Hancock Rose Bagley Richard Horner John Millar A motion was made by Jim Flamm and seconded by Nyle Fullmer to approve the minutes. All Aye The mayor stated that we need to set a public hearing to amend the Budget to spend the grant that we got for the Senior Citizens Complex. The amount would be $130,000. A motion was made by Nyle Fullmer to set it for a Public Hearing for July 1, at 8:00 P. M. Motion seconded by Glen Pond. All Aye. RE: DISCUSSION OF L.I.D. #27 - CORNELL & CRESTHAVEN We need to award the bid for the LID. John Millar explained. The total bid was for $81,990.50. What that included was the reconstruction of one block of Cornell, which is the removal and replacement of curb, gutter, and driveways. the widening of the street for the minimal amount to fit the new curb and gutter and the overlay of that street. The construction of a new street Hillview in Cresthaven the entire length the street is just to the east of Westwood and a short beginning of the next street over. We did not include the reconstruction on any curb and gutter or overlay of any of the streets. John had talked to them and they have agreed to add onto the project. The low bidder was Beco. The next bid was H & K at $134,000. (discussion on the LID) The new street is being paved totally by the developer. If we overlay Crestview and Westwood Drive the city would have to pay for that because it has been accepted. A motion was made by Brad Liljenquist and seconded by Nyle Fullmer to add Crestview and Westwood for an overlay. All Aye. We need to set a date for a public hearing on the LID. A motion was made be Nyle Fullmer and seconded by Glen Pond to set the Public Hearing for the LID for July 15 at 8:00 P. M. All Aye. John Millar asked those people who need to have their sidewalks, driveways, and curb and gutter replaced and those who don't want to do it themselves should we add them to the LID7 There are about ten. Brad thought we need to add them. If they do it themselves the engineers will check them. John said he would send each one that is involved a letter with the costs. RE: BIDS FOR THE DECHLORINATION FACILITY On the Dechlorination Facility we had four bids. The low bid was from Silver Sage Enterprises out of St Anthony for~$88,675. The next two bids were about $98,000 and one bid at $134,000. They had done some checking on Silver Sage, they are a small contractor but they have done this type of work and feel they are qualified and Forsgren Associates would recommend them. They are bonded. A motion was made by Glen Pond and seconded by Brad Liljenquist to accept the bid from Silver Sage Enterprises on the Dechlorination Facility. All Aye /'r We need to set a Public Hearing for the City/County Fire Agreement. A motion was made by G1en.Pond and seconded by Farrell Young to set the public hearing for July 1 at 8:30 P. M. All Aye. RE: FIRE WORKS PERMITS Fire Works Permits for approval. Payless Drug and Tim Landis on the vacant lot across from BMC West. A motion was made by Brad Liljenquist and seconded by Nyle Fullmer to approve the fireworks permits. All Aye RE: GRANT FROM IDAHO ARTS COUNCIL FOR TABERNACLE The Idaho Arts Council was here last Saturday and did a $6000 grant to the Tabernacle for improvements to the building because we have a lot of arts there now. It can be used to improve the lighting or for the elevator. RE: CONCERN ABOUT HOMES THAT DO NOT HAVE SIDEWALKS At the last meeting there was a concern about homes that did not have sidewalks since the ordinance and that we should require sidewalks. The mayor said he and Rose drove up on the hill and there are a number of homes without sidewalks. The way the ordinance reads, the building inspector should have checked to make sure sidewalks were put in. The mayor said we have another house going in on Millhollow and we have not required new homes to put in sidewalks on Millhollow in the past because there wasn't any sidewalks on that street. If we let them go in without a sidewalk, we need an agreement saying they will put them in later. The mayor discussed the curb and gutter on 2nd West where Blaine Shaw had put in some condominiums. The rest of the street does not have curb and gutter and there would be about 100 feet next to the condominiums that he would be putting in. He wondered if we should wait until the street was done. Glen Pond stated that the problem we have is that if you wait and come back in a few years, he may not own the property and he felt that he needs to put it in now. John Millar said in order to know where the curb and gutter should go that a survey will have to be done and the street designed, so it is on record. This would be the case over where the Gallery Lab is being built. If anyone builds they will have to build to that grade. John asked if we wanted to do an LID on the road along 3rd North. (discussion) In our ordinance it states that if you develope the land you will put in curb and gutter, but that isn't always practical in some instances. He said as a minimum requirement something would have to be in writing that curb and gutter would be put in. The mayor recommended that it be referred to the Planning & Zoning. He stated that there is a building permit for a home going in on Millhollow, we need to get something signed prior to an LID. Jim Flamm suggest that an LID be developed to pick up sidewalks all over the city. RE: DISCUSSION ABOUT CLOSING HARVARD We have a petition to close Harvard from Bill Henderson. The closure would be the part that is contiguous to his property. Layne Dearden asked if it was in anticipation of a large parking lot. If it was it would affect a lot more people other than just Harvard residents. He asked about a residential lot being used for a parking lot. John told him as long as it was parking for residential it would comply to the zoning ordinance. John Millar said the issue is closing the street before the apartments can be approved and that is a city council issue. A motion was made by Nyle Fullmer and seconded by Jim Flamm to set a public hearing to close Harvard for July 21, at 7:30 P.M. All Aye RE: REPORT FROM AIRPORT BOARD - CITY PAY BILL - LETTER TO SPRAYERS ~.. I ~ ~ Nyle Fullmer told the council they had an Airport Board Meeting. The bill for $3100 that was declined at the last council meeting was for excavation, for gravel fill and a water line. This is part of our match for the grant for the overlay. We do need to approve that bill. It was budgeted. The mayor said to put it with the bills this time. The Airport Board recommended that the city attorney send a very stern letter to the sprayers that they need to adhere to the rules and regulations. The mayor said we need to look up the statue. Some residents said the statue stated that you can't spray within 100 feet of a resident. We will get with J. D. and have him get a letter out. These are state guidelines per the Department of Agriculture. RE: REPORT ON THE PARR STREET DITCH The mayor reported on the Park Street ditch. The city has fenced the balance of the ditch.
