The pledge of allegiance was led by a scout that was present.
A motion was made by Darlene Blackburn and seconded. by Nile Boyle to
approve the minutes. All Aye
RE: INTERSECTION ON 2ND EAST
Jeff Hawkes, principle of the Lincoln Elementary School, and Jim Terry,
School Board Member acted as spokesman for a group of parents of
children attending the Lincoln School. Mr. Hawkes stated that there
are about 70 to 75 children who live on the other side of the 2nd East,
who attend Lincoln School. Out of the 70 - 75 students there are 59
who could qualify in order to get to school, they have to go past the
intersection of 2nd East and 2nd South. After watching. the
intersection there are only about 30 kids who cross there. There a lot
of parents who take their children to school. He said they have a
series of safety problems up there. He said they have had three kids
get hit this fall with cars, and there have been three near hits on the
corner of 2nd East and 2nd South. Everyone is going to work and school
at the same time, 8:00 A.M., Mr. Hawks proposed another 4 way stop on
2nd East and 2nd South. The reason would be to slow the traffic down
there, after they come down the hill after they stop at 3rd South and
come on down to lst South they have gained speed. There are a lot of
children who sit and wait and wait for the cars to go by and then run
out as quick as they can. Another idea is a flashing yellow light, or
a third idea is a paid crossing guard. In working up the hours for a
guard would be from 7:50 am to 8:10 pm and again in the afternoon for
20 minutes.
RE: MODIFY THE INTERSECTION
Mayor Porter said the council is aware of the problem. He said the 4
way stop on lst South has been there since before. the road. was
changed. When the street was planned, we did everything we could to
modify the intersections. The intersection at 2nd South has so much
rock and also because of the steepness of the grade, it was only
modified about 4 inches. We did modify 3rd South so we could put a 4
way stop there and cars could still start up.
RE: CROSSING GUARD ON 2ND SOUTH AND 2ND EAST
Bruce Sutherland gave a report from the safety committee. They
proposed for 2nd East and 2nd South the installation of school crossing
signs both north and south of the 2nd South and 2nd East intersection,
and the engagement of a crossing guard between 8 and 9 A.M. They
recommended that the city participate with the school board. A stop
sign will not stop a car but a crossing guard will stop a child. Mr
Hawkes ask if the city would pay for the crossing guard. The mayor
said we now pay on a 1/3 for the city, 1/3 for the school and 1/3 for
the county. A motion was made by Bruce Sutherland that we except the
suggestion of the Traffic Safety Board and install the school crossing
signs both north and south, add the cross walk and engage a school
crossing guard fram 7:50 AM to 8:10 AM and from 2:30 PM to 2:50 PM.
Seconded by Nyle Fullmer. It was ask if there could be a lower speed
limit on the street. The mayor said it was 25 mph, it was requested to

be changed to 20 mph. The mayor said. it would be hard to control the
speed at 20 mph. We could past a police officer there every once in a
while. The motion was voted on, all voting aye.
RE: A FENCE TO BE REMOVED ON MILLHOLLOW
Darrell Anderson at 339 Millhollow. A map of the Millhollow Sub
Division was passed out to the council. There is an alley way on the
plat. A neighbor built a fence blocking the alley on property not
owned by him. Mr Anderson. said he would like the fence moved. The
mayor said the only part of the alley that should be closed is behind
Benfields. Mike Day at 321 Millhollow was aware of the boundaries. Bob
Ward was also at the meeting, he was under the impression the easement
was for fire safety. The open space is needed to string the fire
hose. Mrs Anderson said they felt secure knowing that a fire hydrant
is just down the street. Mr Anderson's issue is someone has illegally
put a fence across the easement or city property. Nyle Fullmer made a
motion that Mr Mike Day be sent a letter telling him he will have to
move the fence. There was some discussion. The motion was seconded by
Bruce Sutherland. All Aye. Mayor Porter suggested that if we close
the street that we annex the Sifford property to the city.
RE: FIRE LANE AT VALLEY RIVER SHOPPING CENTER
Bruce Sutherland explained that the Safety Committee had addressed the
danger a the Valley River Shopping Center Fire Lanes.
They suggested that the Council urge the stores there to:
a. Post no parking and/or fire line signs in front.
b. Request Rexburg Police patrol and issuance of citations.
c. Announce in their stores that cars are in violation.
At the same time, we recommend that the council would:
a. Raise the parking fine to $100.
b. Consider the passage of a stronger parking ordinance.
c. Direct the Rexburg Police to patrol and cite offenders.
They discussed it for some time and felt if they could get the
cooperation of the owners of the stores, and owner of the mall, we
could solve the problem.
Bruce said he had a found an ordinance from Pocatello allowing the
police to come in on private property to site offenders for various
things. The fire lane should be painted and signed. Nyle Fullmer said
he agreed with what they had recommended except for a couple of
things. It is unrealistic to put a fine on it that won't be enforced.
A $100 fine is a little unrealistic, your are going to have store
owners and store managers reluctant to call the police and try to
enforce that fine. After it gets to the judge I don't think he will
give them a $100 fine. We need an ordinance to enforce, but a
reasonable fine such as $15 or $20, and instruct the police to enforce
it. The mayor said he would like the council to authorize the city
attorney to immediately draw the ordinance so it can be passed at the
next meeting. A motion was made by Bruce Sutherland to authorize the
city attorney to draft an ordinance so we can try to enforce the
traffic control at the fire lines through out the city. seconded by
Nyle Fullmer All Aye. Bruce Sutherland said the postmaster suggested
that there be a service zone which could be a designated area for
vehicles such as their own which have a daily need to service the
businesses involved. A motion was made by Bruce Sutherland that when
this ordinance is set up that we include a service zone.
RE: ENTRANCE TO THE MALL
Richard Smith was at the meeting he said he appreciated what the
council was doing. He suggested that the north entrance to the mall by
the Albertson Store be closed and that the middle entrance be improved,
and make it the entrance to the mall. It would force the people to
enter the parking lanes before going in front of the Albertson Store.
Bruce Sutherland said the Traffic Committee would look into that.
RE: TREE TRIMMING
Bruce Sutherland suggested that there is a shrub on the corner of 2nd
South and Znd East on the North East Corner. It is right out to the
corner and it needs to be removed. You cannot see around the corner.

