A motion was made by Jim Flamm and seconded by Bruce Sutherland to
approve the minutes. All Aye
RE: REQUEST FOR DANCE AT SUMMERSET APARTMENTS IN PARKING LOT
Dale Allen from Summerset Apartments was at the meeting to request
having a dance in the Parking Lot. The nearest resident is the Ricks
College Trailer Court. They are surrounded by college students. The
music is not loud it will be western music. They are advertising for
only their complex and a boys complex adjoining their property. The
council felt they should let him have the dance because it would not be
close to a residential area. Bruce thought they need to keep in mind
that we might be getting more requests from apartment owners.
RE: HAUNTED HOUSE FOR PTSA AT MAIN & CENTER
Marv Frandsen and Vicki Grover from PISA were at the meeting to thank
the city for their cooperation. Vicki explained about the Haunted House
which would be held in the old Blocks Building. The proceeds from the
money earned would be used for a scholarship fund. Marv Fandsen is from
KADQ Radio, they are sponsoring it. Ricks College theater group is
helping with it and using their expertise. It will be held from Oct 26
to 31. This will be for anyone 12 years and older.
RE: CARNIVAL AT BROLIMS BY MADISON HIGH SCHOOL BAND
Representatives for the Madison High School Band were at the meeting to
present to the council having a Carnival in the Broulims parking lot.
It will be for younger children. They have the cooperation from
Broulims and KRXK and will get a Circus Tent to hold the carnival in.
It will be for a fund raiser for uniforms and money to use for a trip
to Las Vegas for the bowl game. They will run it from Oct 26 to 31
from 7:00 P. M. to 10:00 P. M. and all day on Saturday. The council
told him they would wave the fee for a Business License.
Farrell Young suggested that we need to notify the Police because of
the extra traffic. They asked if the Police could watch the tent for
vandalism.
RE: PUBLIC HEARING FOR IDAHO COMMUNITY DEVELOPMENT BLOCK GRANT FOR
WASTEWATER TREATMENT FACILITY
7:45 P. M. Public Hearing for application to the State of Idaho for an
Idaho Community Development Block Grant. The City may apply for a
Public Facility Grant of up to $500,000 to assist with the construction
of a sewage treatment facility.
At this meeting the City will discuss eligible activities and
application criteria. All interested persons are encouraged to
attend. Oral and written comments will be received for 48 hours
following the public hearing. All comments should be given to Mayor
Nile Boyle, POB 280, Rexburg, Idaho 83440.

Prior to any proceedings of the hearing, Jeff Summers from ECIPDA
handed out copies of the application for the Public Facility Idaho
Community Development Block Grant for the City Council to review as he
explained it to them. He told the council he would discuss the grant
and clarify any questions they had.
After Jeff Summers finished discussing the Application for the Grant,
the mayor declared the Public Hearing open for comment from the public
and the city council. The mayor asked the council if they had any
comments or questions. He then asked if there were any comments from
the audience. There were no comments from either the audience or the
council.
The mayor stated that we have a copy of the Application Handbook and a
copy of the Application at City Hall. The total amount of Block Grant
dollars available under this program is approximately three million
dollars. The City of Rexburg will be applying for $500,000. The City
of Rexburg is planning on doing a sewer project with the $500,000,
which would primarily benefit the 62$ lower to moderate income persons
in our community.
The mayor stated that we have had several information hearings on the
sewer project. We have had a citizens committee working on a solution
to the problem for about four months. This committee has traveled to
several cities to look at their systems and have done studies to find
the best system for the city. The existing Treatment Plant has proven
incapable of meeting EPA & State imposed treatment requirements. New
technology is now available which will provide a more efficient and
effective wastewater treatment plant to get in compliance with EPA and
the State of Idaho and protect the environment that we live in to
ensure the health need we have in Rexburg. We have had information in
the paper and a fact sheet was mailed to everyone in the city. We hope
the people will vote yea on election day.
RE: MOTION PASSED TO APPLY FOR GRANT
A motion was made by Brad Liljenquist to authorize Mayor Boyle to sign
and submit the application for the Public Facility Idaho Community
Development Block Grant for $500,000. The motion was seconded by Nyle

