I State of Idaho) County of Madison( ss City of Rexburg) Present were the following: Mayor: Nile Boyle Councilman: Excused: Glen Pond Farrell Young Nyle Fullmer Bruce Sutherland Jim Flamm Brad Liljenquist City Clerk: Finance Officer: Attorney: Rose Bagley Richard Horner J. D. Hancock Pledge to the flag. A motion was made by Bruce Sutherland and seconded by Nyle Fullmer to approve the minutes. All Aye Senator Mark Ricks was at the meeting. RE: PUMP HOUSE PRESENTATION (PRESERVE FOR HISTORICAL SOCIETY) Terrell Arnold representing the Historical Society was at the meeting. He showed the council pictures on an information poster about the Pump House. He showed a picture in 1906 when approximately this water project was put in Rexburq. There was gold found in there, but it wasn't really worth much. This is the oldest and only city owned building. He would like to see it preserved. They are making application to put it on the National Historical Registry. We want to preserve it in the future. Inside they park one vehicle. it is a worthy project. He would like it to be a permanent building left for prosperity. They have donations for this project. The council will look at the presentation and bring it up at the next meeting. RE: ORDINANCE 741 PASSED - VACATE RIGHT-OF-WAY AT N. 3RD E. Mayor Boyle read Ordinance 741 AN ORDINANCE VACATING AND CLOSING A PORTION OF THE RIGHT-OF-WAY FOR NORTH THIRD EAST STREET FROM THE REXBURG CANAL TO TECHNOLOGY DRIVE (FOURTH NORTH) IN THE CITY OF REXBURG, IDAHO, AND DIRECTING THAT THE VACATED PROPERTY BE CONVEYED TO THE ADJOINING PROPERTY OWNERS. This is to vacate the Right-a-Way on North 3rd East by the Walker Sub Division property, 19 1/2 feet to the property owners on each side. A motion was made by councilman Nyle Fullmer and seconded by Bruce Sutherland that the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 741. Those voting aye: Glen Pond Farrell Young Nyle Fullmer Bruce Sutherland Those voting nay: None Absent: Jim Flamm Brad Liljenquist Ordinance 741 was then placed before the council. The mayor then called for the voting for final passage of the ordinance, and the motion was made by Farrell Young and seconded by Nyle Fullmer that ordinance 741 be passed. Those voting aye: Nyle Fullmer Bruce Sutherland Farrell Young Glen Pond Those voting nay: None Absent: Brad Liljenquist Jim Flamm The roll showed all councilmen present voting "Aye" carried, the Mayor declared that the majority of all the members of the City Council had voted for the passage of said ordinance was duly and regularly passed. Mayor Boyle declared the motion carried. RE: RE-DEVELOPMENT COMMITTEE --- 2 NEW BOARD MEMBERS APPROVED We started a Re-development committee to get some money to do some road improvements and bridge improvements out by Walmart and Albertsons. We have five people on the board and they have staggering terms. There are two terms that are up and the mayor wanted to re-appoint those members. They are appointed by the mayor with the approval of the council. One appointment would end in 1994 and one in 1995. The mayor recommended appointing Jim Long for the term ending in 1994 and Dell Barney for the term ending in 1995. A motion was made by Glen Pond and seconded by Nyle Fullmer that the mayor make those appointments for those terms on the Rexburg Re-development Committee. All Aye RE: RE-DEVELOPMENT COMMITTEE PROGRESS REPORT Jeff Sommer told the council that the Rexburg Re-development Committee met the other day and the bond sale will go ahead with about $900,000 worth of improvements on North 2nd East. We will be widening the bridge and that will be bid before spring. The engineer is proceeding and the bond sales are proceeding. We are looking to have the bond sales the first two weeks in the summer. That will include curb and gutter on the West aide as far as the bowing alley. We will do the bridge and the road improvements and go as far as we can and then we will start looking at the intersection and jogging path. Those items are prioritized. Discussion on the stop light. When we started this project and the Re-development Agency was new and had no funds the city agreed to advance them $50,000 and we are in a position now that we hope bond sales will come to get revenues. Jeff Sommer explained that until that time they will need additional revenue and would like that increased $20,000 making the entire amount $70,000 which will be paid back as soon as the bonds are sold. This money is from the revolving loan fund. RE: MOTION PASSED TO ADVANCE THE RE-DEVELOPMENT AGENCY ANOTHER $20,000 FROM THE REVOLVING LOAN FUND A motion was made by Glen Pond and seconded by Nyle Fullmer to advance the Re-development Agency another $20,000 from the Revolving Loan fund which will be paid back when the bonds are sold. All Aye RE: ORDINANCE 523 - WINTER PARKING ON STREETS - DISCUSSED Mayor Boyle discussed with the council on November 1 our Ordinance 523 is in effect with no parking on the streets between 2:00 A.M. to 7:00 A.M. We have had people complaining because there are no signs up to advise of this Ordinance. We have a sign just outside of town and have had it in the paper and over the radio. The council discussed it and felt we could not put a sign up on every street. They felt we could send notices to all apartment owners and residents should know and tell anyone that visits them. Richard Horner thanked Senator Ricks for his help with the Fire Consolidation. RE: SENATOR RICKS REQUESTS A LIGHT BY AMERICAN POTATO Senator Ricks said he had been approached by American Potato and they would like a light out there. The mayor told him the Re-development will have some money. If the state would check the traffic flow now they would find we need something at that intersection. We will meet with the Highway Department and see what can be done, possibly re-engineering that intersection or putting a signal there. Senator Ricks said he would be happy to be involved in it and doing anything he can. RE: PROCLAMATION FOR DRUNK & DRUNK DRIVING PREVENTION PASSED The Mayor read a Proclamation for Drunk and Drunk Driving Prevention for December. A motion was made by Glen Pond and seconded by Farrell Young to approve the Proclamation. All Aye A motion was made by Bruce Sutherland and seconded by Nyle Fullmer to pay the bills. All Aye RE: "DARE" PROGRAM PRESENTED 1 ~~~ Nyle Fullmer attended a meeting on the DARE Program held by the Lions Club. It is reasonably expensive. The Lions Club is interested in getting it going. It will teach awareness of what it is about and teach them self esteem so they don't have to get involved in it. They target the age groups of about 8 through 13 as the prime age. They teach them about self esteem, about the subtlety of the media and how they glorify alcohol abuse and things like that. They teach them about decision making and that people can care about them and a positive roll as far as the law enforcement is. The project costs about $53,000 per year. Everyone at ~.he meeting committed to support the project and back the program. The Lions Club will form a Non Profit Corporation to oversee the program with the City, County, School District and Civic Clubs involved. He had committed the city to it. Meeting adjourned. ~~`f Mayor, Nil Boyle City C erk, Ro Ba ey 1 Mayor Boyle and Council Members Gentlemen: Because the old city well and pumphouse located at the corner of 1st South and 2nd East has great historical background, I have prepared a story board so the public can better know and appreciate the source of Rexburg's past history. In order to do this it would be appreciated if the council would do the following: Permission to place this story board on a spot near the pumphouse so the public may be informed of what this building is and why it is there. Permission to make application to place on the National Historical Register. Document some kind of record to place this building on a permanent status and would not be demolished for any reason and be preserved for future generations and see an era of Rexburg when it became a municipality (1906).
