNECTION PROGRAM FOR OUTDOOR SPRINKLING SYSTEMS
TOPIC: (21,32,,, CROSS CONNECTIONS,SPRINKLING SYSTEMS,VACUUM BREAKERS,
WATER SYSTEM)
DeLynn Edstrom was at the meeting to discuss the Cross Connection
program for out door sprinkling systems. These should be tested when
they are installed and then once a year after. If something happened
the city would be liable. The cost would be $30 to $40 plus about $100
for the part. The State is enforcing this. The mayor stated that he
had no problem with the testing at the time of installation, but he
questioned having them tested every year. He felt we needed more
information. DeLynn suggested that we need all sprinklers to tested
and have the pressure vacuum breaker put on all sprinkling systems
within three years. A motion was made by Glen Pond that we require
within three years all sprinkling systems have a pressure type vacuum
breaker put on instead of the atmospheric type within three years and
all new sprinkling systems need to be tested at the time on
installation. Seconded by Kay Beck. All Aye
RE: ARTERIALS - PUBLIC HEARING

IMPACT ZONE,RIGHT OF WAY,CRESTHAVEN,LANDSCAPING,COLLECTORS,
RICKS/PALMER SUBDIVISION,CROSS SECTIONS)
Public Hearing on the Arterials - Transportation part of the
Comprehensive Plan. Joe discussed this and referred to the map. (copy
on file) Planning and Zoning have been working on this plan with Joe
for a while. The only jurisdiction we have is in the City and in the
Impact Zone. Out of the Impact Zone will just show the continuity. The,
mayor asked Joe if he had met with the County Commissioners to get
their approval yet? Joe said he had not met with them. The county
Planning & Zoning have decided on this preliminary plan. Joe
explained. Joe told them this is a long range plan so when Rexburg
developes like Idaho Falls or Boise, we can preserve the right -a -way
for the arterials. In the existing situations we will have to live
with what there is. This plan is only for undeveloped areas for future
development. Joe explained the proposed road going past the Cresthaven
Church.
Gene Palmer- He had a concern with the large area designated on the
roads for the landscaping strip and the sidewalk. The area designated
for two city blocks would take 9/10 of an acre of land that someone has
to pay for. His concern is those who inherit the land with those
costs. He stated we are passing costs onto people that can't afford
it. The mayor has discussed affordable housing in the city, but this
will not allow affordable housing because it will drive the cost up too
much. The trees on the landscaping strips would obstruct the view and
make it a safety hazard for kids. A good segment of the road along
Millhollow is right up against the rocky hillside and will be expensive
to build. Joe discussed configurations of the ground and area it would
serve as a neighborhood collector.
Gene asked why there was a major arterial and a collector so close
together? The mayor stated that the hills are so steep there won't be
much traffic on that road. Gene said he would fight it if they tried
to use that road for truck traffic. In his and Dean's subdivision they
have had to abandon 6 lots because of the proposed 85' road because of
the cost of filling the canal so the road can go over it. Gene wondered
why they were planning to build that type of a road when that was not
an Industrial Area? He said to fill an 8' canal, compact it and build
over it and put sidewalks in it would make the cost so high it would be
prohibitive to be able to sell them. Kay felt there was a concern
about low income housing.
Don Rasmussen stated he owned property along that road and is also
concerned about the road going along the ridge. It is not a through
road, only a dead end. That road would only be good for the
residents. If that large of a road goes through the 19 acres he owns
along there won't handle many homes. The cost of the development of
the road would make it so they could not afford to develope the
property.
Sheila Barney was at the hearing and stated that the road did concern
her.
Discussion of the location of Major, Minor Arterials and Collectors in
the City and in the Impact Zone. A concern about 15 foot on each side
with 10 feet of land if the sidewalk is in the right -a -way.
Don Rasmussen stated that the cost of developing a subdivision in the
city is getting more and more expensive and people are going outside of
the city to develops land. Gene Palmer stated that there has been 12
years between the phases of the Ricks Palmer Subdivision and the cost
has gone up 448.
Kay did not feel we should come in the middle of the development of a
subdivision and change the rules.
After discussion. A motion was made by Nyle Fullmer to approve the map
with the proposed roads as indicated on the map in the City and Impact
Zone. Seconded by Marsha Bjornn. All Aye
The council felt they should have a work meeting with the Planning &
Zoning regarding the Cross Section of the roads with the size and
landscaping.
The mayor stated that the map needs to be approved by the County
Commissioners before it is sent to the state.
It was decided to have a work session on Friday morning at 7:00 A.M. to
discuss funding for the grant application.
Marsha suggested that the council meetings start at 7:00 P. M. instead
of 7:30 P. M. and finish 1/2 hour earlier. The council agreed to try
starting them at that time.
A motion was made by Nyle Fullmer and seconded by Kay Beck to approve
the bills. All Aye
