RE: PLEDGE OF ALLEGIANCE

RE: APPROVAL OF MINUTES
A motion was made by Bruce Sutherland and seconded by Nyle Fullmer to
approve the minutes. All Aye
RE: CLOSURE OF DIET CENTER
Jeff Sommer representing East Idaho Central Planning & Zoning was at
the meeting to report on the closure of the Diet Center. The
Department of Commerce has the size and number of buildings and they
will try to find another company to come in to move into those
buildings. Jim Hawkins and Governor Andrus have been looking at that
and going over potential companies that are looking at Idaho. Friday
at 10:00 A.M. the mayor, Jeff, and a representative of the Idaho
Department of Employment will be here to discuss the employees and
potential programs to help retrain employees for employment.
RE: COMMUNITY BLOCK GRANT FOR WATER AND SEWER LINES GOING TO HIGH
COUNTRY POTATO
Jeff discussed the Community Block Grant for water and sewer lines
going to High Country Potato. The city has been ask to submit an
application to extend water and sewer lines. The grant will be
approximately $240,000 with an additional $50,000 to High Country
Potato which will go into completing the project. Whittaker
Construction Company got the bid and will be here Friday for a pre -
construction company.
RE: CLOSURE OF WEST BOUND LNE BETWEEN 3RD EAST AND 4TH EAST FOR THE
UPPER VALLEY INDUSTRY BARBECUE
Corey Barnard representing Upper Valley Industries was at the meeting.
They are planning their 3rd Annual Barbecue on August 11. In previous
years, the barbecue was held at Upper Valley Industries. The
helicopter has landed on East Main between 3rd East and 4th East and
have blocked off west bound lane of traffic. This year the barbecue
will be held at Smith Park and they requested to block off the west
bound lane between 3rd East and 4th East from 11:30 A.M. and 3:30 P.M.
A motion was made by Nyle Fullmer and seconded by Bruce Sutherland to
give permission to close the street. All Aye.
RE: DROP OFF PROBLEM AT THE CITY POOL
Clair Boyle and Mike Mitchell was at the meeting to discuss a problem
at the Swimming Pool. Clair handed out a proposed drop off area (copy
on file). Clair stated that there is a problem with safety at the pool
when the parents drop off their children. This is compounded with
double and triple parking. The proposed drop off area would have one
lane and traffic in one direction. Mike Mitchell said they are having
over 9,000 people a week and just in swimming lesson there is over
1,200 kids a day. Bruce Sutherland suggested that if we made a drop
off area that we have an engineer draw the plans with a combination
drive and sidewalk and possible a double driveway. Nyle Fullmer
suggested that we move the street back five feet and put in diagonal
parking. He also stated that he did not think the drop off area would
work, that we should put in the parking lot. He did suggest that we
paint the curb yellow for a no parking area. The mayor said suggested
we paint the curb yellow and get prices on the drop off area and talk
to the police chief to have him check out what would be a safe solution
to the problem.
RE: CAROUSEL AND CITY POOL TO BE OPEN ON SUNDAY
Clair Boyle stated that he had several requests to operate the carousel
on Sunday. The mayor said the one thing we need to look at is how
economically feasible it is. Farrell Young told the council the ticket
price for the carousel will be 50�. Nyle Fullmer stated that if we are
putting all the money into the carousel and the use of the pool is up
they should be open and provide services on Sunday. The council
discussed the issue. Richard Horner suggested that we check first to
see if it is economically feasible. The council discussed the issue.
Motion was made by Nyle Fullmer and seconded by Brad Liljenquist to
leave the pool open on Sundays on a trial bases during July and see how
it goes and that the Carousel be available on a request type basis for
a group on a limited schedule.

RE: MOTION TO OPEN CAROUSEL AND CITY POOL ON SUNDAYS FAILS
The voting was a tie in the vote making it necessary for the Mayor to
vote. The mayor said he would vote no at this time. He thought we
should get a feeling from the public and do an economical study. He
also stated if their was a big group that requested to use it on Sunday
we could run the carousel on a request basis. We would need to check
further on the cost of the use of the pool There is big percent that
uses the recreation programs and pool that is from the county. The
mayor had talked to the county commissioners to request that they carry
some of our deficit.
RE: PROBLEMS WITH THE CITY POOL'S DIVING BOARDS
The mayor stated that we have a problem with the diving boards. Clair
Boyle said the Health Department inspected the pool and told us that
our diving boards are too close to the edge. They requested that we
remove the small diving board. That one is probably used more that
any. The high dive is used a lot also. They told us that we were
liable if we left it in. The attorney stated that we are liable
anyway. Nyle Fuller stated that if that is the case we probably should
leave them in for the summer. Clair said we are now at the peak of the
season. Mike Mitchell said they have a life guard at the diving
boards.
RE: A REQUEST FROM MATT HARRIS TO OPERATE A HORSE DRAWN BUGGY ON CITY
STREETS
A request from Matt Harris to operate a horse drawn buggy on the city
streets and have passengers. He would operate it after traffic hours
and stay off the main streets. The council told him he would have to
meet all safety precautions that were required by the police
department,have liability insurance, and clean up the mess from the
horseS. If he meets those requirements he would be able to get a
business license.
RE: OPEN AIR FARMERS MARKET
Mayor reported on the Open Air Farmers Market. They have permission to
use the vacant lot across from McDonalds owned by Ferguson's. The
mayor read the set of guidelines (copy on file). They would open when
the produce starts, the 1st of July until the end of September. Any
farmer or gardener that has extra produce could go there and sell it.
The High Country Resource Conservation and Development will be the
sponsor. They will buy a business license that will cover the entire
Market. It will be on Saturday mornings from 9:00 A. M. to 12:00 noon.
A motion was made by Nyle Fullmer and seconded by Farrell Young to
approve it on a one year trial for the High Country Resource
Conservation and Development to open the Farmers Market with the
guidelines as proposed.

RE: THE NEW BUSINESS LICENSE ORDINANCE
The mayor discussed the new Business License Ordinance proposed changes
for the first reading.
RE: MILLHOLLOW ROAD
Nyle Fullmer said he had a phone call concerning Millhollow Road. They
were concerned about the width on Millhollow. A concern about a new
house by Mike Day building a fence too far out on the right a way. A
discussion on an LID for a sidewalk on that street.
RE: SIDEWALKS FOR MADISON HIGH SCHOOL AND ALONG NORTH 5TH WEST
Brad Liljenquist discussed a related question on sidewalks along by
Madison High School. We also need a sidewalk along North 5th West.
Students are walking out in the road making a dangerous situation.
Mayor Boyle advised that we need to get some feedback on an LID to put
in sidewalks in needed areas. We could get started on the hearings this
year.
RE: AIRPORT GRANT
Nyle Fullmer discussed the Airport Grant that was applied for a year
ago. We have done $6800 of work in kind and we need to come up with
about $32,000 cash. Richard Horner ask if the airport could take it
out of their funds. The city approved it last year. The clerk was
asked to check the minutes. The airport wants to keep their funds for
capital expenses.
RE: CLOSURE OF DIET CENTER
Brad Liljenquist made the statement about the fact that the Diet Center
is moving. Obviously we all hate to see them go. They have been a
tremendous benefit to the city, but things still will happen and the
city will continue to grow. Rexburg grew before Diet Center was here
and it will still grow.
Mayor Boyle stated that we received a letter and should go into an
executive session because of a possible law suit.

A motion was made to approve the bills by Bruce Sutherland and seconded
by Nyle Fullmer. All Aye

A motion was made by Nyle Fullmer to go into an executive session
