City Clean Up will continue the rest of this month.
A motion was made by Nyle Fullmer to approve the minutes with
corrections. Seconded by Bruce Sutherland. All Aye
RE: PETTING ZOO BY K MART AND McDONALD'S
Faye Sayer, Coordinator with McDonalds also working with Payless Drug.
They are trying to get some promotional ideas to bring some some
business to Valley River Plaza. They requested putting a Petting Zoo
in the parking lot on the Memorial Day Weekend, but they have changed
it not for a Petting Zoo because of Liability. There will be small
animals and some they will be able to pet. It will be owner liability
and posted as to which animals can be petted and which animals cannot.
There will be pens constructed with straw on the bottom of the pens.
The council felt it would be okay and they did not need a motion,
because it was on private property.
RE: OLD TIRES IN CITY DUMPSTERS
We are getting more and more tires dumped in the City Dumpsters. The
mayor had visited with Dee Thueson. Their business is getting tires
dumped in their dumpster since they are charging $1.50 to dispose of
them. Bruce suggested that we need to pass an ordinance and post it on
the dumpsters. The sign could be sprayed on the dumpsters. Jim
suggested that we need to find a place to dispose of them. Farrell
asked what was the proper procedure to dispose of them. The mayor said
you could pay the fee to the tire store and they will come and pick
them up. You can't put tires in the landfills anymore. They have to
be picked up and recycled. When they are hauled to the landfill, they
pull them off the truck or pile and if they come off of our truck we
have to pay for them. Bruce suggested until we find a place, we need
to stop them from dumping them in city dumpsters and proceed with an
ordinance. Farrell asked if we could provide a spot by the recycling
material where they could dump them or will we still have to charge
them. Bruce said we would have to charge them. Discussion about the
transfer station. Richard suggested that the County needs a policy.
The mayor said we will soon be having a push on recycling when they
finish the other building and maybe we can get some publicity on tires
and batteries. Some places they charge another dollar when they sell
them new to pay for the recycling. The council suggested that we just
try to education people and see what will happen.
RE: DUMPSTERS IN THE PARKS
Farrell asked if we are still taking the dumpsters out of the parks?
Argue had came in to see him and did not want the dumpsters taken out

of the parks. The mayor said in Porter Park we haven't had much
problem. The mayor said we would check on it.
RE: WATER FOR THE NEW MIDDLE SCHOOL
The Middle School was going to drill a well to water their school yard
and there is no way the Department of Water Resources will allow them
to have a permit to drill a well, so they would like to tie into city
water and get a program to trade for the use of their gyms for city
recreation. When they come the best thing we could do is set up a
committee and go over the whole thing.
RE: TRAFFIC ACCIDENTS AT MAIN & CENTER - POSSIBLE SOLUTIONS
We received a letter from the Idaho Highway Department. They stated
that once again, the section of Main Street near Center Street shows up
among the top 25 related high accident locations in the State. They
want to get rid of diagonal parking for the full length of Main Street
and replace it with parallel parking. They also recommended adding a
two way turning lane. He had talked to Blair and he agrees that the
parking should be changed because of safety reasons. The council felt
we should study it and get the downtown merchants involved. The mayor
asked Bruce to have the Safety Committee look at it and invite some
downtown merchants to come to the meeting. He asked him to have Bob
Riley from Riley Realty to come to the meeting. The mayor had a letter
from him complaining about getting tickets for parking in front of his
office.
RE: STOP LIGHT BY WAL MART
The mayor said he got a letter from Walmart saying that BatemanHall
had been instructed to proceed with the stop light north of town. The
people from Arbys called about getting their permit and he told them he
would check with BatemanHall to see if they had a contract and after
checking with them, they have no word at all on a contract. The
council said Arbys would have to wait for their permit until there is a
contract awarded for the construction of the light. A discussion on the
sidewalks out there and it was decided to go look at the site after
council meeting.
RE: COMMUNITY SURVEY
The mayor gave the council a copy of a Community Survey to send out to
the Residents. Twin Falls has done these surveys and it has worked
well. He asked them to look at it and we would talk .about it a the
next meeting.
RE: MEETING WITH HIGHWAY BOARD - MONEY FOR ROADS
Senator Mark Ricks had called the mayor and said he had been visiting
with Joan Wood, who is Chairman of the Transportation Department in the
House of Representatives, and the Highway Board will be in Rigby
tomorrow. They were going to try to get us a time to go down and meet
with them to see if there is a chance of moving up the time table on
the money for roads. John Porter went over to talk to the Government's
office to see if we could get political pressure to say we are needing
the South Arterial built because of the Middle School and the College.
He brought up the fact that Ricks College educated over 4000 Idaho
students every year and if they didn't they would have to educate them
in already over crowded institutions. We are not asking for additional
money, we are asking to use it ahead of time. Even if they allowed
that to happen, we would have to get the application in this week. You
would get on the list and it would be at least three years before
anything could be done.
RE: CHANGE IN THE NEXT CITY COUNCIL MEETING TIME
The next City Council meeting will we in the Morning and the Public
Hearing for closure of Viking Dr. will be at 7:00 P. M. that night.

RE: MEDCO REPORT - REQUEST FOR MONEY FROM REVOLVING LOAN FUND FOR AN
INDUSTRIAL PARK
Ralph Cottle acted as spokesman representing Madison County Economic
Development. This group was established to look into Economic
Development for the County as well as the City. They were at the
meeting to make a proposal to the City to allow them to procure
Revolving Loan Fund money so they could make a proposal to purchase
property north of town to establish an Industrial Park for Rexburg and
the County. They are hesitant in giving out all the information
because they had not made a formal proposal at this time.
A motion was made by Nyle Fullmer and seconded by Brad Liljenquist that
we dismiss into an Executive Session.
The Council reconvened after the Executive Session.
A motion was made by Nyle Fullmer pending negotiations of property we
approve a loan to MEDCO. Seconded by Bruce Sutherland. All Aye
A motion was made by Brad Liljenquist and seconded by Farrell Young to
approve the bills. All Aye
Adjourned to go look at the Mountain River Plaza sidewalk problem.
