D. Hancock Pledge to the flag. A motion was made by Glen Pond and seconded by Farrell Young to approve the minutes. All Aye RE: REPORT FROM PERSONNEL MEETING - BLUE CROSS INSURANCE DISCUSSED Glen Pond reported from a Personnel meeting. Blue Cross Insurance has increased 12~. The committee recommended that we go with a 80~ - 20~ split with the employees paying 20$ and the city paying 80$ for this increase this year. A motion was made by Glen Pond to propose to accept the recommendation from the Personnel Committee. Seconded by Bruce Sutherland. All Aye. Glen reported that there would be a meeting next Tuesday noon for the Re-development agency to get the figures on bonding. RE: WENDELL ARCHIBALD'S REQUEST TO PUT TRAILERS ON HIS PROPERTY Wendell Archibald was at the meeting. He requested to be able to let his kids or someone else park their trailer on his property. There is a big lot in the back of his house and a water and sewer hook-up. His property is at 360 West 2nd South. Glen Pond asked it it had been to the Planning and Zoning and had they reviewed it? Has he requested a variance or re-zoning? He felt it should be directed to Planning & Zoning for a recommendation. Mayor Boyle asked J. D. for a legal opinion. J. D. said he would need to start with Planning & Zoning. He said he had about one acre of ground. J. D. told him he would have to have two acres for a mobile home park. He had two trailers on the lot until the city made him move them. Wendell said he just wanted to be able to park one or two travel trailers on the property when the kids came home. He just wanted them to be able to park the trailers occasionally and hook onto the water and sewer when they were there. The mayor said if it were travel trailers and just for a short time there probably wouldn't be any problem. The mayor told him that the city attorney would check it and get back with him. RE: DISCUSSION OF POSTAL REQUEST TO RENAME SOME OF THE CITY STREETS Nyle Fullmer reported on the Planning & Zoning meeting. They discussed a proposal by the Poat Office about re-naming 350 South Street, 450 South Street, and 350 North Street. It was the recommendation of the Planning & Zoning that the city go ahead and re-name those streets as they see fit. There had been some negative indication of some of those people on 350 & 450 South that don't want to have Indian names on their streets because they are not part of Indian Hills. It was decided to get some input from the residents on those streets. RE: DISCUSSION OF AND MOTION PASSED TO PROCEED WITH ANNEXATION HEARINGS FOR BAGLEY PROPERTY - (MELALEUCA) ~- ~ The next item was the annexation of the Bagley property that Melaleuca is leasing. Terry Bagley's concern was, he wanted to know how it would effect his property. It already falls in the impact of the city and Nyle had made the comment that it is already receiving all the services of the city. It was the recommendation of the Planning & Zoning that we go ahead and annex that property. Terry had told them he had no objection but did not want them to change the current use of the property. The only way we could change it from industrial use is to go through the public hearings. Terry Bagley would like a stipulation that it be all zoned industrial. Terry said there would probably be Light Industrial on the property, manufacturing or sales of machinery and other light sales and office space. Mayor Boyle said we have been talking about getting an Industrial Park. The services are there and it wouldn't be hard to get the water and sewer to the property. They could develop one lot at a time and it would be a real advantage to the City of Rexburg. The mayor said there are 14 acres. Nyle told the council that the Planning & Zoning recommended that the whole 14 acres be annexed. Terry had some questions. He had checked with the maps and survey at Forsgren's and the canal is on the north property. Between his north line and the canal bank there is an estimated 10 to 20 feet. He assumed that the easement is contained within the joining property. There is a requirement of fencing and landscaping. It seemed to him that the fence should be put on the residential property to keep the kids in the residential property out of the canal. He said if they were to put a fence in, the developer would probably want to put up one as well and it would be a double expenditure. The mayor told him that the canal would be a natural barrier, but it would probably require a barrier with some trees. It was suggested that he would need to check with canal company because