RE: GRANTS FOR FIRE DEPT. EQ.; CITY PAY 1/2 OF BALANCE DUE
TOPIC: (20,116,,,GRANTS,FIRE DEPARTMENT,CONTINGENCY FUND,
BASIC AMERICAN POTATO,C.H.C. FOUNDATION)
Chris Huskinson, representing the Fire Department was at the meeting.
They have raised $13,700 for Extrication Equipment. They have applied
for two grants. They got one from c.H.C. Foundation of Idaho Falls for
$7200 and one from Basic American Potato for $6500 the total being
$13,700 and they are a little short of the amount they need to purchase
the entire setup. They are $2050 short of their goal. They had
visited with the County Fire Commissioners and Nyle. The County Fire
Commissioners are willing to pay half of that amount. He asked the
council if they would pay the other half.
Chris explained that the current Extrication Equipment was purchased in
1976 by the Ambulance department and they donated it to the Fire
Department in 1979. It is an air power system and it can only spread
2000 1b. of equipment force. They don't have any cutters or any
hydraulic rams. He explained the force of the new equipment and what
would be on the new equipment. It is also faster and lighter to carry.
Nyle told the council that this equipment would bring us into the
modern age. Chris told the council 27~ of their calls are vehicle
accidents and about half of those they need to cut someone out of the
car. Nyle told them there is a significant amount of accidents that
they would need to use this equipment on. The national average to cut
someone out of the car is 3 to 6 minutes and it takes our fire
department 5 to 10 minutes.
The mayor stated this could be paid out of the contingency fund. A
motion was made by Nyle Fullmer that the city pay the other half of the
money that would be left and purchase the equipment. Seconded by Kay
Beck. A11 Aye.
A motion was made by Nyle Fullmer and seconded by Farrell Young to
approve the minutes. All Aye
RE: DOUG SMITH APPOINTED TO PLANNING & ZONING BOARD

Eric Erickson has resigned from the Planning & Zoning because of
conflicts. The mayor recommended Dr Doug Smith to be appointed to the
Planning & Zoning. He lives in the Impact Zone in a residential area.
A motion was made by Glen Pond to approve Doug Smith, seconded by
Farrell Young. A11 Aye

RE: NORMAN RICKS APPOINTED TO TABERNACLE CIVIC CENTER COMMITTEE

We have had a resignation of the Tabernacle Civic Center Committee and
the mayor suggested Norman Ricks to be appointed to that committee. A
motion was made by Glen Pond and seconded by Nyle Fullmer to appoint
Norman Riclcs for that committee. A11 Aye.
RE: SIGN AT THE PARAMOUNT THEATRE

Sign at the Paramount Theatre. Roger Jones representing Young Sign
Company, was at the meeting to explain, during the wind storm a couple
of weeks ago a sign that had been on the wall for about 6 1/2 years
started shaking loose. Young Sign Company was notified and they were
able to get out and remove the sign before it caused any severe damage
or injury to anyone. As they looked at this, they may be able to put
the sign back on that wall and it will stay for another 6 years or 60
years but their engineers recommended that they put it on a poll and
felt that would insure the safety to a much greater degree. Because the
property line comes directly along the building on the south edge of
the theatre it would require a variance or a conditional use permit in
order for them to put a pole right up against the building. To the west
of where they want to put it there is a utility pole. The alley is
wide enough to get emergency equipment or other things through there.
It would enhance the safety and they would like a recommendation from
the council to proceed. (discussion) According to Young Sign
Company's calculations they would feel much safer putting the sign on a
pole. It would be a safety factor.
The mayor stated that it was before the council because they would need
to put it in the City right-a-way. The garbage dumpster is also in
that alley and is out a lot farther than the sign pole. We need to
' have the sanitation department move it.
Glen suggested that the Planning & Zoning still needs to look at it.
The mayor stated that it did not need a variance. The sign ordinance
says it cannot be on City right-a-way. The council questioned if we
allowed this sign if it would open it up to others wanting the same
thing. Mr Jones told them they felt it was a matter of safety which
should take priority.
Joe stated that it is a constant reoccurring problem and you will have
the same problem with all of your businesses along Main Street and
College where you have the old buildings right on the property line.
Even though it is a safety issue where it is, it does set a precedence.
Stephen stated there is a distinction between the sign for the theatre
and some other signs which are newly be erected. This sign at the
theatre is being replaced and as he understands it it is just going to
have the same face, the same place and the same square footage. They
are just asking to use the city right-a-way for the pole which is
slightly different than using the city right-a-way to put up a new
sign. They are basically asking for 6 to 8" of our property.
(discussion) Kay wondered if we need to make an allowance in the
ordinance for this type of thing. Glen stated that P&Z are looking at
amending the ordinance, so if we have any suggestions we need to get
them to the board.
A motion was made by Farrell because of the safety factor that we grant
them permission to put the pole in the city right-a-way. Seconded by
Ny1e Fullmer. A11 Aye
RE: DUMPSTER AT PARAMOUNT THEATRE NEEDS TO BE MOVED

They suggested that we get with the Sanitation Department and find a
different place for the garbage dumpster. The owner of the theatre
said he had it in back but the Sanitation Department moved it out.

