A motion was made by Glen Pond and seconded by Farrell Young to approve
the minutes. All Aye
A special City Council meeting will be held on November 8, at 7:00 A.M.
to canvass the votes.
RE: PROPOSED CHANGES TO ZONING ORDINANCE EXPLAINED
TOPIC: (20,54,,, ZONING ORDINANCE)
John Millar was at the meeting to explain the proposed changes to the
Zoning Ordinance which are housekeeping items as recommended by the
P&Z. (discussion on Industrial Zones) A motion was made by Bruce
Sutherland and seconded by Kay Beck that we proceed with the Public
Hearings to make these changes in the Zoning Ordinance. All Aye
RE: EMPLOYEE COMPUTER SOFTWARE
TOPIC: (20,54,,, CITY EMPLOYEES,COMPUTERS)
Employee computer Software- Richard gave handouts to council to explain
costs and discussed it. After checking the licensing from the company
that sells software, the company told him we could buy the software at
these prices. If the department head feels it is directly related to
the employee's job and it can fit into their budget then the department
will purchase the programs to put it on the computer at home and
require the employee to do some work on it and also the employee will
take advantage of learning it at home rather than learning it at work.
At these prices one day spent on the computer will pay for the program
and anything past that would be a savings to the city.
Glen asked if an employee is not interested in computers and his fellow
worker is interested in computers, what benefit will you offer the
employee that is not interested in computers to compensate? Richard
stated that the interest in computers is a benefit to the city. It is
a direct benefit to the city to have an employee learn at home. Glen
asked if the employee is interested in the computer wouldn't he buy the
software? Richard told him they are spending from $2000 to $3000
each. Quite often the computer will came with a simple word processor
and simple spread sheet but they are not nearly enough to do the job at
work. A lot of them would then get a cheap package for $10 or $15 or
use the one that comes with windows and it wouldn't be something they
would need for work. It is a way to get the employees more into
computers. Discussion on the Tutor time. A motion was made by Farrell
Young and seconded by Kay Beck to accept the proposal as written. (copy

RE: EGREE WINDOWS
TOPIC: (20,54,,, EGRESS,APARTMENTS,RICKS COLLEGE,BASEMENTS,INSPECTIONS)
Egress Windows- (copy of old Ordinance handed out) Joe told the council
he wanted to make the council aware of some problems we are up against
in doing the evaluations on the buildings. We have been asked
generally by the college to look at the various residential units. We
have had several requests by students and parents. The things they are
finding that they want to discuss are Egress Access windows out of
basements and the number of exits and stairways that we seem to have
problems with. (attached a copy of pages from U.B.C. on egress windows
and exits and stairways which Joe discussed). They usually see windows
3' x 3' in most of the older homes. If we enforce the ordinance most of
the basement apartments in town will not be in accordance with this
ordinance and we will not be able to issue them a certificate of
inspection which will create a lot of problems.
Joe had talked to Acor that does the sawing of these basement walls to
see how much it will cost to put in an egress window from a basement
window and they say if it is a three sided cut the cost is about $150
and if you have to make a four cut the cost is about $250 with complete
installation of new window and window well the cost is $800. Glen
stated that if you do that to an existing window you will have to
refinish that wall.
Exits required- A lot of apartment units in town have the one set of
stairs going up in the center of the apartment unit and then the long
exterior corridors down the side to the various apartments. If we
enforce the ordinance those would not be in conformance with the
U.B.C. When it comes to safety items nothing is grandfathered. Dee
Owens stated that it is a safety concern. The mayor stated he had
parents tell him they were worried about the safety, but it will be
expensive for people to make the changes.
Glen stated that basically all the homes that have students in them
would be forced to upgrade. Joe told the council that our own
ordinance requires the inspections. The only time we do the inspection
is when someone requests it. This ordinance was passed at the request
of the college. (discussion) It was decided that the council will study
it and table it to the next meeting.
RE: RESOLUTION 95.13 PASSED - BLOCK GRANT FOR 7TH SOUTH
TOPIC: (20,55,RES,95.13,BLOCK GRANTS,GRANTS,7TH SOUTH)
Resolution 95-13 A resolution to submit an application for an Idaho
Community Development Block Grant to Assist in the Construction and
Reconstruction of 7th South Street. That the City Council also
authorizes Nile L. Boyle, Mayor of Rexburg, to sign and execute the
Application and associated documents. A motion was made by Bruce
Sutherland and seconded by Glen Pond to pass Resolution 95-13. All Aye.
RE: IRRIGATION MEETING TO BE HELD
TOPIC: (20,55,,, IRRIGATION,REXBURG DITCH)
The mayor told the council there will be a meeting with the people on
the upper ditch and Ray. Rigby on November 16, at 7:00 P. M. they want
to meet with the Irrigation Committee to go over the water rights.
RE: WELL NORTH OF TOWN
TOPIC: (20,55,,, WELLS,1000 NORTH,WATER TOWER,PUMP HOUSE)
The mayor told the council that there is an acre of ground at 1000
North where we dug the well. In two or three years we need to build a
water tower. DeLynn would like to buy one acre of land in the front
and sell the pump house and build a building out there. There is land
behind that property we could look into that.
RE: MAGISTRATE COURT
TOPIC: (20,55,,, MAGISTRATE COURT)
We got a letter from the County Commissioners regarding the Magistrate
Court Clerk. We need to respond. The council authorized the mayor and
city attorney to respond to the letter.
RE: C.P.R. CLASSES
TOPIC: (20,56,,, C.P.R. CLASSES,CITY EMPLOYEES,SAFETY,TRAINING)
C.P.R. classes will be held at the city hall next Monday - one class
in the morning and one in the afternoon.
RE: G.I.S. CONSULTING SERVICES
TOPIC: (20,56,,, G.I.S. CONSULTING SERVICES,MAPS,COMPUTERS)
Richard handed out a information book from Power Engineers Incorporated
regarding "G.I.S Consulting Services". He explained the need for it.
It would be an advantage to be able to up date our maps and keep them
current and to be able to keep the information assessable to us in our
office. Power Engineers does not do any engineering, but their
expertise is taking the information the engineers put together
assessable to us on computers, particularly the mapping. These
consultants will help us jump some hoops to make sure that we don't do
things twice and make it assessable to us. They will help us look at
what we are doing already with paper maps and other files and link it
together. (discussion) It was decided to have a committee with
Richard, Joe, Glen, Kay and Bruce to study and discuss it and report
back at the next council meeting.
A motion was made by Bruce Sutherland and seconded by Kay Beck to pay
the bills. All Aye
