MINUTES OF A COUNCIL MEETING
March 21, 1990

In the excused absence of Rose Bagley, DeAnn Hebdon was asked to
take the minutes.
RE: PLEDGE OF ALLEGIANCE
The Pledge of Allegiance to the Flag.
RE: APPROVE MINUTES
It was moved by Glen Pond, seconded by Brad Liljenquist, and
unanimously carried to approve the minutes of the last meeting.
RE: MADISON COUNTY ECONOMIC DEVELOPMENT
The Madison County Economic Development was talked about by Brad
Liljenquist. Randy Schwendiman, Ted Hendericks, and Terry
McCurdy were also there, they are on the committee of this
non-profit corporation. They are looking to start this corporation
in September or October. Brad stated that they feel on this Economical
Development Corporation they have representation from the county and
the city, serves clubs, the chamber, business community, agricultural
community, the college, utilities, it is a large base group.
They are asking The City for $15,000 in funding, and from that $15,000
The City would be relieved from paying for the sunbird promotion.
Richard works with budget figures on a regular bases and he thought
that it would not be a problem to come up with a addition $5,000. It
would be a $5,000 increase of what The City paid this year. It was
moved by Farrell Young, seconded by Glen Pond, and unanimously
carried.
RE: CENTENNIAL
The City needs to get eight couple for the centennial. It will be held
at the Mini Dome.
RE: MEETING WITH THEIR DEPARTMENT HEADS
Council member will need to start having meeting with their department
heads every three months. They will meet and review of what has been
going on, and what needs to be done.
RE: DONATION BY THE FERGUSON FOUNDATION
A Centennial Star Pledge was made by the Ferguson Foundation.. This
donation was made to the City of Rexburg and the Airport Board in the
amount of $5,970. This money will go into more study on the airport
and how to improve the airport.
RE: TREES ON SECOND EAST
The Mayor received a letter from the Idaho Transportation Department
stating that the price of trees has gone up and if we wanted the trees
for the Second East Street it would cost The City an addition $15,135.
This money would have to born by The City without the help of federal
aid. The Mayor feels that we cannot afford to put $15,135 into trees.
RE: SCOUTS WERE AT THE MEETING
The scouts were also present at this meeting, the Mayor asked each of
the scouts to stand up and give their name and the troop number they
are from.
RE: SIGN FOR THE ZION LUTHERAN CHURCH
Public Hearing 8:00 P.M.
NOTICE IS HEREBY GIVEN that a public hearing will be help at 8:00 P.M.
on Wednesday, March 21, 1990, at the Rexburg City Hall, Rexburg, Idaho,
that variances be granted to allow a direction sign to a church the
property is zoned R2 the property in located 278 West Main, Rexburg
Madison County, Idaho. It's a sign giving direction to the Zion
Lutheran Church. The members of the Zion Lutheran Church were present
at the meeting they want the sign there to let people know were their
church meeting are held. It was moved by Brad Liljenquist to allow
the variances for the sign, seconded by Glen Pond, and unanimously
carried.
Farrell Young wanted to say thanks to the Zion members for being so
organized in the was this was presented, and for their patience.
RE: ORDINANCE WAS NOT PASSED
The Ordinance on unnecessary noise, and the moving of junk cars was set
up for another reading next meeting.
RE: SUBWAY SANDWICH PARKING REQUEST
Subway sandwich had a parking request, they wanted a special parking
place close to their building for their delivery car, Brad talked to
the down town merchants --they did not feel that Subway sandwich should
be able to have this special parking, Subway should of kept that
intoconsideration while looking for their location.
RE: FOOT BRIDGE
There was a request to put a foot bridge on First South and Fourth West
for the kids that are walking to Kennedy School, because of the canal
the kids have to walk out to the highway. The foot bridge would be so
the kids could just walk across the canal. The Mayor asked the council
members to look at the area and to talk to the people that live around
there and see if it would be worth putting a foot bridge across that
canal, the cost would be about $1,200.
RE: ADDITION LOTS TO SUBDIVISION ON 440 SOUTH FOURTH EAST
Glen Pond made a report on Planning & Zoning, the subdivision on 440
South and Fourth East property owned by Greg Fullmer, what he proposed
was to re -develop that subdivision and to some addition lots.
RE: BOWEN HALL EXTENSION:
The other Planning & Zoning items discussed was the Bowen Hall
extension, their going to put some money into that property to make it
look nicer, put up some fences, and make it a little safer. The
Planning & Zoning Board gave them the okay because it is commercial
property.
RE: TETON COMMUNICATION
Teton Communication wanted to put a building and some antenna's on
the water tower. Attach the antenna's to the water tower and put a
metal building at the base of the water tower. The Planning & Zoning
Board was not in favor of adding addition antenna's to the tower.
RE: PARKING AT PORTER PARK
The parking lot at Porter Park was discussed, the Mayor said that he
had received several call from the public saying that they are against
taking any grass out of the park. The Mayor talked to Diet Center and
told them that The City might consider making that parking along Porter
Park 2 -hour parking, and that would make the employees at Diet Center
not able to park there so it would be more parking for the public who
are using the park. Diet Center asked if we would only have those
2 -hour parking sign up through the months of May -August. The council
members thought that would be a good idea and the signs would be
covered or taken out through the winter months.
RE: LOT CLEAN-UP
Lot clean-up was talked about, the Mayor and Farrell Davidson have
a meeting next week with some people on recycling and clean-up. The
City clean-up will start Monday March 26th and go until May 5th,
during this time The City will pick up tree branches, grass, etc. for
the residence without a charge. It was moved by Glen Pond to start
clean-up on March 26th through May 5th, seconded by Darlene
Blackburn, and unanimously carried.
RE: FISH POND
The Mayor complimented on the fish pond down by the city shops. He
said it is really coming along well, it was such a mess down there
before. It going to be a nice natural park, he stated.
RE: COUPONS FOR THE CITY EMPLOYEES FOR THE SUMMER RECREATION
The city employees have been give coupons of $25 that they can use on
the summer recreation programs, this year those coupons can also be
used at the golf courses and the swimming pool.
RE: SECOND EAST TREES
Farrell Young had some question on the Second East Street, he feels
that the Second East Street is a nice looking street and wanted to know
if we have to put those trees back there. The Mayor said that there
were a few people that didn't want those trees, and that it is
something to think about.
RE: MAILBOXES THAT ARE PLANTED IN THE SIDEWALKS
Farrell asked about the mailboxes that are planted in the middle of
the sidewalks, he wanted to know if there was any way that we could
make a uniformed regulation of somehow to keep the mailboxes out of the
middle of the sidewalks. The Mayor said that the post office can
deliver it much better if the mailboxes are in the sidewalks. Glen
said that the post office told them want they need in a subdivision for
them to deliver and that was in the subdivision ordinance. The City
cannot change that, it is up to the post office.
RE: APPROVAL OF BILLS
It was moved by Glen Pond, seconded by Farrell Young, and unanimously
carried that the bills be paid.
RE: MEETING ADJOURNED
On motion duly made, seconded and unanimously carried, the meeting was
adjourned.
