State of Idaho) County of Madison(ss City of Rexburg) Present were the following: Mayor: Councilman: City Clerk: Attorney: Finance Officer: RE: CORRECT SPELLING OF COMMANCHE Nile Boyle Farrell Young Glen Pond Bruce Sutherland Brad Liljenquist Nyle Fullmer Jim Flamm Rose Bagley J. D. Hancock Richard Horner Mayor Boyle told the council that he had a call from Rick Davis about the spelling on the word Commanche. On the official plat it is spelled with two "M" and he thinks it should be spelled with one "M". Some of the street signs are spelled with two "M" and some with one "M". J. D. said we have to spell it the way the plat shows. RE: HANDICAPPED PARKING ON COLLEGE AVENUE We had a request from the dentist on College Ave to change the Handicapped to a non Handicapped. After checking it we need another Handicapped sign on that street. If we change that one we need to put it at a different location. (discussion) Brad suggested that we put one at the end of the street so it could access Main Street as well as College Ave. Remind the council that there is a Chamber Forum today with Larry Echohawk as the speaker. RE: HOUSING/BUILDING INSPECTIONS The people from the Housing Department at Ricks College called about the College Housing Inspection. Our Ordinance calls for them to be inspected every two years. The mayor felt the Building Inspector/Engineer might not have time to do these. He suggested that we hire someone on a part time bases to do some of these kind of things. RE: FIRE HYDRANT POLICY The mayor asked the council if they wanted to proceed with the Fire Hydrant Policy. Council felt we should proceed. RE: DISCUSSION OF AMENDING THE ZONING ORDINANCE They discussed the amendment for the Zoning Ordinance. It was decided to set a Public Hearing for October 20. RE: DEPARTMENT HEAD MEETINGS There will be a Department Head Meeting every month or every other month. There will be a meeting October 5 at 9:00 A.M. RE: DISCUSSION OF THE APPOINTMENT OF AN ENGINEER/BUILDING INSPECTOR Glen Pond told the council we need to discuss the appointment of an Engineer/Building Inspector. Brad Liljenquist stated that he would like to declare a possible Conflict of Interest and be excused from voting. r' ~~. '? The mayor told the council that at the Legislative Meeting they discussed the two statues for the Conflict of Interest. The mayor discussed the statues with the council. Glen Pond stated the Personnel Committee met last week and interviewed two applicants. They appear to be equal in qualifications. The applicant the committee would like to recommend was chosen based on him having experience with the city and knowing where things are and how things function within the city. This gave him a slight edge over the other candidate. It was the recommendation of the Personnel Committee that we pursue negotiations with John Millar and if those are unsuccessful to proceed with the other candidate. Glen made a motion to let the Personnel Committee negotiate with John Millar and if we are unsuccessful to proceed with the other applicant. Seconded by Bruce Sutherland. All Aye with Brad Abstaining. The mayor stated that either applicant will not be able to start until November 1. RE: DISCUSSION OF SOLID WASTE DISPOSAL The mayor discussed Solid Waste. Dave Rasmussen came in and met with the mayor and Richard. Unless Congress does extent the date for the landfill closure after October 9th, we will have to haul to Mud Lake with our trucks for at least 6 months until they get things set up. From our figures, they need to be payed about $1.25 per mile for us to haul the garbage clear out there. They want to pay from the present landfill on out instead of from Rexburg out. It will be expensive and time consuming. We will probably have to get some part time help. It will be hard on our trucks. There will have to be some hard negotiations with the county on mileage. They were talking about $1.00 a mile. The county will have to pay $23.00 a ton to dump in the Jefferson County Landfill. We need some place to dump the yard and demolition. On Saturday October 9th we will have to haul the other way if they don't get an extension. Jim Flamm asked as John is interviewed, will there be any contact with Forsgren? Glen told him yes, the council will sit down with Forsgren and discuss the whole thing. A motion was made by Nyle Fullmer and seconded by Jim Flamm to adjourn. All Aye. r Mayor, Ni L.