RE: PUBLIC HEARING FOR ZONE CHANGE - PAMIDA PROPERTY AT 4TH S &
2ND W
8:00 P. M. Public Hearing for a zone change from HBD to HDR on the old
Pamida Property on 4th South, (Viking Drive). No one was at the
hearing to protest or comment. Dale Walker showed plans for the
apartment complex. The Planning & Zoning at their hearing recommended
that the zone be changed. A motion was made by Jim Flamm and seconded
by Nyle to change the zone from HBD to HDR. All Aye An ordinance
would be passed at the next meeting. Dale Walker was told that they
need to get a Conditional Use Permit which will require a public
hearing. That hearing could be held on October 28 if all the paper
work is handed in to the City Clerk.
RE: REPORT FROM PLANNING AND ZONING ON MOUNTAIN RIVER PLAZA
Jim Flamm made a report from Planning & Zoning. The plans for the new
addition Mountain River Plaza I1 had been reviewed at their meeting.
They approved the plat contingent upon the developer putting in
sidewalks and contingent upon the State Highway approval. There was a
question about enough room for the trucks to get in for garbage
pickup. Since then we have a letter resolving the problem.
RE: TIME CHANGE FOR CITY COUNCIL MEETING NOVEMBER 4
The mayor told the council we need to change the November 4 meeting to
7:00 A. M.
RE: CHRISTMAS PARTY - NYLE FULLMER CHAIRMAN
The mayor asked the council if one of them would be in charge of the
Christmas Party. The council felt Nyle Fullmer did such a good job
last year and asked him to be in charge this year.
RE: COMMITTEE CHAIRMAN CHANGED - $RAD LILJENQUIST, SANITATION &
JIM FLAMM, WATER AND WASTEWATER
The mayor told the council, he wanted to make one change in the
assignments for the committee chairman of Sanitation and Water and
Wastewater. Because Brad Liljenquiet ie now working for Forsgren
Associates, he felt we needed to make this change because of a possible
conflict of interest. A motion was made by Nyle Fullmer and seconded
by Farrell Young to put Brad Liljenquist Chairman of Sanitation and Jim
Flamm Chairman of Water and Wastewater. All Aye.
A motion was made by Nyle Fullmer and seconded by Bruce Sutherland to
approve the bills. All Aye.
RE: COMPLAINT OF USE OF 11TH S BY 2ND E. (DIRT ROAD)
Brad Liljenquist said a lady in his neighborhood was complaining about
the road 11th South from 2nd East to Westwood and wondered if
something could be done about it. It is a dirt path now. Nyle Fullmer
said Vern Winters had asked him about the trash collection and snow
removal along there. Glen said the developer needs to put that road
in. The lady suggested that we put up a rock barrier so no one can
drive down the road if they are not going to pave the road. Bruce
Sutherland said he would go look at it with Farrell.
The mayor asked the council if they had read Speakout and the concern
about the trees by the Pump House and the watering. The council felt
the city needed to comply with the regulations they impose upon the
residents.

PUBLIC HEARING
The City of Rexburg is considering the submission of an application to
the state of Idaho for an Idaho Community Development Bloek Grant.
The City may apply for a Public Facility Grant of up to $500, 000 to
assist with the construction of a sewage treatment facility.
A public hearing is scheduled for Wednesday, October 7, 1992 at 7:45
p.m. at Rexburg City Hall. The building is accessible to the
handicapped .
Special services for persons with disabilities can be obtained by
calling 208-356-4524 at least 48 hours prior to the public hearing.
At this meeting the City will discuss eligible activities and
application criteria. All interested persons are encouraged to
attend . Oral and written comments will be received for 48 hours
following the public hearing. All comments should be given to Mayor
Nile Boyle, POB 280, Rexburg, Idaho 83440.
