State of Idaho) County of Madison( City of Rexburg) Present were: Mayor: Nile Boyle Councilman: Jim Flamm Glen Pond Kay Beck Farrell Young Nyle Fullmer Bruce Sutherland Pledge to the flag. A motion was made by Jim Flamm and seconded by Nyle Fullmer to approve the minutes. All Aye Introduction of scouts. RE: LONGEVITY INCENTIVES FOR EMPLOYEES TOPIC: (19,50,,,EMPLOYEE COMMITTEE,LONGEVITY INCENTIVES) Roy Klingler, representing the Employee Committee was at the meeting to present a proposal to the City Council from the City Employee Advisory Committee concerning longevity incentives for employees. (copy on file) copies given to the council. Glen Pond made a motion to recommend that all the council look at the proposal and we make a decision at the next council meeting, seconded by Nyle Fullmer. All Aye RE: 2 HOUR PARKING ON REED AVENUE APPROVED TOPIC: (19,50,,,PARKING,REED AVENUE) The mayor reported that at the last meeting we discussed the student parking on Reed Avenue. We have a petition signed by the residents on that street requesting 2 hour parking between 8:00 A. M. and 3:00 P.M. Monday through Friday. (on file) Glen asked if it would be possible to patrol it. Nile felt that if they give a few tickets it would work. He thought it would work on College Ave, but we have not talked to everyone. A motion was made by Kay Beck that we post that street with 2 hour parking signs between 8:00 A. M. and 3:00 P. M. from Monday to Friday. Seconded by Jim Flamm. All Aye except Nyle Fullmer voting nay, he felt it would be too hard to enforce. RE: NEED FOR 20 NEW STREET LIGHTS TOPIC: (19,50,,,STREET LIGHTS,BUDGET,P & Z,SUBDIVISIONS) The council was all given a survey with a list of street lights. There were more than 20 lights needed. Richard told the council each light cost $1500 each so it would cost $30,000 in street lights plus the monthly charge. Farrell Young suggested that we do two or three a year. The mayor asked Nyle Fullmer to work with the police to prioritize the lights needed. Glen Pond stated that Planning & Zoning needs to make sure the developers put in lights in new subdivisions. RE: DISCUSSION OF HAVING A CONCESSION SHACK IN SMITH PARK TOPIC: (19,50,,,SMITH PARK,CONCESSIONS) A lady was at council to request putting a concession shack in Smith Park. She has done the concessions at Community Park. J. D. Hancock stated that in Restrictive Covenants for Smith Park it will not allow it. The property was donated by the church with restrictive covenants. The council felt there would be no problem if she wanted to sell from the curb, but she could not have a permanent vending structure. It would have to be taken in and out. ~i RE: GARBAGE REGULATIONS, ETC. TOPIC: (19,51,,,GARBAGE) There have been some questions that have come up in the City Hall about garbage. Recent Garbage Ordinance stated $20.00 extra charge for extra pick up for any container. 1) Should that remain that way for 90 gallon containers? The mayor explained the problems that have come up. The council agreed that if it costs that much to go back and pick up the garbage, everyone will have to pay $20. 2) What if we empty it twice in one stop? Council felt that we should play it by ear. If someone is consistent with the problem, we will deal with it at that time. 3) Allow one 90 gallon container every week and one every other week? The council decided it was either one way or the other. RE: FALL CLEAN UP FOR TWO WEEKS APPROVED TOPIC: (19,51,,,FALL CLEAN UP,STREET DEPARTMENT,YARD WASTE,GARBAGE) 4) Should street department pick up leaves? Should we charge for it? (discussion) A motion was made by Nyle Fullmer that the city should pick up the yard waste this fall for two weeks and do it again in the spring and establish the hard costs and then look at it again next fall. The yard waste will need to be in bags on the curb. Seconded by Farrell Young. All Aye RE: PROPOSAL FOR CONNECTING 4TH NORTH TO BARNEY DAIRY ROAD BETWEEN AMDAHL AND THE GALLERY LAB TOPIC: (19,51,,,BARNEY DAIRY ROAD,4TH NORTH,AMDAHL,GALLERY LAB, STREETS) Joe Laird gave a hand out and a map with a proposal for connecting 4th North to Barney Dairy road between Amdahl and the Gallery Lab. (on file) He wanted the council's feeling on projecting it through. The Barney Dairy road would be changed so the main flow would be to the north east and come into 4th north, instead to the south west as it presently goes. The main idea is getting a through street into that area south of the river that you could call some sort of an arterial. There is really not an east/west road. The preliminary plat could be changed to accommodate this road, if the developer were willing to do that. Glen stated that it was an excellent proposal and the council agreed. It is worth pursuing. RE: RESOLUTION 94.10 PASSED - AUTHORIZING APPLICATION FOR A GRANT FOR THE INDUSTRIAL PARK TOPIC: (19,51,RES,94.10,GRANTS,INDUSTRIAL PARK,ECIPDA) Ted Hendricks- He had prepared an Authorizing Resolution No. 94.10. "A resolution to Submit an Application for an Economic Development Grant to Assist in the Construction of Water and Wastewater System Improvements for the Rexburg Business Park, Including Main Waterlines and Wastewater Collection and Transmission Lines." This authorizes the mayor to execute all documents for the application. ECIPDA would prepare the papers and get the mayor to sign. There is also agreements between the business owners and the city that you have to enter into on this particular grant, that documents the jobs and says basically if the jobs are not created and/or retained like they are at present them, the grant money could be subject to being paid back. A motion was made by Glen Pond to approve Resolution 94-10, seconded by Nyle Fullmer. All Aye. A motion was made by Kay Beck and seconded by Nyle Fullmer to approve the bills. All Aye A motion was made by Glen Pond and seconded by Nyle Fullmer to go into executive session to discuss the sale of property in the Business Park. All Aye, After council reconvened after executive session. ~~ A motion was made by Nyle Fullmer and seconded by Glen Pond to advertise for the procurement for professional services. All Aye RE: APPROVAL GIVEN TO LOAN $164,000 TO M.E.D.C.O. TOPIC: (19,52,,,M.E.D.C.O.,REVOLVING LOAN FUND,BUDGET) A motion was made by Nyle Fullmer to lend M.E.D.C.O. $150,000 plus $14,000 for an Enterprise fund for a total of $164,000. Seconded by Jim Flamm. All Aye RE: DISCUSSION OF BUYING OR LEASING SNOW GRADERS TOPIC: (19,52,,,BIDS,GRADERS,SNOW REMOVAL,ZOLLINGER*JACK,STREETS) Mayor Boyle discussed that we have approved the city to buy two graders and we have bid this out. We have talked to Jack Zollinger about signing a contract for them to use their grader for snow removal in the winter. They would contract to plow snow when it snowed anytime of the day or night until the contract is terminated, instead of buying two graders. The council felt like that would be a good idea to back off and buy one grader and lease one. A motion was made by Nyle Fullmer to authorize the mayor to sign the lease with Zollinger for the snow removal with one grader and buy one grader. Seconded by Jim Flamm.
