The mayor said they would get with Kent Jolly and get it worked out. Chuck Frost ask where the water would go if it was piped. The mayor said the only place it could go is in Wards field or on the college property. The mayor told him we wouldn't go on any private property unless the owner wants to put signs up and give us permission to do SO. Farrell Young ask who determines where the fire lanes will be. Brad Liljenquist questioned the section that says the money can be used for city use. The mayor said an example would be if the city wanted to start recycling and needed to buy a compactor for cardboard boxes which would cost about $10,000 and would pay for itself quickly and the money could be paid right back with interest. Brad said his concern would be if the city borrowed it and then we had a chance to help a business to come into the city and that presents a road block. He also ask what it meant by Prime Rate. Richard Horner said the prime rate is set by the banks and we go 1% or 2% above that. The city council would make that determination.
