A motion was made by Bruce Sutherland and seconded by Kay Beck to
approve the minutes. All Aye
RE: BEER SALES ON SUNDAY

The mayor told the group that since the last meeting when the issue of
beer sales on Sunday was discussed, we had checked with seven different
cities and all sell beer on Sunday except St Anthony. Idaho Fa11s has
restricted hours that they allow beer to be sold. The council needs to
decide if they want to change the ordinance. Farrell Young asked if
there would be any value in getting a survey? Kay Beck had called the
Chamber and asked them what they had heard from tourists and Sunbirds
about beer sales on Sunday, Donna said the issue had not come up last
year while ehe had been with the Chamber. Nyle Fullmer had a call from
a lady from Rigby that said she liked to shop in Rexburg on Sunday and
would like to be able to buy beer.
Rod Abraimowski, Manager of Albertsons, stated that it has become an
issue. The news media did a survey at his store and two people were
for the Sunday beer sales and two people were against Sunday beer
sales. He did not advocate Sunday beer sales. He did feel that it was
unfair to let two businesses sell beer on Sunday and the rest of the
businesses were not allowed to. He felt we should de-annex them or
make it fair. Right now it is an unfair situation.
Susan Wilson, Manager of Maverik South Main Street- She felt it was a
business issue. She had complaints from tourists who think it is
strange that we don't sell beer on Sunday. It ie good business. She
would like to see all the businesses make money from Sunday Beer sales.
Bob Carlson- Rexburg Food Center- They are not open on Sunday. It is
the hardest thing to tell people on Election Day they can't sell beer
so he knows what it would be like on Sunday. It isn't fair to let some
businesses sell beer on Sunday and others can't. It is a business
issue.
Nile Boyle stated we need to make an attempt to get public input and
put it on the agenda. We could write up a sample ordinance and put it
on the agenda three times for three readings.
RE: UPDATE ON BUSINESS PARK

Update on Renewal Project. The project is completed. Things in the
Business Park are about finalized. The infrastructure is about
complete. We are within $2000 of the grant.

RE: RESOLUTION 96.01 YOUTH & FAMILY RENEWAL CENTER GRANT APPLICATION
APPROVED
TOPIC: (20,83,RE5,96.01, YOUTH & FAMILY RENEWAL CENTER,GRANTS)
The mayor read Resolution 96.1 "A RESOLUTION TO SUBMIT AN APPLICATION
FOR AN ECONOMIC DEVELOPMENT GRANT TO ASSIST IN THE ESTABLISHMENT OF THE
YOUTH & FAMILY RENEWAL CENTER PROSECT BY PURCHASING LAND AND BUILDING
LOCATED AT 299 EAST 4th NORTH, RERBURG, IDAHO." This will not obligate
the City at a11. Hopefully they will be able to hire 30 to 35 jobs.
A motion was made by Glen Pond to pass Resolution 96.1 and authorize
the mayor to sign it. Seconded by Nyle Fullmer. All Aye.
RE: WOOD STOVE INSPECTIONS BY GORDON HARROP APPROVED

Spence Larson was at the meeting. He told the council that he had a
request from Gordon Harrop to conduct on a private bases inspection of
wood stoves. He would carry his own liability insurance. He had
talked to the city attorney about it. Stephen will draw up the papers
so the city will not be liable. The Fire Code deals little with wood
stoves. A motion was made by Glen Pond to let him go ahead based on
the Legal Opinion provided the City and Fire District has no
liability. Seconded by Nyle Fullmer. A11 Aye
RE: RESOLUTION 96.02 DESTRUCTION OF RECORDS - PASSED

Resolution 96.2 Authorization for Destruction of Records. The mayor
read the records for destruction. (on file) A motion was made by Bruce
Sutherland and seconded by Kay Beck to authorize the City Clerk to
destroy the records listed on Resolution 96.2. All Aye.
Glen Pond asked the mayor if we had heard anything on the Irrigation.
Ray Rigby has been out of town but is now back and they will work on it.
Introduction of scouts.
RE: CIVIC CLUB PLANS TO BEAUTIFY GROUNDS AROUND THE TABERNACLE
TOPIC: (20,83,,,CIVIC CLUB,TABERNACLE,PIONEER PARK)
The mayor received a letter from the Civic Club. They have chosen to
beautify the grounds around the Tabernacle Civic Center. They want to
fence the north side of the building and this area will be called
"Pioneer Park". It will be landscaped with a Pioneer theme and will
provide a resting place with picnic benches. Lights will be added to
the Park to beautify and to add safety from vandalism.
A motion was made by Glen Pond and seconded by Kay Beck to pay the
bills. All Aye
A motion was made by Nyle Fullmer and seconded by Glen Pond to
adjourn. All Aye.
