Hancock Richard Horner A motion was made by Nyle Fullmer and seconded by Farrell Young to approve the minutes. All Aye RE: TREE REMOVAL BY B.M.C. WEST Mike Glass, representing B.M.C. West was at the meeting to request the removal of two trees on city property on the south side of B.M.C. West. They want to do some remodeling in the yard to make room to get the truck loading off the street and will need to tear out two trees. They are going to tear out one shed and build two sheds on the outside perimeter. They need to get the trucks off the street and showed an unloading area, but it would necessitate taking out the two trees. Jim Long was at the meeting and felt they should not take out the trees but instead park the trucks where the trailer that is loaded with insulation is parked. Mike told him, the trailer has to stay. (showing the plans, discussion) Jim Long discussed the appreciation of trees. He stated that those trees are irreplaceable, because they are 20 or 25 years old. He talked about proper maintenance of trees. He felt they could rearrange their plan. Mayor Boyle stated he would like to get the truck unloading off the road. Brad Liljenquist felt the trucks should be moved off the street, but would like to see if a workable plan could be drawn to get a truck unloading area and keep the trees, possibly have some alternatives. Mike stated that there is afire hydrant, if that could be moved, their plan could maybe be changed a little. You would be talking about a 40 foot truck to move around to park. The branches from the trees would tear the truck up when they drove under them. Jim Flamm stated he was in favor of moving the trees to get the truck parking off the street. Jim Long suggested if the trees were taken out, that they create a planting area in the right-a-way and plant four or six trees to act as a screen. A motion was made by Brad Liljenquist that Nyle Fullmer and Bruce Sutherland look at it and J. D. Hancock check the setbacks and report at the next meeting. Seconded by Glen Pond. All Aye. The mayor told him, we want to work with you to get the truck parking off the road. RE: BUSINESS LICENSE FOR DANCE HALLS Nyle Fullmer reported on the business licenses for dance halls. He had discussed it with Chief Siepert and he does not have any feeling either way. As far as Galleria goes, they have very little activity inside the building. That is probably the way you would find it at Retrix. Most of the problems they have are in the parking lot or in surrounding areas. Blair feels like both establishments are providing an area that the youth can go and congregate. If they were not there, they would be out on the streets and causing trouble some place else. Nyle felt they were providing us as much of a service as a disservice by creating more ~~v ,i problems with the law enforcement. He felt that $200 is a little excessive and we need to look at making a reduction. Nyle would do some more figures and decide at the next meeting. J. D. could draw up a resolution changing the amount for 1994. RE: STREET LIGHTS ON NORTH 2ND EAST Nyle Fullmer did not get the specific information of the street lights on North 2nd East, but Blair Siepert did feel that we did need lights clear out to the Horkley intersection. Nyle would finish getting the information for the next meeting. RE: I.N.E.L. BUS PARKING AND EMPLOYEE PARKING A group of citizens were at the meeting to discuss the I.N.E.L. bus parking and employee parking. The problem is they have done away with some of the parking that some of the employees have been utilizing. They would like to set up a routing system. The employees have made suggestions as for parking lots, but I.N.E.L. can't get into that. The mayor explained the buses used to park by the water department and we moved them over behind the tabernacle. Until about one year ago, the employees parked in that parking lot by the tabernacle, and then Bob Purrington didn't want them to park there anymore because it was taking up too much room. We got permission for them to park at the old Pamida Parking lot which has since been sold. They have been parking at the old Pod's parking lot now they were asked not to park there anymore. Chief Siepert and Farrell looked around today for a spot, and one spot they looked at is down where the Diet Center building burned. The mayor called John Bagley and he said he had leased all that property to Melaleuca. Mr Bagley was going to call Melaleuca and get back to him. One of the employees of I.N.E.L. stated that there is a problem with some of the lots, because of the deep snow they get stuck. (discussion) It was suggested that they park in the city lot between Morris Floral and Anderson Photo. The mayor said the city would keep working on it and would welcome ideas. RE: USE OF TENNIS COURTS --- CAROUSEL REPAIR Clair Boyle was at the meeting to discuss the use of the tennis courts. We are getting requests for family reunions to reserve the tennis courts. We reserve them for the school tennis teams and for the recreation programs. He was concerned that if he started reserving them, it might cause problems for the city with the tax payers. The mayor stated that if you start reserving them, you will have to have someone there to police them. Clair said he polices it for the recreation programs, and Brad Parkinson polices them for the school. With the council's permission he would prefer not to reserve it. The council felt it should be first come, first served. He told the council they were going to spend $2700 on stirrups for the carousel, which is in the budget. RE: RESOLUTION 93.5 - COOPERATIVE TRAFFIC SIGNAL MAINTENANCE AGREEMENT, PASSED. Mayor Boyle reviewed Resolution 93.5 with the State Idaho Transportation Department, Division of Highways of the State of Idaho for a Cooperative Traffic Signal Maintenance Agreement for the signal light by Walmart. It is like the others, but it does have one clause in it, "that the city will assume all construction costs necessary to install additional loop detection required to provide traffic actuation in the westerly lanes on 2nd east, in conjunction with the future widening project by the city". The engineer at Forsgren has assured us that won't happen, they are the engineer for both projects. The city will monitor it. A motion was made by Nyle Fullmer and seconded by Glen Pond to approve the resolution. (copy on file) All Aye RE: NEW MEMBERS FOR THE ARTS COUNCIL The mayor presented Terry Cardon and Marsha Sparhawk for the Arts Council. A motion was made by Glen Pond and seconded by Brad Liljenquist to approve those names. All Aye RE: GRANT FOR NEW LIGHTS AT TABERNACLE CIVIC CENTER We got notification from Consolidated Hospitals, they have awarded a $5000 grant to help with putting new lights in the Tabernacle Civic Center. The mayor reminded the council about the Information Hearing for the South Arterial, and also the meeting with the County Commissioners on Monday at 2:30 P. M. RE: DISCUSSION OF ABANDONMENT OF ARMY RESERVE BUILDING - CREATE A THRU STREET Brad Liljenquist asked if anyone had approached the Army Reserve about their building to see if they want to abandon it and check into the possibility of putting a road back in. Richard said he had checked and they won't know until November. We can make application at that time . RE: REXBURG SENIOR CITIZENS PROJECT --- EXTRA FUNDS FROM REVOLVING LOAN FUND Rexburg Senior Citizens project, the bids came in $46,000 over the grant. They have requested to borrow the money from the Revolving Loan Fund. A motion was made by Glen Pond to grant them the additional loan from the Revolving Loan Fund, with the stipulate that they don't incur anymore debt until they pay off the Revolving Loan Fund and that we recommend that they form a committee to try to solicit donations to pay the loan off and any donations go toward paying off the Revolving Loan Fund and that we get periodic reports from the committee as to their progress on the fund raising. That we write the loan for 10 years with a balloon and with the option to rewrite it and refinance it at the end of the 10 years. Seconded by Nyle Fullmer. All aye RE: BID FROM SHOOK CONSTRUCTION CO. APPROVED FOR SENIOR CITIZENS CENTER We need to approve the low bid of $126,201 to Shook Construction Company for the Senior Citizen Center remodel. A motion was made by Brad Liljenquist and seconded by Nyle Fullmer to accept the low bid. All Aye RE: CONCERN FOR 2ND EAST AND POLE LINE ROAD Kent Archibald was at the meeting and stated his concern about 2nd East and Pole Line Road.