The mayor said we have a number of areas that need to be have the trees
trimmed. Bruce said on 3rd East and 3rd South the trees need to be
trimmed you can't see around that corner. Also there needs to be a
stop sign on Millhollow at 350 South. Richard Smith agreed it would be
a good idea, he would be in favor of it. Richard said Millhollow is
busy congested and narrow. It would also be a good idea to have that
street widened. The mayor agreed that that street is bad. The curb
line is the property line. In order to widen it we would have to buy
the right-a-way from the property owners. Nile Boyle said he thought
we should do some study on it.
RE: STREET FINANCE REPORT
The mayor read the Street Finance Report for the State Highways Users
Fund. A motion was made by Nyle Fuller and seconded by Darlene
Blackburn to except the report. All Aye.
RE: FIRE MUSEUM
The mayor said the Planning & Zoning is concerned about the Fire
Museum. They want it moved. The mayor said he would like to explain.
We have an old 1925 Fire Engine that is the same model as the first
fire truck that the city had; it will be in there. There is an old rig
over there that the fireman, when Rexburg was first started, would grab
it and run down the street pulling it by hand. They have pictures of
some of the big fires and one of when the city hall was blown up. It
will be lighted at night. The reason the sight was chosen where it is,
makes it so people can just walk along the sidewalk and stop and look
inside. There will also be a sign telling people where the museum is
and inviting them to go and find out more about the history of
Rexburg. He said possibly maybe it should have been back farther, but
there were other things to take into consideration. After the city
acquired the tabernacle property it was hard to beautify the outside.
We got a grant for the inside which we had to match. We got donations
from everyone we could to get money from to put the building back
together, and donations of scrubs. The fireman use to mow the lawn,
but it was too big of a job so we put it in the parks department. Then
we had to get someone to turn the water on, so the mayor got more
donations to put in a sprinkling system. When the fire department
decided to put in the building, we decided to put it there so we
wouldn't have to change the sprinkling system. The mayor commented
that he didn't see anyone coming around helping get donations. Nyle
Fullmer said he has been impressed. The fire department has done it
all on their own. They paid for it out of volunteer funds and
volunteer labor. They have put a lot time and effort into it and
should get a pat on the back. It fits with the theme and is a nice
looking building. The money used is from their fireman dinner.
Because we had to run the wiring to the building we continued it out to
the Pioneer Monument and the Monument to the volunteers after the flood
are now lighted.
RE: PLOT FOR A NEW SUB DIVISION
Wayne Parkinson was at the meeting to present the preliminary review of
the plot for a new sub division that Bill Henderson wants to put in.
It is located South of Park street and West of South 5th West. Wayne
requested that the street by the Park street church be dedicated to the
city to allow an entrance to the sub division. The Planning. Board made
a recommendation that zoning of that property be changed from R2 to
Rl. They also recommended that Park Street zoning be changed from R2
to R1. A motion was made by Nyle Fullmer and seconded By Bruce
Sutherland to start the hearing process for the zone change. All Aye.
RE: PROJECT AT THE AIRPORT
The mayor said they had completed the project at the Airport they fixed
the cracks. The City did some of the work and there is still some work
to be done by H & K in the spring. We received a grant for $10,000 for
the work on the runway.
RE: LETTER FROM THE CABLE COMPANY
The city received a letter from the Cable Company. Dean Jones the new
manager talked to the mayor about it. They will refund the additional
charges for tax, but they are going to increase the fee to $16.25 per
month.
RE: BUSINESS LICENSE TO SUMMIT PRODUCTION
A year ago we gave an approval for a business license to the Summit
Production. It is a video production and publication. This is in the
home of Maurice Wilkee. A motion was made by Darlene Blackburn to
approve the business license for one more year. All Aye.
RE: CITY HATS
A group of employees went to Blackfoot to a meeting. All the employees
have hats with the City of Blackfoot written on them. Our city
employees now want hats one for each season. The cost will be $2.50 or
$3.00 a hat. The council okayed them.
RE: AWARDS
The next meeting on the 20th of November. We have some awards to give
out to people who have done special things for the city.
RE: BEER LICENSES
Mayor Porter read the Beer Licenses to be sold but not consumed on the
property.

approve the beer licenses.

RE: CLAIM
We have received a claim against the city from Jeff Rawson. It has
been made out wrong, the vehicle was impounded by the County and he
listed the city as impounding it. There was some items stolen out of
the vehicle with no amount. A motion was made by Bruce Sutherland and
seconded by Nyle Fullmer to deny the claim. All Aye.
RE: DRUNK & DRIVING AWARENESS WEEK
The mayor announced that next week on the 10th is National Drunk &
Driving Awareness Week.
A motion was made by Bruce Sutherland and seconded by Nyle Fullmer to
approve the bills. All aye
