Pledge to the flag.
A motion was made by Farrell Young to approve the minutes with
corrections on names, seconded by Bruce Sutherland all members voting
aye except Nyle Fullmer who did not receive a copy of the minutes in
the mail.
RE: BIDS FOR A NEW POLICE CAR
Mayor Boyle read the bids for a new police car.
There were two bids. One bid was from Madison Ford and they wrote a
letter saying they could not submit a bid because they would not start
building them until February of 1992.
The second bid, from Taylor Chevrolet, for a Caprice 4 door sedan with
a police package was $16,815. The council discussed delivery and felt
we should stipulate the delivery date. A motion was made by Darlene
Petersen and seconded by Nyle Fullmer to approve the bid from Taylor
Chevrolet for the new police car. All Aye
RE: DISCUSSION OF PROBLEMS WITH NEW GARBAGE SYSTEM - RATES ESTABLISHED
The mayor discussed the new garbage system with the council and the
problems. (Richard handed out a sheet with charges and costs)
Some of the questions were (1) Will they have to purchase the second
bin or does the city want to retain ownership and if so how much are we
going to charge for a family that has two. (discussion) The mayor
said when we go to the big 300 gallon for commercial and apartments
they will have to buy those. Richard recommended that for the 300
gallon container we charge the same to pick it up as a bin which would
be $10.52 per month.
After a long discussion a motion was made by Darlene Petersen to charge
$6.00 for the first bin and $4.00 for the second one for residential.
A discussion as to if we would be feasible to charge that amount.
Darlene withdrew her motion. Darlene then made a motion to charge
$6.00 for the first and $5.00 for the second can. Seconded by Bruce
Sutherland. A discussion on houses with apartments or a house with a
resident with apartments. The mayor called for a vote. Those voting
aye: Bruce Sutherland and Darlene Petersen. Those voting nay: Farrell
Young and Nyle Fullmer. Abstaining: Glen Pond.
The mayor asked what are we going to do for a strictly residential home
that has a big family? Will we give them a trade in for the 300 gallon
can and charge them $10.52 to dump it. The council recommended that if
they have two cans they pay the fee whether they put two cans out or
just one and also that we don't make the 300 gallon can available for
residents. A motion was made by Nyle Fullmer and seconded by Farrell
Young to charge a flat rate of $6.00 a can. Those voting aye: Glen
Pond, Farrell Young, Darlene Petersen, Nyle Fullmer. Those voting nay:
Bruce Sutherland.

On the commercial we don't need to adjust anything. If they use the
300 gallon container instead of the 1 1/2 yard we would charge the same
rate as we have charged for the 1 1/2 yard bin. A motion was made by
Glen Pond that the commercial rate would stay the same except they
would have the option of using the 1 1/2 yard metal bin or the 300
gallon container and they would have to buy which ever one they use.
Seconded by Nyle Fullmer All aye.
(2) Glen Pond asked about the old cans that people don't have any use
for. The mayor said they could either put them in the new container or
just put them out empty and they will pick them up by hand. The mayor
told the council the truck has left Tulsa and it should be here next
Monday.
(3) If the containers are broken the city will repair them.
Richard discussed the charge for the 300 gallon containers, we would
charge what they cost us plus a little bit of handling. They can't
trade a smaller one in on a 300 gallon container. Bruce Sutherland
stated that we can give the apartment owners a choice, they can have
two of the small bins for $6.00 each pickup or they can buy a 300
gallon bin and be charged $10.52 a month.
David Taylor came to the meeting and the mayor told him we had opened
the bids for the police car which would award to Taylor Chevrolet, if
we could have a good delivery date. David said they would order them
directly and it would be 6 to 8 weeks delivery.
RE: FENCE AT PROFESSIONAL PLAZA
The mayor explained to the council that 6 to 8 weeks ago the council
voted to require the people in Professional Plaza to build fences.
Today Dirk Strobel started to build a chain link fence without a
permit. We called him and he came in to get a permit. The old
ordinance required a solid fence and the new ordinance requires
landscaping. We told him it would have to be a solid fence and he
agreed to build a solid fence. Some of the council wondered if they
could build the same kind of fence clear though. We do not have an
ordinance requiring it.
Ron Bird stated that he would like us to require a cedar fence. Nyle
Fullmer stated that we can't dictate what kind of a fence. Bruce
Sutherland told him if they would talk to the property owners, he was
sure they would work with them.
The mayor told the council that November 13th was Loretta Rigby's
birthday. She would be 100 years old. She worked under 5 mayors as
city clerk. The council decided to declare that day Loretta Rigby day
and send her flowers and candy.
RE: PARKLAND ORDINANCE
The mayor told the council to look at the Parkland Ordinance. Glen
Pond suggested that we refer it to Planning & Zoning.
The mayor told the council we have an ordinance amending some of our
old ordinances that would help us. We are checking it over and will
bring it back to another meeting.
A discussion on an airport ordinance.
RE: STOP SIGN ON MILLHOLLOW
A discussion on the stop sign on Millhollow that we voted on in a
previous council meeting. The mayor said we need to check in the
traffic safety book before we put it in. We need to meet a certain
criteria or we will be liable. Nyle said we promised the neighbors we
would put it in and if we don't we will have to have them come in to
discuss it again.
A motion was made by Glen Pond to pay the bills and seconded by Bruce
Sutherland. All Aye

Meeting reconvened. A motion was made by Bruce Sutherland and seconded