they have a twenty foot easement for heavy equipment through there. The mayor said he didn't think the canal company would allow them to put up a fence. The mayor said it is something we could work with. Terry was concerned about the zoning. The mayor told him when the property is annexed, the zoning would be put in the ordinance. Terry said they see the property as an Industrial Park and a road coming in between the big warehouse and the cinder block building; there is plenty of room. They have not platted it, because they have been waiting for some tenants to come in. Depending upon the foreseeable demand they might go in there and break a road back even further. He said it was their hope to get Melaleuca to stay. They only have a one year lease right now. They see them as an anchor type tenant. He said they would like to work with the city if the city would like them in the city. Nyle Fullmer said his only concern is that it be Light Industry rather than Heavy Industry. The mayor referred to the zoning ordinance. A motion was made by Bruce Sutherland to proceed with the annexation hearings. Seconded by Jim Flamm. All Aye Glen Pond left at 8:00 P. M. Nyle Fullmer rs,~~ported on Bart Jensen apartment request. RE: DISCUSSION OF DE-ANNEXATION OF VAL DIETRICH PROPERTY Val Dietrich was at the meeting. He owns the property west of the Park Street Church. He requested to put a septic system and well on that piece of property. The coat is prohibitive to build a lift station and to hook onto the water, because the property is to high. If he hooked the property to water and built a lift station, he would have to sell the lots for about $30,000 and he would not be able to sell them for that price. The man that wants to buy the property wants to grow trees. A discussion on if his property had been annexed. It had been annexed. The mayor told him our ordinance does not allow septic tanks. The city attorney would have to check to see if we can make an ~~i exception to our ordinance with certain extenuating circumstances; one being that if that piece of property were broken down in more than one lot, at that time they would have to come onto the city sewer system. (discussion) Farrell Young asked if we could de-annex the property. The city Attorney will look up the options. Mayor Boyle said we would need to know where the accesses would be on the property. Bruce Sutherland asked what if the property around him wants to be annexed. Clair Boyle read resolution 92.1 a Gem Community Grant Resolution. We are applying for a $10,000 grant and we need to pass a resolution. (copy on file) They are planning on developing a film to send to Light Industrial firms. A motion was made by Nyle Fullmer and seconded by Brad Liljenquist to pass Resolution 92.1. All Aye. RE: APPROVAL OF NEW NAMES TO BE ON CAROUSEL COMMITTEE The mayor told the council we have five members on the Carousel Committee. Lois Webb and Jean Mason's terms on the committee are up and the committee have given us the names of Helen Young and Lorie Wyatt to be appointed on the Carousel Committee. a motion was made by Bruce Sutherland and seconded by Nyle Fullmer to let the mayor appoint Helen Young and Lorie Wyatt to this committee. All Aye RE: JOINT OWNERSHIP OF PROPERTY FOR THE FIRE DISTRICT AND CITY Senator Mark Ricks called and there is a bill into the Legislature allowing joint ownership of property for the Fire District and City. RE: DISCUSSION ABOUT FORMING A COMMITTEE TO CHECK ON FEASIBILITY OF A NEW SWIMMING POOL We also have talked about forming a committee to check into the feasibility of a new swimming pool. He asked the council to think about names to serve on that committee. We would want Clair Boyle and Mike Mitchell to serve on the committee and about five other people from the county. We would like them to look at forming a recreation district. Brad said if the recreation district doesn't go we need to do something else. RE: PROBLEM WITH A CABLE LINE BEHIND COAST TO COAST BEING TOO LOW Brad said there is a problem with either a phone line or a cable line in the alley behind Coast to Coast that is so low, he is afraid the new Garbage Truck will catch the line when they dump the garbage. The mayor said he would have Farrell check it. Nyle Fullmer asked if we were responsible for the lights in the parking lot behind Porters and Coast to Coast? There are some lights that are out. Brad said the parking lot needs to be repaired this summer, possible crack sealed. A motion was made by Brad Liljenquist to pay the bills. Seconded by Bruce Sutherland.
