HomeMy WebLinkAbout1989.10.25 CITY COUNCIL MINUTESSpecial Council Meeting 10/24/89 Those Present: Mayor: Mayor John C Porter Councilman: Glen Pond Bruce Sutherland Nyle Fullmer Nile Boyle Also Present: Rose Bagley, City Clerk Richard Horner, Treasurer RE: JANITOR SERVICE Mayor Porter told the council that we had put the Janitor Service, at the City Hall, the Police Station, the two rest rooms in the tabernacle and hall and the in the summer the rest rooms in the parks. We have a bid from the Executive Contracting, Russ Clousing, he bid on everything. Donetta Higley bid on the City Hall only, and Shannon Rydalch bid on the police station. Mr Clousing's bid is a little higher that theirs. We have been spending at the police station almost $700 a year for carpet cleaning and $350 a year in the city hall for carpet cleaning. Mr. Clousing has included that in his bid. When you total it all up there is not too much difference. Donetta bid $320 a month for this building. His bid was $400 which includes carpet cleaning. The mayor said the bid is $400 a month for the city hall, $400 a month for the Police Station, $100 for the tabernacle, in the summer it is $250 a month for the rest rooms in the park. A motion was made by Nyle Fullmer and seconded by Bruce Sutherland to except the bid for Russ Clousing. RE: BUYING THE BLOCK BUILDING The mayor told the council the other item of business is Valley Bank had approached him about the city buying the Block Building for $290,000, he had. told them we could not pay more than $1000 a month right now. Steve Meikle was at the meeting to explain it to the council. He said they had a proposal from a firm in California to buy it to put in another Discotheque. They need to give those people an answer by the 1st of November. He talked about a Lease Plan, a Lease Purchase Plan or a Purchase Plan. There will have to be some remolding done, and the price of that could be included in the cost of the purchase. He said they were limited to 25 years maximum on payments, but could defer a balloon payment. The mayor said our building will eventually not be large enough. We are running out of storage. We receive $500 rent from ECIPDA and $200 to run their payroll. If we had the building ECIPDA would move into it. We have set our budget and if we decided to buy the building we would have to have another budget hearing. We were buying this building but finished paying for it a year ago. This building would be the ideal building to be used by the city 15 years down the road. Steve Meikle said if you could get a business that will create 15 jobs, you could get approximately $10,000 to $12,000 per employee by grant. At the end of 15 years the city could pay a balloon payment of possibly $150,000. In that length of time the city should be able to find a business with that many employees and the balloon would be taken care of, and the lease would continue on at the same figure. Glen Pond said the problem with putting a business is there is not place to go with the parking. The council discussed the possibility of buying it and renting it out. The mayor said we do need a place we can seat 70 or 80 people for a meeting place. The council told Mr Meikle we would think about it and and make a decision at the 1st meeting in November. Nile Boyle said we need to have something more concrete on what we would do with it before we decide to buy it. The mayor said it was up to the council, as far as he was concerned we maybe should write a letter and tell them we are not interested. Meeting adjourned Jo C. Porter, Mayor Rose Bagle C' Clerk t V~
