Hancock Joe Laird Richard Horner In the excused absence of Mayor Nile Boyle Glen Pond presided over the meeting. Pledge to the flag. Introduction of scouts. A motion was made by Bruce Sutherland and seconded by Kay Beck to approve the minutes. RE: DISCUSSION OF REVISION OF RESOLUTION 95.01 - STANDARDS & SPECS FOR STREETS, WATERLINES, SANITARY SEWERS AND STORM DRAINS. TOPIC: (19,86,,,RESOLUTIONS,STREETS,WATER,SEWER,STORM DRAINS) Revision of Resolution 95.01, adopting standards and specifications for streets, waterlines, sanitary sewers and storm drains. Joe Laird read through this resolution and discussed it with revisions. (copy) on file. (discussion) After discussion, it was decided to bring back final proposal to the next council meeting. RE: DISCUSSION OF NAME CHANGE - TECHNOLOGY WAY BACK TO 4TH NORTH TOPIC: (19,86,,, TECHNOLOGY WAY,4TH NORTH,STREETS) Street name change- to change "Technology Way" back to 114th North". Glen stated everyone is probably aware of the problems we created by changing the name to Technology Way. The reason we changed it to Technology Way apparently moved out. A motion was made by Jim Flamm to change the name back to 114th North" with a positive agreement of the people on the street. Seconded by Bruce Sutherland. All Aye J. D. Hancock told the council, they would need to do it by ordinance. RE: STREET LIGHT UPGRADE PROPOSAL: MOTION PASSED TO UPGRADE SOME LIGHTS TOPIC: (19,86,,, STREET LIGHTS,HONEYWELL,ENERGY) Street Light Upgrade proposal cost. Nyle Fullmer had turned over a list of seven lights to have the lights upgraded to greater wattage. We got the cost figures from the utility. They looked at replacing the street lights with a 250 watt head. There are six that are 70 watt lights and one 250 watt light that will be up graded. The cost to do that is $1955. You will increase your monthly fee of $1.71 from the 150 watt and $2.73 from the 70 watt light. If you want to do that we can have them go ahead. If we increase the wattage, it will probably give us enough light without having to put additional street lights in. Kay Beck asked if this street light upgrade would be in the proposal from Honeywell? Kay thought we should wait until they are finished with their study. Nyle said he disagreed, additional lighting needs to be in those intersections. They haven't even started on the lighting survey yet and he felt we need the light. Kay argued that he thought it was silly to pay $1900 and have Honeywell come in and say we have to do it different. Nyle stated that we have already admitted we have a problem there and about the time we have another accident there, $1900 will be pretty cheap. Kay did not think we were obligated on an accident to have light of any sort there. A motion was made by Nyle Fullmer to go ahead and up grade the lights. Jim questioned if Honeywell would upgrade the lights and how long until they would be finished? Richard said they would cover the efficiency of the lights but would not cover how much light we need. Kay stated he did not think they know or that we know. As far as an obligation, most cities are not putting in bigger lights, they are cutting them out. Glen stated that he did not know if that was right, they are not cutting out street lights, they are changing them to more efficient lights. You won't find as much light on freeways and divided highways as you have in the past. You will find in cities in fact are increasing their lighting. Jim felt we should put the most efficient lights in, Honeywell isn't going to change that. When Honeywell does it we will pay the bill anyway. Bruce seconded the motion. All voting aye except Kay Beck voting nay. RE: TRAFFIC SIGNAL REPORT TOPIC: (19,87,,, TRAFFIC) Joe handed out a copy of a Traffic Signal Report for the council to review. RE: ORDINANCE 768 PASSED - AMENDING ANNEXATION ORDINANCE TOPIC:(19,87,ORD,768,ANNEXATIONS,CLINGER) Glen read Ordinance 768. Amending annexation ordinance correcting the property description for the property South of the city and the Clinger property. To get this on the tax roll for 1994, we need to get it amended and corrected. J. D. called the state and before January 31, they are going to allow us to amend the previous ordinance with the descriptions and still allow us to get on the tax rolls this year. AN ORDINANCE AMENDING ORDINANCE NO 768, CORRECTING THE LEGAL DESCRIPTIONS OF THE LANDS ANNEXED TO THE CITY OF REXBURG, IDAHO: AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. A motion was made by councilman Bruce Sutherland and seconded Nyle Fullmer the the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 768. Those voting Aye: Jim Flamm Nyle Fullmer Bruce Sutherland Kay Beck Farrell Young Jim discussed his concern that we annexed by Spuds to the center of the road, so we plow part of the road and the county plow part of the road. How do we straighten that mess up? Joe explained the annexation and the only problem we have is at the interchange area. We used the existing property descriptions from the people. Bruce felt we could work it out. Glen said we can't change this ordinance. If we want to change it we will have to go back and redraft it and it won't get on the tax rolls this year. Ordinance 768 was then placed before the council. The acting mayor then called for the voting for final passage of the ordinance, and the motion was made by Bruce Sutherland and seconded by Jim Flamm that ordinance 768 be passed. Those voting aye: Bruce Sutherland Jim Flamm Nyle Fullmer Kay Beck Farrell Young The roll showed all councilmen present voting "Aye" carried, the acting mayor declared that the majority of all the members of the city council had voted for the passage of said ordinance was duly and regularly passed. Glen Pond declared the motion carried. RE: HONEYWELL PROPOSAL DISCUSSED TOPIC: (19,88,,, HONEYWELL,ENERGY) Jim Flamm discussed the Honeywell proposal. Are we going to get any more proposals other than just Honeywell? Richard told the council we are advertising for proposals, he did not know if anyone else would submit a proposal. Jim stated that what they are doing is all well and good, he is acquainted with their program. He wondered if we could hire someone local to do the same thing? Nyle felt we would be hard pressed to get someone to give you a money back guarantee. Glen suggested that we could call Intermountain Gas and Utah Power and Light and see what resources they have. RE: FIRE DEPARTMENT HIRING TOPIC: (19,88,,, FIRE DEPARTMENT) Nyle Fullmer reported about the Fire Department hiring. They have a lot of applications for Fire Chief. Glen reported that Gordon Tychsen has given his resignation as of May 1. A motion was made by Bruce Sutherland and seconded by Farrell Young to pay the bills.
