A motion was made by Kay Beck and seconded by Farrell Young to approve
the minutes. All Aye
RE: SELLING OF USED BOOKS

Under items added to the agenda. Sue Emmons was at the meeting to
inquire about selling used books. She had talked to the library board
and they told her to talk to the city council to get their support.
She indicated that this would cost money not just a pat on the back.
She wondered if this could be done through the Friends of The Library.
The librarian from Madison County Library explained they were trying to
organize a Friends of the Library or a Foundation Group to sell used
books from the library once or twice a month.
The mayor stated that the city would give our support to help but we
would not have any tax money to put into it.
RE: NEW PHONE SYSTEM APPROVED

The mayor gave the council a handout explaining proposals for a phone
system for the city explaining bids with the breakdown of the
differences that Richard had prepared. One of the bids for the net
annual cost is around $400 because we now have ten lines and if we get
a new system that will transfer calls back and forth we can get by with
five phone lines instead of ten. The amount saved is $1764 a year and
the savings on that will pay for the new phone system. Richard had a
preference for E.C.S.I. The mayor felt we needed to keep it user
friendly. This won't affect the budget. A motion was made by Kay Beck
to approve the new phone system. Seconded by Farrell Young. All Aye.
RE: ORDINANCE 785 - NATIONAL ELECTRICAL CODE - PASSED

Mayor Boyle read Ordinance 785 adopting the 1996 National Electrical
Code. AN ORDINANCE ADOPTING THE NATIONAL ELECTRICAL CODE, 1996
EDITION, REGULATING AND CONTROLLING THE DESIGN, INSTALLATION, QUALITY
OF MATERIALS , ERECTION, INSTALLATION, ALTERATION, REPAIR, LOCATION,
RELOCATION, REPLACEMENT, ADDITION TO, USE OR MAINTENANCE OR ELECTRICAL
SYSTEMS, WIRES, CIRCUITS, MOTORS, OR OTHER MISCELLANEOUS ELECTRICAL
EQUIPMENT IN THE CITY OF REXBURG, PROVIDING FOR THE ISSUANCE OF PERMITS
AND COLLECTION OF FEES THEREFORE; REQUIRING COPIES OF SAID CODE TO BE
KEPT IN THE OFFICE OF THE CITY CLERK; PROVIDING FOR A PENALTY FOR THE
VIOLATION OF THIS ORDINANCE AND FOR SEVERABILITY; AND REPEALING ALL
ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH AND PROVIDING
WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE.
A motion was made by councilman Kay Beck and seconded by Glen Pond that
the rules requiring an ordinance of a general and permanent nature to

be read on three occasions be dispensed with and that said ordinance be
numbered 785.

Ordinance 785 was then placed before the council. The mayor then
called for the voting for final passage of the ordinance, and the
motion was made by Kay Beck and seconded by Glen Pond that ordinance
785 be passed.

The roll showed all councilmen present voting "Aye" carried, the mayor
declared that the majority of all the members of the city council had
voted for the passage of said ordinance was duly and regularly passed.
Mayor Boyle declared the motion carried.
RE: AERIAL PHOTOS DISCUSSED
TOPIC: (20,80,,,AERIAL PHOTOS)
Aerial Photos taken by Forsgren Associates as part of the G.I.S.
system. Joe was not at the meeting to explain them. Stephen Zollinger
explained which were negatives, blue prints and photos. At Planning &
Zoning there was some interest of some of the members purchasing the
photos. We need to think about establishing how much we want to sell
them for or if we want to be in the business of selling them. He said
the cost of the photos was about $25 each and the cost of the blue
prints are about $3 a sheet.
RE: BUSINESS PARK UTILITIES

Report on the Business Park Utilities. There will be a meeting Friday
to do some planning for the Day Care power. The Architect is finishing
the plans for the Day Care.
RE: YOUTH & FAMILY RENEWAL CENTER

The mayor told the council he and Rose had been over to the Youth &
Family Renewal Center which is in the old Amdahl Building for the open
house. They will be opening tomorrow.
RE: GRANT WRITING DISCUSSED
TOPIC: (20,80,,,GRANTS,CONRAD*HYRUM)
A discussion on Grant Writing. Marsha discussed that she had talked to
Hyrum Conrad who does Grant Writing. He knows the avenues to take to
get grants. She wondered if the council was interested in hiring
someone to do the grants? Glen wondered if he would be interested in
doing it on a per cent basis. The mayor stated that there is a lot of
grants available. The mayor suggested that we have him come in and
visit with the mayor and Marsha's committee. Discussion the bike
path. Glen suggested that we need a project like Idaho Falls has with
the Duck Project to raise money to help pay the money needed from the
city.
RE: MANAGEMENT OF GOLF COURSES
TOPIC: (20,80,,,GOLF COURSE,GOLF BOARD)
Marsha told the council she had been asked about he management of the
Golf Course. The mayor told her it was managed by the Golf Board but
the city and county are responsible for it. A11 the golf fees are run
through the city which is audited. The city also goes out to the golf
course periodically and does audits of the money taken in.

RE: SNOW REMOVAL AT THE BUSINESS PARK

Kay explained the plowing of snow at the Business Park.
A motion was made by Glen Pond and seconded by Kay Beck to approve the
bills. A11 Aye.
