D. Hancock City Clerk: Rose Bagley Finance Director: Richard Horner Pledge to the flag. A motion was made by Nyle Fullmer and seconded by Glen Pond to approve the minutes. All Aye RE: PUBLIC HEARING TO COMBINE EQUIPMENT, ETC. OF THE CITY OF REXBURG AND THE MADISON COUNTY FIRE DEPARTMENTS 7:30 P. M. Public Hearing that the City of Rexburg and the Madison County Fire Protection District propose to enter into an agreement providing for the joint use, ownership and operation of the assets and property of the two entities. The agreement provides for the joint payment of expenses, except for certain items which each entity will continue to pay separately, and also provides for the establishment of a joint fund for the future purchase of equipment. The City of Rexburg Mayor and City Council and Madison County Fire Protection District Board of Commissioners will continue to jointly govern and control the fire protection within the confines of the two entities. Don Blunck and Milt Westwood from the Madison County Fire Protection District Board were at the meeting, with Ken Anderson arriving late. No one was at the meeting to comment at the hearing. A motion was made by Glen Pond and seconded by Nyle Fullmer to accept the Agreement as reviewed at the last meeting to consolidate. All Aye Nyle Fullmer stated that it would be a positive thing for the City and he wanted to commend Dee Owens, Rex Larson and the Commissioners for the work they had done on it. RE: DISCUSSION OF SWIMMING POOL AND OPTION OF A NEW ONE Mike Mitchell was at the meeting representing the Swimming Pool Committee. Mike gave a report on the findings of the committee. He handed out a copy of the findings of the committee. (copy attached) Members of the board were Brad Liljenquist, Clair Boyle, Mike Mitchell, Don Rydalch, Jan Lindford, Loretta Smith, Kendell Nielson, Doug Smith and Lee Terry. Mike also explained the history of the pool. Four out of six days the pool is full. Our pool is one of the most busy pools in the valley. The pool is getting so old that parts are not available to repair it. Every week there is another problem. Our pool is one of the warmest pools in this area. The committee would like to make some recommendations to the council: 1) to build a new out door pool; 2) to build a pool at Porter Park or 3) that we pay for a consultant to come to Rexburg and make a recommendation and 4) that we need to set up a Recreation District. The consultant would cost from $2500 to $7500. They had called around to get fees for a consultant. It was suggested that the school district, city council and county commissioners work together and and make it a community effort. We need to set up a Recreation District. A committee went to Hailey to look at their Recreation District. This would need to be voted on. The committee would hope the council will do something to act on the information the committee has given them. A decision needs to be made on what to do next. Glen Pond asked what the recommended life of the pool is. Mike said the motor is bad and unsafe. It is working but just barely. His guess is the life of the pool is two or three more years. The Health and Welfare Department told us we need a new pool. Doug Smith stated that we will have to look at a supplement income for the pool. We are not sure the pole gives us a true picture. We need a consultant to come in and talk to us. Cliff Jaussi - You still have the same problems with the pool that we did when the pool was built. The city needs a bigger pool. It needs to be a County/City Program. A good share of the kids come from the county. If it was a joint project it would not be such a burden on the city. There are a lot of intelligent people in the city with out bringing someone in. He felt an open air pool would be best. The school would probably use the pool if we extend the use to early spring and late fall. Bruce told the council that Bountiful has a doom over their pool, and when the weather gets good they take the doom down. Cliff Jaussi asked if an indoor pool would close down the Racquet Ball pool. Pat Burton said she had seen a lot of indoor pools that do well. There is not room for the public to use the college pool. Bruce Sutherland said he had talked to Bountiful. They have a nice complex. The concept of the bubble over the pool is being able to retract it. They run the pool about 8 or 9 months of the year. Doug Smith said we are slow getting the Recreation District started this summer. We need to get the concept passed and then generate money. We might have to save for 4 or 5 years toward the pool. The mayor stated it would be nice to get the pool from some where other than taxes. 