M. at the City Hall Present were the following: RE: BUYING GUARD RAIL Mayor: Councilmembers: John C Porter Darlene Blackburn Bruce Casper Bruce Sutherland Nile Boyle Glen Pond Nyle Fullmer Also Present: Mary Smith, Attorney Rose Bagley, City Clerk Richard Horner, Treasurer The state has some used guard rail. We can buy it for $400 for 100 foot. The mayor thought it would be a good idea to buy $1000 worth and put some on 2nd East by the bend by Ricks Farm and also by the high school on the East as you go around the bend. The council agreed. that it would be a good idea. The mayor would get Farrell to measure it and go get it. RE: FINAL LID ORDINANCE FOR LID 26 Mayor Porter read the final LID Ordinance for LID 26 for the final assessments. A notice will be mailed out today and they will have 30 days to pay the assessment before interest will be charged. LID 696 AN ORDINANCE CONFIRMING THE ASSESSMENT ROLL, AS CORRECTED, FOR LOCAL IMPROVEMENT DISTRICT N0. 26 IN REXBURG, IDAHO, FOR THE PURPOSE OF CAUSING CERTAIN STREETS AND PARTS THEREOF WITHIN THE CORPORATE LIMITS OF SAID CITY TO BE GRADED, RE-GRADED, GRAVELED, PAVED, RE-PAVED AND OTHERWISE IMPROVE CERTAIN STREETS WITHIN THE DISTRICT AND TO CONSTRUCT AND RECONSTRUCT SIDEWALKS, CURBS, GUTTERS, DRAINAGE FACILITIES, AND OTHER WORK INCIDENTAL TO ALL OF THE FOREGOING IMPROVEMENTS WITHIN SAID DISTRICT: ORDERING ASSESSMENTS TO BE MADE IN ACCORDANCE WITH THE ASSESSMENT ROLL AND PRESCRIBING DETAILS CONCERNING SAID ASSESSMENTS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, AND DECLARING AN EMERGENCY. A motion was made by Glen Pond and seconded by Nile Boyle that the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 696 Those voting aye: Those voting Nay: Darlene Blackburn Glen Pond Nyle Fullmer Bruce Sutherland Bruce Casper Nile Boyle none RE: ORDINANCE 696 WAS PASSED Ordinance 696 was then placed before the council. The Mayor then called for the voting for the voting for final passage of the Ordinance, and the motion was made by Bruce Casper and seconded by Nile Boyle that ordinance 696 be passed. Those voting aye: Bruce Casper ~a Nile Boyle Nyle Fullmer Glen Pond Bruce Sutherland 1 Darlene Blackburn Those voting nay: None The roll showed all councilmen present voting "Aye" carried, the Mayor declared that the majority of all the members of the City Council had voted for the passage of said Ordinance, and that said Ordinance was duly and regularly passed. Mayor Porter declared the motion carried. RE: RESURFACING THE PARKING LOT AT VILLAGE COMMUNITY GARDENS Bruce Sutherland said he had a call from the manager of Village Community Gardens. They are resurfacing their parking lot and would like to be able to park diagonal along the street while the parking lot is being finished, The council okayed it. RE: PARKING TICKETS The mayor said the new meter maid is checking the streets and parking lots every 2 hours. The beauty shops are complaining because their ladies can't get finished in 2 hours. He and Chief Siepert had talked and decided to make tickets up and give to the Beauty Shops to give to their customers to put in their windows.
