Bob Leaman from the Soil Conservation office was at the meeting. He
gave everyone a handout. (attached) He discussed some possible
alternatives for the Rexburg Ditch. There is flood irrigators on the
upper end of the ditch. There are 129 acres on the upper end and 45 of
that is sprinkled. You need a pretty good stream of water to get
across the ground. Based on the type of soil down to Gene Palmers pump
he guessed there was about 40% lose. Just from the river to the Moody
road it probably only looses 20%. The further you go the more water
you loose. He discussed the alternatives in the handout.
I£ the water was transferred to Woodmansee Johnson Canal as Gene Palmer
asked about, the canal would have to be enlarged and so it would cost
about 50 cents to a dollar a foot. It is a long canal, several miles.
That would be an option. Gene said when that subdivision is full they
planned on filling that ditch. He has a 2 1/2 acre play ground he had
planned to continue to water. Mr Leaman stated that out of those that
get water from the Rexburg Canal, there is a couple that sprinkle
irrigate and about three that flood irrigate. For some reason they
don't need that amount of water all the time to flood irrigate. The
sprinkler systems could be designed where they use them five days a
week. If someway they could trade water within the system so an even
amount went in the system. The mayor asked if a permit would be need
if the water was transferred to the Rexburg Irrigation. Mr Leaman said
there would be a number 404 permit required, it would just be a water
carrier agreement.
The costs on the handout is what it would cost both the city and
irrigators to upgrade the system. We need to show to the state on
paper that we are doing something with the water. Discussion on lining
ditches. The mayor stated that we need to get the water through more
efficiently and also recharge the aquafer. Gene Palmer said that ditch
has not had a machine in it for years to clean it out. The mayor
stated that we had never charged for the water to make anything more
than the costs.
The mayor told the group that besides the costs on the handout, we have
$12,000 in Ajudification cost to pay. J. D. said it is $6000 for the
ditch and the rest is the city costs.
Gene questioned if it was a possibility for everyone to take the water
out of the river? Mr Leaman said they thought that was the most
realistic and cheapest option. Maybe the 404 permit would not be
needed. He said he had to advise the city to check into it.
Discussion on Storm Drainage and if the ditch was filled in where would
the water go. Gene stated that as an example the canal from his play
ground on around would have to be left open because all the land above
it drains into it.
Mr Leaman said his recommendation was to look into having pumps out of
the river and break it down into to several smaller systems. The mayor
stated he thought we should give them their share of water and get out
of the Rexburg Ditch all together. To give them what they need and we
keep the balance. Gene Palmer stated that the city needs to look at
the agreement. He claimed that originally the farmers owned the water
and gave it to the city. The mayor stated that what bills the city
incurs, they will pass it on to the irrigators, so he felt it would be
better to give it back to the farmers. Gene felt there should be an
agreement on record.
Council had to leave meeting for regular City Council.
Council reconvened after Council.
Jim Flamm recommended that we give the water to those that are legally
entitled to it and lease the balance. We need to find out how much
money it will cost to deed the water back to the farmers and get out of
the water business and lease the balance of the water to the highest
bidder. Glen Pond stated that it was not that easy. The mayor stated
that we need to let the farmers know how much it will cost and that we
will charge them for the costs.
Nyle Fullmer felt we should give them the options and tell them what it
will cost. Kay thought we should get a bid for cleaning the ditch.
