The mayor reminded the council about the Impact Zone Public Hearing on
January 5, at 7:00 P. M.
RE: REPORT ON NORTH 2ND EAST TRAFFIC PROBLEMS AND TRAFFIC LIGHT

Joe gave a report on the North 2nd East Traffic Signals. Just before
Christmas, we had the district traffic superintendent come and look at
the signals on that street. They said apparently drivers are spacing
their cars so they don't run into each other when they stop. In so
doing we end up with no gaps in the traffic after a little way. Instead
of being platooned as they usually come from a traffic signal in waves
and leaving gaps, everyone is spacing out nice and even. They
mentioned that as a problem. They suggested that we put more cinders
on the streets to lesson the amount of slickness. We didn't resolve
anything on traffic signal issues. They are going to have a traffic
signal specialist from Boise come over on January 18 and try some
different settings and check to see if interconnecting of the signals
together, does any good.
Bruce asked if they said anything about getting a traffic light on 2nd
North? Joe said they talked about doing some traffic counts for some of
the intersections in that area this summer. So many people go down to
first north to go on 2nd East where there is a traffic signal, that it
might not show that it warrants a traffic signal. They talked about
adding detectors on 2nd East as well as the side streets that feed into
2nd East. Joe asked the council to let him know any other problems they
have with signals. The council mentioned 5th West and Main and 2nd
South and 2nd West, the one by the courthouse, and also Center and
Main.
RE: RESOLUTION 95.02 RAILROAD CROSSING AGREEMENT FOR CROSSINGS AT WEST
2ND SOUTH AND WEST 2ND NORTH PASSED

Nile read Resolution 95.02 A Railroad Crossing Agreement for the
crossings. Joe explained we approved an agreement for 2nd North and
2nd South a few months ago, covering our share of their expenses in
reviewing plans for the design of the railroad crossings. Now the
railroad crossing program has changed so we can get engineering
expenses at their expense under a new program. They have suggested
that it would be more financially beneficial for us if they took over
managing the engineering and everything. We have a new agreement for
it.
Resolution 95.02 would give the mayor approval to sign the agreements
with the state. A motion was made by Jim Flamm and seconded by Bruce
Sutherland to pass the resolution. All Aye.
RE: DISCUSSION OF RESOLUTION 95.01 FOR SEAL COATING, STREET STANDARDS)

Resolution 95-1- Seal Coating Resolution/Standards/Specification
Drawings for Streets/ Waterlines/ Sanitary Sewer and Storm Drains. The
council discussed it and felt they should table it and study it and
talk it over with Dave, DeLynn and Farrell.
RE: A.I.C. PUSH TO INCREASE REVENUE SHARING

The mayor discussed that the A.I.C.'s number one push with the
Legislature is to increase Revenue Sharing. They would like us to
either pass a resolution or the mayor to write a letter. If the state
would increase to the cities and counties, their share of Revenue
Sharing either through gas tax or sales tax distribution, we would not
had to raise the Franchise Tax that high to get enough money to do our
streets. A motion was made by Jim Flamm that we draft a resolution and
have everyone sign it and sent it to them. Seconded by Bruce
Sutherland. All Aye.
RE: STREET LIGHTS THAT ARE OUT

The mayor had a list of street lights that were out, he would give the
list to Utah Power.
RE: FIRE IN GARBAGE TRUCK FROM HOT CINDERS

The mayor told the council we had a fire in the new garbage truck. The
Washington School had put hot cinders in their dumpster. The truck
driver dumped the truck in front of the Fire Department. There are
some additional costs incurred and we will bill the school district.
This last week we interviewed for a job in the Water Department and the
question of residency came up again. J. D. gave out a copy of a case
in Payette. We need to decide whether to include that in the manual.
The Fire Committee will be interviewing on the 14th beginning level
Fire Fighters.
RE: DOWNTOWN PARKING LOTS DISCUSSED

Kay stated that there had been a question on the downtown parking lots
that were done with an L.I.D. Who paid for them and who has access to
them. They will study it and make sure it is fair.
RE: SNOW REMOVAL FROM BUSINESSES THAT MOVE IT INTO THE STREETS

Brooke Passey asked about snow removal from businesses that move it
into the street. It was decided to talk to the owners and work with
them so they would not move it into the street.
A motion was made by Bruce Sutherland and seconded by Jim Flamm to
approve the bills. All Aye