66~ of the kids using the pool are from outside of the City of Rexburg. Mike stated that there is matching funds grant available from the Water Resource Board, but the paper work needs to be in by January 8 of 1993. Brad Liljenquist told the council the committee needs to know where to go from here. Do you want the committee to check into a consultant. Doug Smith stated that the committee would not have any problem using local people if they know what they are doing. A consultant could give us a lot of information. Blaine County used a consultant and their pool is working right. Brad Liljenquist said if we build a new pool we will do it in three phases. It could be built so the cover could go on in the future. A consultant wants about $95 per hour and a plane ticket to Rexburg. Doug Smith said a problem about someone local is we don't build pools around here. Mike said we need to look at alternative sources of money before we ask the public to put money in to a pool. J. D. Hancock said if it is the consensus to promote a Recreation District, it could be put on the Ballet this year. Brad stated the timing for the election is important and suggested that we have a special election for it in August. The mayor said we would need to start on it and work on it for about one year. Doug Smith suggested that we need public meetings and get some ground work done and some input from the public. Mike asked if the council would be interested in going to the County Commissioners and present the ideas. The mayor said he thought it would be a good idea for he, Brad and a couple of the committee members to go to the commissioners. ~~_~ Nyle Fullmer wondered if at the election this fall we could just take an unofficial poll, an advisory vote. He also felt that the council needs to support the mayor and members of the committee in meeting with the county commissioners and the school board. The mayor said an important thing is we need to educate the people. Doug said we need a vote of support or some money for a consultant from the council. A motion was made by Farrell Young and seconded by Nyle Fullmer to have the mayor and committee members meet with the County. All Aye Don Rydalch suggested that they also meet with Sugar City Council. The mayor thanked the committee for their work. RE: PUBLIC HEARING TO AMEND THE BUDGET - SENIOR CITIZEN BUILDING 8:00 P. M. Public Hearing for consideration of an amendment to the 1991-1992 fiscal year budget by appropriating additional monies received by the City of Rexburg. Proposed Additional Expenditures for the Senior Citizens Building Fund $130,000. Expenditure of the monies will be in accordance with the provisions authorized by the grants. No one was at the meeting to protest. Brad Liljenquist asked since we borrowed the money from the Revolving Loan Fund will it be paid back. Richard said it would . Mayor Boyle read Ordinance 733 AN ORDINANCE OF THE CITY OF REXBURG, IDAHO, AMENDING ORDINANCE NO. 724, THE APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1991 ENDING SEPTEMBER 30, 1992: APPROPRIATING ADDITIONAL MONIES THAT ARE TO BE RECEIVED BY THE CITY OF REXBURG, IDAHO, IN THE SUM OF $130,000 AND PROVIDING AN EFFECTIVE DATE. A motion was made by councilman Nyle Fullmer and seconded by Bruce Sutherland that the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 733. Those voting aye: Those voting nay: Brad Liljenquist Farrell Young Glen Pond Bruce Sutherland Nyle Fullmer Jim Flamm None Ordinance 733 was then placed before the council. The mayor then called for the voting for final passage of the ordinance,and the motion was made by Brad Liljenquist and seconded by Nyle Fullmer that ordinance 733 be passed. Those voting aye: Brad Liljenquist Farrell Young Glen Pond Jim Flamm Bruce Sutherland Nyle Fullmer Those voting nay: None The roll showed all councilman present voting "Aye" carried, the mayor declared that the majority of all the members of the city council had voted for the passage of said ordinance was duly and regularly passed. Mayor Boyle declared the motion carried. Cliff Jaussi stated that we need an income tax in Rexburg to pay for the pool. It would reduce the tax on property owners in the City. Jim Flamm gave the report on the Planning & Zoning meeting. RE: WASTEWATER TREATMENT PLANT COMMITTEE ~r~~ The mayor reported on the Wastewater Treatment Plant Committee. The suggested members for this committee are Paul Carver, Jim Morris, Leslie Walker, Gina Arnold, Bron Leishman, Charles Frost and Clinton Kingsford. A motion