Hancock, Attorney A motion was made by Nyle Fullmer and seconded by Kay Beck to approve the minutes. All Aye RE: SAFETY WITH WEAPONS DISCUSSED (RICKS COLLEGE) TOPIC: (19,20,,,POLICE,RICKS COLLEGE,SAFETY) Tom Leman was at the meeting to explain an ordinance for Safety With Weapons. They are trying to reduce people from throwing things in the stadium. We need to have a law to enforce the weapon issue. The Idaho Code prohibits carrying weapons on school campus, but does not cover Ricks Campus. They also want to discourage vehicles on sidewalks on the interior campus sidewalks and also discourage skate boards and roller blades on the sidewalks. The college does not want to be responsible for young people injuring themselves. It could be enforced as violation of a city ordinance as a misdemeanor violation. The mayor said if we want to proceed we will have it come up next time as a first time reading. Both J. D. and Blair recommend it. Nyle Fullmer made a recommendation that we proceed with it, the council agreed. RE: ATTORNEY TO DRAW UP WATER & SEWER HOOK-UP FEES ORDINANCE TOPIC: (19,20,,,WATER HOOK-UP,SEWER HOOK-UP) We will need the attorney to draw up an ordinance for water and sewer hook up fees for developments. That will be tabled for the next meeting. RE: STREET CLOSURE BEHIND WATER TOWER DISCUSSED TOPIC: (19,20,,,STREET CLOSURES,WATER TOWER) Report on Street Closure for the street that goes from the water tower down behind the homes. The mayor and Joe went up and looked at it and Blair Heinz said that road was already closed a long time ago. The city has no problem and neither do the people to put something there to keep people from driving on the road. The plats for those lots show that the people own the property clear back. The part they want closed is the back part that does not affect us. We have a right-a-way on the north and the south part to pole line road is closed. The mayor stated that the city doesn't have any use for the bottom part of the road. Glen said we don't have any use for it now, but what about the future. The mayor stated that he will double check on it. If we close the north end, we will have to have another road into the water tower. ~~' l RE: REQUEST FOR PARKING SPOT DENIED TOPIC: (19,21,,,PARKING,APARTMENTS) Kathy Firth requested a parking place. She lives above the Liquor Store in an apartment. She has almost $200 worth of parking tickets from parking in the parking lot next to her apartment. The mayor had told her if she walked across to the other lot on the south, she would not have to pay. She thinks that because the apartments were there before we had those parking lots and they use to be able to park behind the building, that we should furnish her a parking place on the other side of the lot. The council felt that if we give her a parking spot, others will want one. We need to stay away from giving out parking places. They felt she could walk across to the south parking lot. RE: PERMISSION GRANTED TO LOCK RESTROOMS IN PARKS AT DARK TOPIC: {19,21,,,PARKS) Clair Boyle was at the meeting to request that they start locking the restrooms in the parks at 9:00 P. M. or dark. The council felt that they could lock the restrooms at dark. RE: COMPLAINTS: SPEEDING ON CHAD DR, COUNTY RENTING HORSE BARNS TO DOGS TOPIC: (19,21,,,CHAD DR,SPEEDING,FAIR GROUNDS,MADISON COUNTY) Glen stated that he had a complaint from a residence on Chad Drive about the speeding on that street. The mayor asked Nyle to have the police check it. Glen said they would like a speed bump. The people had also complained that on the county property they are renting the horse barns out for dogs. There is a lot of barking. The council felt they should not use them for kennels for college students that have no place to keep their dogs. The mayor said he would talk to the Fair Board about it. RE: VILLAGE GREEN MOBILE HOME PARK - PUBLIC HEARING & ANNEXATION TOPIC: (19,21,,,ANNEXATIONS,VILLAGE GREEN MOBILE HOME PARK, TRAILER COURTS) 8:00 P. M. Public Hearing for proposed annexation to the City for property located on Airport road and known as the Village Green Mobile Home Park, if annexed to the city, the property will be zoned MDR. The mayor reviewed the Annexation Agreement. They gave a copy to Kay Baker and he wanted to make a couple of changes on 3B (b) and on C. Nyle Fullmer questioned if we are setting a precedence by telling him he can hook up to sewer later. The mayor told the council that there is no line there to hook on, if we would have gotten the line there quicker he would have hooked on, but now he has installed 14 septic tanks. (discussion on the agreement) A motion was made by Nyle Fullmer to approve the annexation of the Village Green Trailer Court with the change in the annexation agreement to the read "that when the sewage system is not acceptable with the Health Department they will be required to hook onto the city sewer".
