RE: CERTIFICATES PRESENTED TO WATER & WASTEWATER EMPLOYEES
TOPIC: (21,27,,, CERTIFICATES,WATER DEPT.,WASTEWATER DEPARTMENT)
The mayor presented certificates for certification after they had
studied and taken the test to qualify. Jim Bissette - Distribution 2
Water Operator; Kelly Long - Wastewater 4; and Lorin Jose - Lab
Operator 2. They will also get a raise in pay. The mayor
congratulated them.
RE: AUDIT PRESENTED
TOPIC: (21,27,,, AUDIT,BUDGET)
Brad Reed and Scott Bond representing Rudd & Company were at the
meeting to present the audit. Brad did the presentation, going through
the audit. He gave an unqualified opinion; there was nothing that they
disagreed with. Everything was in line. The city is in pretty good
shape. He complimented the staff for the good job they had done to
follow the budget. (copy of audit on file) A motion was made by Glen
Pond and seconded by Nyle Fullmer to approve the audit. All Aye
RE: ORDINANCE 793 CONTRACTORS LICENSES - 2ND READING
TOPIC: (21,27,,,ORDINANCES,CONTRACTORS,LICENSES)
Second reading on Ordinance 793 for Contractors Licenses. The council
suggested that Joe contact all the contractors about this change and
get their input before the final reading of the ordinance. Joe said
after talking to Idaho Falls he needed to make a few changes in the
ordinance. The mayor suggested that the council set up a work meeting
with the contractors prior to the final reading at the regular council
meeting. This ordinance would be reciprocity with Idaho Falls.
RE: MICKELSEN PLAT APPROVED

Mickelsen Plat - Chuck Mickelsen presented the current plat. This is
platted with the nine lots. Because of where the water line is, it is
platted so it gives more of an easement along the back of the lots.
Stephen told the council they met with representatives of Homestead
Construction and with Dave Thibault this morning and discussed the
options he has of getting into that manhole that has been the concern.
Between Homestead Construction and the City, they have agreed that as
soon as they purchase the property from Mickelsen the plat will be
recorded and there will be a written agreement between Homestead and
the City which will in essence create a use agreement where by the City
will in coordination with Homestead over build the driveway that goes
with the house on Lot 8. Instead of building a standard 4" slab
driveway, the city through the Wastewater Department will over build it
so it can support Dave's truck. It will get the truck far enough back
that he will have access to that manhole. It will come past the side
of the house on Lot 8, which lines up directly with the manhole. The
only difference from what was originally requested is the easement will
not run all the way to the fence, there will only be the hose
dragging. Homestead feels that is something they can work with. It
accomplishes the city getting to that line without tearing out all the
center fences behind those lots. Roy Ellis was at the meeting to state
that they have agreed to those terms. Stephen will draw up the
agreement. It will be written right in the contract when that lot is
sold and will be recorded as a Use Easement.
Dave Thibault reported on the Sewer Line Video. The line was done from
2nd South clear down to Oak by Mickelson's house. The upper 200 feet
were in pretty good shape, when they got down to the manhole that is in
question there were a few broken spots in the pipe, where they actually
used the pipe to make grade, so there are gaps in the joint itself. It
has been a problem in the past with tree roots. The worst part of that
is they found a manhole they did not know was there. It is buried
under a gentleman's retaining wall from about 100 feet to the south of
that out to where the sewer line ties into Oak. It is in pretty bad
shape. They found a major blockage up above in the back yard of Alvie
Christenson house. They dug that up and repaired it. They repaired
another small spot just up above it. That was the problem of the whole
sewer line where they were having to get into that manhole all the
time. There are tree roots that entered the customer's service line
which grew into the main line. They removed that and made a proper tap
into the mainline, removed the tree roots and took a lot of problems
away from the city by doing that. Something needs to be done with the
sewer line in the near future, probably in one or two years. The mayor
stated that they found out the line is within the easement. It goes
straight and turns into Don Hammer's property and Don has poured
concrete right over the manhole.
Dave felt that if we are going to put a new line in we should do the
whole thing. Joe called Idaho Falls and got some prices, with a low of
$30 a foot to $50 a foot for slip lining it, compared to putting in a
new line which would be about $25 a foot plus replacing the retaining
walls and fences. Dave stated the biggest thing he could see on the
project as to whether to slip line the pipe or to replace it is the
company we had up here to T.V. the line can do the cutting out of the
sewer line from inside the sewer line itself so there is no excavation
in the back yards digging up the lines. The problem is the service
lines coming into the line is not a real tight seal so the tree roots
would enter that line in the spring and in the fall. If we replace the
whole line we could actually make proper taps where they are tighter
fitting and could keep the tree roots out longer. The biggest thing to
look at would be digging through everyone's yard for excavation.
RE: SEWER LINES NEEDING REPAIR

The line on 3rd West is very old and will need attention very soon.
The city needs to take a look at replacing a lot of the sewer lines
around the city. We will need to budget some money to bring the T.V.
.crews in to T.V. the city lines.
Roy Ellis from Homestead stated that right now would be a good time to
designate easements on their plat if you are thinking about replacing
it to get it out from their cinder block walls. They could designate
an easement on the property they are trying to purchase. (discussion)
A motion was made by Nyle Fullmer and seconded by Glen Pond to approve
this plat subject to getting an agreement drawn up between Homestead
and the city as indicated. All Aye

