D. Hancock, Attorney Richard Horner, Treasurer Pledge to the flag. RE: APPROVAL OF THE MINUTES A motion was made by Bruce Sutherland and seconded by Darlene Blackburn to approve the minutes. All Aye. RE: ROSEMARY MORRELL GIVES THANKS TO THE COUNCIL FOR THE SUPPORT GIVEN TO THE EDUCATION ASSOCIATION Rosemary Morrell representing the Rexburg Education Association was at the meeting to give a presentation to thank the council for support and help they give the Education Association. RE: PEDESTRIAN BRIDGE ON 4TH WEST AND 1ST SOUTH We put a pedestrian bridge across the canal on 4th West and 1st South. We have had a request to put either a fence or a railing so the kids could not climb through. The mayor felt it should be turned over to the safety committee. There are two on main street that need to be checked also. RE: DISCUSSION ON THE TRAFFIC LIGHT ON 2ND WEST AND MAIN The state called and they want to update the traffic light on 2nd West and Main. They would put arms on it and synchronous it with the other stop lights on Main Street. The cost on it would be about $80,000. They said the city needed to pay half of that. In the past all the city has done is provide a work crew and all the work was done by the state. This time they want to bid it out. The council discussed it and felt like they did not want to take $40,000 out of the street fund. The mayor said he and Bruce could go down to talk to the state. RE: DISCUSSION ON THE NEW PARK The mayor told the council that they had given the new park the name of the Aquatic and Wild Life Park. He suggested that it might be a good idea to have a contest and have people submit a name. (showing a drawing of the wild life park). He also discussed buying the H & K property for a park to tie it together. Bruce Sutherland stated that we need to get a Landscape Architect to design the park. They have estimated the cost at $200,000. We could get a grant from Parks and Recreation for 50%. We would have to have some money but all the work and volunteer work done would be part of the match. A discussion on what would be put in the park. A motion was made by Nyle Fullmer to give the mayor the authority to proceed with the negotiations of the park. Seconded by Bruce Sutherland. All Aye RE: DISCUSSION ON THE RACE TRACK ACROSS THE ROAD ON NORTH 5TH WEST Brad Liljenquist ask about the race track that is across the road on North 5th West. The mayor said the race track has not been used for about two years. When the road was closed they told us it would keep a lot of dollars in Rexburg by having races every Saturday and that isn't happening. The mayor suggested that if nothing is happening then the city would take a look at opening 5th West. The council felt it should be opened. The mayor said he would meet with the commissioners about it. RE: DISCUSSION ON INCREASING THE USE OF SEAT BELTS AL Harding, Coordinator of District 7 Health Department, has a government grant to help Madison and Bonneville County increase the use of seat belts. He will be in this area getting input on what to do. RE: DISCUSSION ON A "PLAN REVIEW" REQUIRED FOR CONSRUCTION IN THE CITY We have talked about a Plan Review required for construction. The mayor contacted Idaho Falls and they would be happy to do this on a per time bases for 80% of the Plan Review fee out of the UBC. (copy on file) Glen Pond suggested that we see if there is someone local that would do it. The council was not ready to make a decision and decided to have the Planning & Zoning review it. Steve Clark and his family was at the meeting. RE: UPDATE ON STEVE CLARK'S INSPECTIONS The mayor gave the council an update on his inspections. He has passed the plumbing and fire inspection. John Meyers, the building inspector had checked it last week and again Saturday. Mr Meyers called today and said there was a little work needed to be done on the stairs that should be done by now. He is concerned about the doors off the boiler room because they have a one hour burning time instead of a two hour burning time. Other than that he feels that the building inspection is about done. The UBC is not real clear on it, but Idaho Falls has clarified it and do require it. The electrical inspection is about done. They will be back on Tuesday to make a final inspection. If all the inspections are done will the council give the mayor the authority to give an occupancy permit. Steve Clark said everything had been done. A motion was made by Bruce Sutherland that pursuant to completion of the project that the council give the mayor the authority to issue an occupancy permit. Seconded by Farrell Young. Glen Pond said the Planning & Zoning would review the parking at their next meeting. The mayor stated that if the parking spaces are not there as the plan says the occupancy permit might be adjusted to reflect the number of parking spaces. Glen Pond suggested that after the Planning & Zoning review this they would give the mayor the number of spaces and that should go along with the motion. All aye. RE: APPROVAL OF THE BILLS A motion was made by Glen Pond and seconded by Nyle Fullmer to approve the bills. All Aye. RE: EXECUTIVE SESSION TO DISCUSS LITIGATION A motion was made by Glen Pond and seconded by Nyle Fullmer to go into an executive session to discuss litigation. All aye.
