D. Hancock, Attorney Rose Bagley, City Clerk Richard Horner, Treasurer RE: STREET LIGHT ON CORNER OF ANGELA AND 5TH WEST George guarez was at the meeting. His concern was the street light they had put up at the corner of Angela and 5th West. Instead of being installed with underground wire it was installed with over ground wire. He was concerned with the safety. Children with kites would be in danger if the kites got caught in the wires. The mayor ask Glen Pond to check on it. RE: REXBURG-MADISON COUNTY FIRE DEPARTMENT OVERRIDE ELECTION Rex Larson, Dee Owens, and Ken Anderson were at the meeting to discuss a Rexburg -Madison County Fire Department Override Election. (copy of information on file) Because of the NFPA 1500 regulations there is a need to make some changes in the fire department. The override basically falls into four categories: equipment replacement and maintenance, the addition of three full-time professional fire fighters, basic hazardous material training, and an upgrade of the volunteer fire fighter program. The proposed changes would be split between the county and the city. The override would be for a five year period. J.D. Hancock suggested that we explore all alternatives. He suggested that we have a joint power instead of a 50 - 50 proposition. That way the commission would operate everything jointly. This would require dissolving the district and recreating it with a popular vote, which would take a while. Bruce Sutherland said he was concerned that in a year we would need an override for street improvements. What kind of an impact would this make on street improvements. It was suggested that the franchise tax be increased for the street repairs. Mayor Boyle stated that the critical thing was that the fire truck can't leave without three people. The new changes in the fire department could possibly make a savings on the insurance rate. We will still have to buy a fire truck even without the override, which would be hard for the city to do. Mayor Boyle said he though it would be an advantage to the city. RE: MOTION PASSED TO HOLD SPECIAL CITY ELECTION A motion was made by Darlene Blackburn and seconded by Brad Liljenquist to pass a resolution proclaiming a special city election, to be held on August 28, 1990, designating the polling places, designating the registrar and deputy registrars, and ordering the city clerk to give notice of such election, and that the override election would be for $541,500 for five years.