was made by Glen Pond and seconded by Jim Flamm to accept all the above names for the committee. All Aye RE: REPORT FROM THE WASTEWATER DEPARTMENT EPA had been up again this week and talked to Dave. Robichaud had recommended that we hire another person to work at the plant. He also thought that we needed to publish in the paper those companies that are not in compliance. We also need to start a Public Awareness and recycling of chemicals. Forsgren will have the preliminary report by September and we can get ready for a bond election. RE: A.D.A. (AMERICAN DISABILITIES ACT) The mayor reported that we need to form a committee for A.D.A. We are proceeding in checking all city property to see that it meets A.D.A. regulations. Those recommended for the committee are Mayor Boyle, Rose Bagley, Tom Grossman, Maryann Birch, and Rose Murphy. A motion was made by Glen Pond and seconded by Brad Liljenquist to appoint the above names to the A.D.A. Committee. All Aye. The council reviewed the Plat for the property next to Walmart. A motion was made by Jim Flamm and seconded by Glen Pond to approve the bills. All Aye The mayor announced that after the council meeting there needed to be a meeting with the Fire Committee and also with the Police Committee. RE: DISCUSSION OF 4TH NORTH BEING CHANGED TO TECHNOLOGY WAY Jim Flamm asked about the name of 4th North being changed to Technology Way. He felt we should leave it 4th North. Did we consider the ASC office. Brad and Bruce felt that we should leave it like it is and just put up a double sign with both names on the sign. A motion was made by Farrell Young to leave it as it was, 4th North, and let the new business put the name they want on their driveway. Seconded by Jim Flamm. Glen Pond said he did not understand the motion, if we are going to double sign it. The mayor asked for a vote. Those voting nay: Glen Pond, Brad Liljenquist, Bruce Sutherland. Bo e City Cle k, Rose le ,~ ~~ rI ~~ r To: The Pool Committee From: Mike Mitchell, Rexburg City Pool Manager Concerning: Recapping of conditions at current city pool Date: April 2. 1992 The following areas were discussed by those committee members who met at the Rexburg City Pool on March 30, 1992. 1. Dressing Rooms a> Too small for volume of patrons b) Not enough toiletries for volume of patrons c) Lack of handicap entrance d> Lack of separate swimmer/non-swimmer entrance e) No baby changing area or space f) Not enough shower systems g) shower interferes with patron entrance 2. Office a) Not an entrance which can adequately handle the volume of patrons b) Office is an overused multipurpose space c> Clothe bags in the office is hazardous because of too many d) During a sudden storm there is not enough room to handle the patrons waiting for parents making it hazardous e) Office cashier cannot keep control of patrons coming into the office because of space limitations during busy hours f) Office does not have a sick room to handle emergencies g> Pool manager lacks space to conduct business during open pool hours 3. Filter Room a) Pop] filter motor sits below water level and has been flooded out twice before creating a dangerous electrical situation b) Lack of adequate ventilation has caused the filter system _ to overheat shutting the system down as much as ten times in one day c) Lack of adequate space in the filter room .causes pool employees to walk on pipes when checking filters and heat system. This is dangerous due to slipping and being near the heater d) Lack of space makes it difficult to make repairs 4. Pool a) Concrete has several areas that have uneven surfaces b) No handicap entrance into the pool c> No lights in the pool due to aged electrical conduit system d) The size of the pool has limited the patron use to the point that the pool has turned poeple away an average of 4 of 6 days per week e) Pool plaster is very rough and needs repairs f) Cracks in the pool walls appear to be ma,ior g) Cracks in the pool filter system cause the filter system to work erratically 5. Slide a) Tower is rusting and needs repairs b) Broken pipe under the slide pool c) Small aging heaters need to be replaced 6. A copy of the entire agreement is available for inspection at the Rexburg City Clerk's office, 12 North Center, Rexburg, Idaho, or the Madison County Fire Department, 26 North Center, Rexburg, Idaho, during normal business hours. The agreement provides for the joint payment of expenses, except for certain items which each entity will continue to pay separately, and also provides for the establishment of a joint fund for the future purchase of equipment.
