RE: CHANGING THE LOGO
The council discussed changing the logo. On our stationary we have a
city logo and the centennial logo. Farrell Davidson said he liked the
continental logo the best and would like one logo for everyone without
a department on it. The council felt we needed to check it out. They
discussed a multi color and thought it would cost too much. Glen Pond
ask what was wrong with the one we have. We had a contest and went to
a lot of work to get that logo.
RE: DISCUSSION DIVIDING THE WATER AND SEWER DEPARTMENT
The mayor, Brad, De Lynn and Farrell had a meeting the other day to
discuss dividing the water and sewer department. John Millar had
recommended dividing the departments. De Lynn would be head of the
water department and he wouldn't have anything to do with the
wastewater and sewer. We would create a new department for sewer and
wastewater, and storm sewer. His recommendation is that we have more
man power, but at the present time we can't afford more. We are just
starting the engineering study, which will take six months and we won't
know how much man power we will need. He recommended that the operator
have a class three operators license. Dave Thibault is doing that now
and is a class two. If we every went to a mechanical plant we would
have to have a class four operator. He ask the council to think about
it for a couple of months. For now we will name Dave as acting
Department Head until the study is done then we would open it up for
applications. We have been out of compliance for two months.
RE: BIDS READ FOR WORK ON 3RD WEST AND CRACK SEALING
The mayor told the council that the bids were opened for 3rd West last
Friday. Beco was the low bidder for $57,340 with H & K at $58,462.
We also opened bids for crack sealing. The low bid was Idaho Asphalt
for $18.50 a ton with routering cracks and $15.49 a ton without
routering cracks.
RE: DISCUSSED THE PROBLEM WITH THE PAVING H & K DID LAST YEAR
The council discussed the problem with the paving H & K did last year.
The oil is working up and tracking in buildings. They said they don't
have time and want us to put sand on the road and they will pay us.
Then they will come back in and fix them. The problem is they put bad
oil on the streets. Bruce Sutherland said we need to give them a
deadline. They need to understand we need a date when they will repair
it.
RE: GAS TAX AND STREET REPAIR
The mayor said we would get about $55,000 from the 3~ gas tax for road
repairs. Glen Pond stated every year when we repair streets, we are
just putting out fires. We need a system.
RE: RESOLUTION PASSED TO ACCEPT THE AIRPORT GRANT AGREEMENT

The mayor told the council there was a hearing on the Airport. We need
to pass a resolution to accept the airport grant agreement. A motion
was made by Bruce Sutherland and seconded by Glen Pond to pass the
resolution to rehabilitate the existing runway. All Aye.
RE: BID FOR NEW GARBAGE TRUCK AWARDED TO CRANE CARRIER
Farrell Davidson discussed the bids on the new Garbage truck. It was
close on the bids there is $1300 difference, but the cheaper bid didn't
meet specs. Farrell Davidson said he recommended we go with Crane
Carrier truck. Bruce Sutherland said he recommended we get it with the
universal arm, it will cost $2500 more, but it would have a longer
reach and could reach over snowbanks. He was concerned about the lift
capacity, but both have a 2000 pound lift capacity. A motion was made
by Bruce Sutherland and seconded by Darlene Blackburn to award the bid
to Crane Carrier with the universal arm. All Aye
RE: PROBLEM WITH CHLORINATION AT THE POOL
The mayor said we had a problem at the pool, they couldn't get any
chlorination to the slide area.
RE: CONTAINER BID AWARDED TO ROTO INJECTION
The council discussed the bid on the containers and the different
warranty each had. They felt they would like the one that would last
with the longest warranty. A motion was made by Bruce Sutherland and
seconded by Darlene Blackburn to award the bid to the Roto Injection
container with the 10 year warranty. All Aye

The mayor ask the council about the meetings in June. The second
meeting would be at the same time as the meeting in Moscow. They
decided to have the first meeting on schedule and then decide on the
second meeting later.