RE: AIRPORT LEASE FOR PILOTS LOUNGE DISCUSSED

Airport Lease- Stephen explained the lease. This is the completed and
executed lease between The Craig Frisby, the city and the county for
the pilot's lounge. The city and the county would be leasing 350
square feet for a pilot's lounge in addition to the 350 square feet
that Mr Frisby will clean, maintain and supervise. There would also be
another closet of approximately 20 square feet to house the airport
runway and beacon equipment. This would be at a cost of $300 per month
and he would be responsible for the utilities and providing of that
space. This would allow for a review after 12 months and every third
year after. A motion was made by Nyle Fullmer and seconded by Glen
Pond to approve the Airport Lease. All Aye
RE: ROSEWOOD SUBDIVISION AGREEMENT
TOPIC: (21,29,,, ROSEWOOD SUBDIVISION,SUBDIVISIONS,AGREEMENTS,
SILVERTREE BUILDERS,WATER SYSTEM,LINEAL FOOT CHARGE)
Brett Hastings representing Silvertree Builders regarding Rosewood
Subdivision. This is regarding a development agreement. Stephen
explained there has been some enhancements that Silvertree contributed
to the overall city system. After meeting with Silvertree it was felt
that it would be appropriate for the city to wave the front foot fees
on their water line running down 2nd South in exchange for the
enhancements which they built into our system at our request. They had
to make modifications outside of their system. Instead of the front
foot water line it states that would be waved for enhancements made to
the city water system by the developer at the developer's expense.
The cost comes out within $100 of the same amount. A motion was made
by Glen Pond and seconded by Farrell Young to accept the agreement as
written. All Aye
Joe discussed the arterials.
Marsha asked if this arterial plan had been presented to the County.
Joe said it had not been officially presented to the county.
RE: L.I.D. 30 DISCUSSED
TOPIC: (21,29,,, L.I.D. 30,STREETS,ARTERIALS,IMPACT ZONE,SEWER LINES,
WATER LINES,3RD EAST,STH SOUTH,SUNRISE DRIVE,3RD WEST,HARVARD)
Joe explained the proposed L.I.D. to be done this summer. (He gave the
council a map on file.) The streets are Sunrise Drive, 5th South from
3rd West going west 500 feet, 3rd West from Main Street North to 1st
North, 3rd East from Main Street to 3rd South, Harvard from 2nd South
to 4th South. He asked the council about the method of assessment on
the property. He explained how Idaho Falls did it. He discussed the
arterials and right -a -way. (discussion) The mayor stated that on curb
and gutter we need to use the city's formula on replacement, because
the city pays part of that. The council told Joe for the new
construction of asphalt and curb and gutter the developer pays it all
and for replacement of asphalt it has been the city policy to pay all
of the cost. Discussion on the arterials in the Impact Zone and who's
responsibility it would be to pay for the road. The mayor stated that
we will be replacing sewer and water lines on the streets that are
proposed on the L.I.D.
RE: JOSEPHSON APARTMENTS PARKING DISCUSSED
TOPIC: (21,29,,, APARTMENTS,PARKING)
Sharon Josephson who owns apartments at 116 North Center was at the
meeting. Their parking in front of the apartments is such that the
cars park one behind the other and some of the cars received warning
notices on their windows that they were blocking the sidewalk. She has
talked to the tenants and told them to be sure to leave room behind
them for people to walk along there. The mayor told her the way the
ordinance reads, you can't have parking on even the city setback. That
apartment has been there for years. The mayor asked how one car gets
out if another parks behind the other? She said they just have to move
the back car. It is a pre-existing situation. (discussion) Stephen
suggested that they need to watch where they pile their snow so it does
not block the sidewalk. He also suggested that she puts a strip
leaving a four foot section for foot traffic and that the cars pull up
as far as they can. Nyle Fullmer said he would talk to the Police
Chief about it.
RE: GENERATOR FOR WATER TANK
TOPIC: (21,30,,, WATER TANK)
The mayor told the council that during the Budget, they budgeted
$60,000 for a generator for the big water tank. When we had the power
outage for four hours, if it would have gone one more hour the city
would have been without water which would have been a hazard for fire
as well as everyone being out of water. The estimated cost now is
$100,000. DeLynn and Joe feel that we need the generator. The council
agreed that we need to get the specs and advertise to go to bid.
Marsha reported on the Planning & Zoning meeting.
RE: AIRPORT BOARD
TOPIC: (21,30,,, AIRPORT BOARD)
Stephen reported that Richard Smith is stepping down off the Airport
Board. Bart Webster's name has been submitted.
A motion was made by Nyle Fullmer and seconded by Kay Beck to pay the
bills.
RE: WASHINGTON SCHOOL SALE
TOPIC: (21,30,,, WASHINGTON SCHOOL,DOWNTOWN REVITALIZATION,GRANTS)
The mayor reported that it looks like the Washington School sale is
going through. They have options on two of the four pieces. We have
the opportunity to tie into that development that private money is
going into it. It is an opportunity to do a downtown renewal. This
would be getting H.U.D. money to improve the downtown area. We could
get a $500,000 grant, but we would need $250,000 private money. We
would have to do a business improvement district that would improve the
downtown businesses. Discussion on improvement that could be done. It
was suggested that it be presented to the Downtown Merchants Committee
and the Chamber. We need it into The Department of Commerce by the end
of March. Nyle Fullmer suggested that we pursue it and start doing
some preliminary work on it.
