D. Hancock Pledge to the flag. A motion was made to approve the minutes by Bruce Sutherland and seconded by Glen Pond. All Aye RE: CONCERNS ABOUT APARTMENT INSPECTION ORDINANCE Mayor Boyle told the council the our new Engineer, Joe Laird and Blair Manwaring have some concerns about the new apartment inspection Ordinance, that it might impose a possible liability the way it is written. Old buildings do not meet the regulations. They would like to study it with the attorney for two weeks and then come back with it. Glen Pond recommended that we table it for two weeks. RE: AUDIT Brad Reed and Scott Bond from Rudd and Company presented the audit. Brad gave the presentation. He and Richard, Glen Pond and the Mayor had gone over it in detail yesterday. They gave the audit a clean opinion. They answered some questions from the council and explained the audit. A motion was made by Glen Pond and seconded by Farrell Young to approve the audit. All aye. RE: APPRECIATION GIVEN TO BRAD LILJENQUIST Mayor Boyle expressed appreciation to Brad Liljenquist and thanked him for his four years of service on the City Council. He would present him with a plaque. Glen Pond expressed appreciation for his service. RE: OATH OF OFFICE GIVEN TO NEW ELECTED OFFICIALS The Oath of office was given to Nile Boyle for the office of Mayor for a four year term, Farrell Young, Bruce Sutherland and, Kay W Beck, for the office of Councilman for a four year term. The Oath of office was given by City Clerk Rose Bagley. RE: GLEN POND ELECTED PRESIDENT OF CITY COUNCIL A motion was made by Bruce Sutherland and seconded by Farrell Young to elect Glen Pond as President of the City Council. All Aye RE: RE-APPOINTMENTS OF DEPARTMENT HEADS Mayor Boyle recommended the re-appointments of Blair Siepert as Chief of Police; Rex Larson as Fire Chief; Public Works, Farrell Davidson; City Attorney, J. D. Hancock; Deputy Attorney, Steve Zollinger; City Clerk, Rose Bagley; Finance Officer-Treasurer, Richard Horner; Water Department, DeLynn Edstrom; Waste Water Department, Dave Thibault; Parks and Recreation, Clair Boyle and the new appointment of City Engineer Joe Laird. A motion was made by Glen Pond to approve the appointments of the Department Heads as recommended. All Aye RE: JOE LAIRD, NEW BUILDING INSPECTOR, INTRODUCED TO THE COUNCIL Mayor Boyle introduced Joe Laird, new City Engineer. Joe gave his history. He reported that he had met with Forsgren, the water department, waste water, and streets and public works people. He hoped he could do the best job possible. The mayor reminded the council that there would be a meeting tomorrow morning for the'last day of the seminar with John Luthy. Glen Pond thanked Jim Flamm and Clair Boyle for their effort in putting it together. RE: COMMITTEE ASSIGNMENTS FOR CITY COUNCIL MEMBERS Mayor Boyle read the committee assignments for the city council. (copy attached) RE: SIDEWALKS The mayor assigned Kay Beck to the Sidewalk Committee and felt the council needed to give him some direction as to what we wanted to do with sidewalks. There are a lot of areas that do not have sidewalks and need them. Jim said it is one of the biggest complaints we have, and suggested that the committee was to find ways to get neighborhoods to get excited about putting sidewalks in and finding their own ways and solutions rather than us forcing the solution. Glen suggested that we had discussed that they don't have to have a sidewalk in a straight line, they could be creative. RE: APPROVAL GIVEN TO PURCHASE DUMP TRUCK The mayor told the council Farrell wanted permission from the council to approve bidding and purchasing a dump truck that is in his budget. A motion was made by Bruce Sutherland and seconded by Glen Pond to approve the purchasing of the dump truck with mayor and Finance Officer checking to make sure it is in budget and meets specifications. All Aye RE: RECORDS TO BE DESTROYED The mayor read a list of records to be destroyed that have been kept the required time by Idaho Statue. (attached) A motion was made by Nyle Fullmer and seconded by Jim Flamm to approve the destruction of those records. All Aye RE: DISCUSSION OF EXCHANGE OF PROPERTY WITH WALTERS READY MIX The mayor told the council we have an Ordinance 754 for the exchange of property with Walters. After the ordinance is passed, it will be 60 days before we can record the deed. This will be tabled until the next meeting. A motion was made by Jim Flamm and seconded by Glen Pond to adjourn.