Nyle told Young Sign Company we need a maximum ae to where the sign is
placed and how far out in the right-a-way. They said they would put it
as close to the building as possible. It would be not more than 13 or
14" from the outside of the building to the pole.
RE: SWIMMING POOL REPAIRS

Clair Boyle was at the meeting to discuss the Swimming Pool. The mayor
'... told the council a few years ago we discussed that if there were ever
any big expenses on the swimming pool we would look at closing it. We
''.. are at borderline right now. Clair explained a month ago the council
----' approved $7000 expenditure for repairs as they looked at it there were
a few other things that were going wrong. They have found an
individual that can do the.job and he is in the process of doing it for
a lot less. It will coat about $1200 is a11. What they found out
about the furnace is the fins on the furnace are deteriorating to the
point that the efficiency of the furnace is the heat temperature on the
stack is high which means we are loosing a lot of the efficiency. It
would take $4000 to put a new unit in, which would help with the
overall system. The only problem is they never found the leak. In the
process of doing what we are now they found right where the old high
diving board use to be there is an area 10 x 10 that at one time had
been opened and re-concreted over. They are going to reseal that and
hope that is where the problem is and they will know next week if they
are loosing any water. Right now he would like to recommend that we go
with the $B00 cost with the furnace and see if we have fixed the leak
and try to limp by this summer with the existing furnace. If it goes
down we will probably be closed for four or five days. (discussion on
the furnace inefficiently and the pool loosing water) Glen suggested
that we leave it and go with the suggestions that Clair has made and
see how it goes.
RE: RES. 96.03 PASSED, L.I.D. 29 - SIDEWALKS

Resolution 96.3 It declares the intention of the City of Rexburg to
establish L.I.D. 29 to cause certain sidewalks, curbs, gutters and
other concrete works within the corporate limits of said city to be
removed, re-graded, prepared, constructed and reconstructed, and other
work incidental to all of the foregoing improvements in the designated
area to be accomplished. (resolution on file) This would include the
homes that have been sold since we passed the ordinance requiring them
to put sidewalk if they don't have sidewalk. This gives them an
opportunity to do it under an L.I.D. (Discussion on where there is
asphalt vs concrete. At a previous meeting the council had decided
that they could put down any type of paving material and it would be
satisfactory.)
Jean Baird was at the meeting to ask about sidewalks to be put in front
of some existing houses by Lincoln School. Glen mentioned that
sidewalk ie needed on North 5th West. The mayor stated that this
sidewalk L.I.D. would not force them to put in sidewalk, but they could
get on the L.I.D. if they so choose.
A motion was made by Kay Beck to adopt Resolution 96.3 to start an
L.I.D. seconded by Nyle Fullmer. Unanimously carried.
RE: ORDINANCE 793 PASSED SIDEWALK L.I.D. 29

Kay Heck moved to pass Ordinance 793, sidewalks, L.I.D. 29. Nyle
Fullmer seconded the motion. A11 aye.
Hyrum Conrad, who is going to do some grant writing, was at the meeting
to meet with the council after this meeting.
A motion was made by Nyle Fullmer and seconded by Kay Beck to approve
the bills. All Aye
RE: GRACE BAPTIST CHURCH REQUEST FOR SIGN

Rev. Richard Hartman o£ the Grace Baptist Church was at the meeting to
ask about putting up a sign on 4th South. They have permission from
the property owners to put up a directional service sign in order to be
visible to the public passing by, it would have to be out in the
right-a-way. He was asking the city council to give permission for
them to do that. It is right next to the Chamber on the same side of
the street. Glen suggested that he would need to meet with P&Z and let
them make a recommendation.
RE: BANNERS ON MAIN STREET

Glen told the council the Power Company gets requests all the time to
put banners across Main Street. The Power Company has a real problem
because if they put it on light poles, if you get the wind it puts a
lot of stress on the light pales and they are not built to do that. If
the banners are put on the poles they will get tangled in the lines.
He had talked to the Utility and they have agreed that if the city
finds a place, they will put a couple of poles specifically for these
banners to be tied to if someone will work with them to find a
location. It was suggested that they work with the chamber to find a
place for the poles.
